International organisations, institutions as well as national governments are looking for ways to solve this problem. Slovakia is also one of the countries that must take measures to mitigate the consequences of this process. Specific attention is paid to the so-called active ageing. It examines ways and forms of active ageing as the lifestyle of seniors (work, education, cultural, sports and other leisure activities). The paper brings the results of representative empirical research on the lives of Slovak households. Public policies towards civil law employment in Poland","authors":"Karol Muszyński","doi":"10.31971/16401808.46.3.2019.1","DOIUrl":"https://doi.org/10.31971/16401808.46.3.2019.1","url":null,"abstract":"“Junk contracts”, i.e. civil law contracts used to regulate relations similar to employment relationship, have become extremely widespread after the economic crisis in Poland. The paper explains the reasons and the effects of this, and subsequently describes public policies towards civil law employment, implemented between 2014 and 2019 by the governments formed by Civic Platform (Platforma Obywatelska, PO)—Polish People’s Party (Polskie Stronnictwo Ludowe, PSL), and by the United Right (that includes Law and Justice [Prawo i Sprawiedliwość] party). The public policies were relatively coherent and aimed to extend some of protective provisions characteristic for labour code contracts on civil law contracts. This lead to “normalisation” and quasi-acceptance of civil law employment as an alternative to labour code-based employment. It draws conclusions based on 10 expert interviews conducted with social policy makers and researchers as well as a national-wide survey conducted in December 2018. The findings show that in Lithuania, policies which address gender equality such as parental leave policies are highly appreciated and needed by the population. However, they have to be backed up by care services and other flexible work arrangements in order to make them sustainable in the future. In Lithuania, the emphasis on means-testing in family support system does not prove to be a sustainable strategy. In the first part of the text—after formulating more general remarks\u0000about the social significance of space—a few of the concepts of town modernization\u0000implemented in the modern history of the developed world (Cerdá, Haussmann, Le\u0000Corbusier) are presented, while pointing out their most often ambivalent social results.\u0000Attention to the latter has been paid by, among others, critics of modernism and supporters\u0000of alternative visions (Jacobs, representatives of the new urbanism, advocates of the ideas\u0000of a socially cohesive or fair-shared city, etc.). As the national empirical illustration, the\u0000author then characterizes the case of urban and social changes taking place in the last two\u0000decades in the Powiśle district of Warsaw. The purpose of the research was to obtain information about the scope of provided care, among others: running the home, medical help, accompanying an elderly person. The studies were of exploratory nature, based on individual in-depth interviews (IDI). The sampling of respondents was done using the snowball method and Respondent Driven Sampling (RDS). The data was analysed using the MAXQDA program. The research problem in the article was to determine the role of immigrants in elderly care. Whether they are complementary or substitutionary to the family. Based on the conducted research, it was established that the duties of elderly caregivers mostly included preparation of meals, cleaning, making laundry and shopping. The present study identifies five different groups of countries, with five different national health account (NHA) composition schemes.
