The block diagram of the device, the electronic circuit and the algorithms of the system operation have been developed. In particular, the algorithm includes software in C in the Arduino IDE. The AC voltage stabilizer is designed using the modular principle, which makes it possible to quickly upgrade. The IT strategy can be presented as a separate document for the development of a higher educational institution or/and as part of its general strategy in terms of digitalization. The development of the electronic university is related to its target areas. Among them are the educational process, scientific research, management processes, information technologies, etc. These directions should be combined into a single integrated system. For the effective operation of such a system and the reduction of the payback paradox, it is necessary to determine not only the strategic directions but also the steps of their implementation. The basis for the implementation of such a strategy is the definition of the university’s development specifics and scenarios for IT strategy implementation. Research and practical implementation of learning management systems in higher education institutions of Vinnytsia allowed the development of a general concept of forming IT strategy development by using contours of the interaction of its agents. Each of its contours corresponds to the definite target of the development direction. It was determined that the digitalization implementation processes correspond to the expected strategic results. It is recommended to choose implementation scenarios by using the method of hierarchies which is based on the results of expert evaluation. The research results will make it possible to formulate recommendations for building and implementing an IT strategy for a higher educational institution. The matrices of directional cosines for transformations between inertial and body-axis systems of coordinates are obtained. The features of dynamic and kinematic properties of the gimballed stabilization system are represented. The expressions for control moments during stabilization are derived. The obtained models ensure the process of designing a robust stabilization system able to operate in difficult conditions of external perturbations. Results of modelling are shown. The computer simulation of transient processes provei the efficiency of the developed model. Such computational methods are implemented as a software called “TextSmooth” using the Java programming language and JavaFX technology. The software has the different parameters to be set and tuned for the better quality of processing, visualization of the computational process and the additional useful features. The TextSmooth software was designed especially for the easy and quick filtering of the different types of images with textual information using the graphical user interface (GUI) with maximum usability. The TextSmooth software was developed during research in scope of the CoLiTec project. The model of smoothed local bithreshold neuron is proposed, which is capable to recognize compact finite set of patterns in n-dimensional space. We design a binary classifier on the base of the feed-forward neural network whose hidden layer consists of such neurons with modified activations, propose the synthesis algorithm and estimate its time complexity alongside with the networks size. The purpose of the research is to develop risk management mechanisms in higher education institutions as part of information support for innovative projects. The following tasks are solved in the article: to determine the advantages and disadvantages of risk assessment methods in innovative projects in higher education institutions and to offer effective solutions for minimizing the level of uncertainty in the management of innovative projects. The following methods are used: methods of project and program management, methods of designing information systems and technologies, theory of systems and system analysis. The following results were obtained: both analyzed approaches can be used to take into account risk and uncertainty when evaluating the effectiveness of innovative projects, although the method of evaluating the expected effectiveness is more grounded from a theoretical point of view. However, in practical implementation, it is associated with some difficulties, the need to compile and process a large number of project scenarios.
