It is designed to solve a vast class of tasks within general problems of Data Stream Mining and Big Data Mining, in particular, an image recognition task when observations are fed sequentially in online mode. Its distinctive features include not just the ability to process images in their initial matrix form without vectorization, but also that centers of activation functions are formed with the observations from the training set. The tuning procedure of the system is characterized by the combination of the supervised learning paradigm, “lazy” learning using the “neurons at data points” concept, T. This paper solves the problem of classifying video data recorded on surveillance cameras in order to identify fragments with instances of shoplifting. It is proposed to use a classifier that is a symbiosis of two neural networks: convolutional and recurrent. The tasks that should be solved in projects of digital transformation of rural communities based on computational intelligence are formulated. A system model of value formation of projects of digital transformation of rural communities with the use of computational intelligence is proposed. It refers to seven levels of digital transformation of rural communities, each of which provides value creation through the implementation of four sub-cycles. Separate sub-cycles of the digital transformation of rural communities provide value for stakeholders and increase the effectiveness of the implementation of relevant projects. Completed mathematical description of the full cycle of value formation of projects of digital transformation of rural communities using computational intelligence. The results of the implementation of processes in the projects of digital transformation of rural communities are determined. Real data samples may have missing values for some variables or a study period. All this leads to the risk of building an inaccurate model and, as a result, the experiment failed. In the paper, this problem is considered on data of a real task. A non-linear interpolation model was built for the dependence of the concentration of chlorophyll in algae on the concentration of the pollutant dependent on time. This activity is practiced by farmers in various economic conditions, and the group of small and medium producers the most. Because this class does not have many improvements in investment conditions on their plantations, it ends up having a huge difficulty to grow economically and reach the level of big farmers. This paper seeks an alternative technology to help this disadvantaged sector to have access to measurement instruments at an affordable value, through the development of a soil moisture transmitter. First, a filter has been developed to build the transmitter. Then many tests were performed divided into two steps, tests on water and tests on soil. From the test results, computational tools were used to raise the necessary validation of the curves. Using the coefficient of determination R2 as a technique of regression analysis was reached close to 1, which represents the maximum value if one wants to measure the closeness of two curves, and thus was considered to be a satisfactory result. A set of measures, which are planned to be carried out within the library in order to effectively operate the digital library on its web portal, as well as to establish effective user access to the electronic documents posted there, are outlined. Particular attention was paid to the need to create a digital insurance fund of document resources of the Vasyl Stefanyk NSLU in Lviv. The process of digital processing and metadata creation, as well as the subsequent storage of digital copies of documents, is described in detail.
