Historically and the position of this region is very important role for the development of the city of Semarang and has important value for the science of urban planning, where the history of the formation of the city of Semarang and its development can not be separated from the existence of the Old City Area Semarang. Along with the development of the increasingly widespread city of Semarang, the old city of Semarang has long been abandoned and experienced environmental degradation. This of course has an effect on the area that is getting increasingly slum and left unchecked, whereas on the other hand the old city area has important values that must be maintained and maintained. The omission of important buildings that have historical value also continues to occur and causes the area to be slum and unhealthy. Through this research, there are goals to be achieved, namely important buildings identified as cultural heritage buildings are utilized by various conservation measures, so that the buildings can be functioned through adaptation of more present and complementary functions so that the old city area becomes alive and more productive. The method used to achieve these objectives is descriptive empirical which begins with extracting strategic issues in the field through interviews with building owners, the surrounding community and the Semarang City Government (Bappeda), as well as the old city area management body (BPK2L). The results of this study are that the concept of building utilizatio /function is carried out on buildings that are included in the first priority of handling, which are then categorized into 8 (eight) in accordance with the conditions and problems that occur in cultural heritage buildings. The concept of using cultural heritage buildings is directed as: museums, offices, art galleries, cafes/restaurants, souvenir shops, meeting rooms, homestays / guest houses, and places to sell antiques.Keywords: concepts, utilization, buildings, cultural heritage  ABSTRAKKawasan Kota Lama Semarang merupakan salah satu kawasan yang ditetapkan sebagai bagian dari kota pusaka Semarang. This tool contains general requirements for spatial use and for managng in all regency. This tool contains at least the rules of activity and the intensity of utilization of space, minimum standards of facilities and utilities, provisions on the use of space that were through by network system and special provisions. These minimum prerequisites sometimes cannot fulfill, consequently this making it difficult to implement control of spatial use. The purpose of this study is to evaluate the quality of the land use control instruments of Kendal regency. This research uses quantitative rationalistic deductive method, with descriptive empirical technical analysis. The results of this study indicate that the completeness of zoning regulations for  spatial plan  in the Kendal Regency didnt not in accordance with the minimum standards (the provisions of the activities, the provisions of building intensity and the minimum standard provisions for utilities and facilities were incomplete and these dint not according to standard). Some of the influencing factors include lack of understanding in compiling regional regulations and plurality of interests in spatial planning. Keywords: Control, Utilization, Land, Zoning Ketentuan Umum Peraturan Zonasi  merupakan satu alat pengendalian pemanfaatan Ruang. Alat ini berisi persyaratan pemanfaatan ruang secara umum dan ketentuan pengendaliannya di seluruh wilayah kabupaten. alat ini minimal berisi aturan kegiatan dan intensitas pemanfaatan ruang, standart minimum sarana-prasarana,  ketentuan pemanfaatan ruang yang dilewati sistem jaringan dan ketentuan khusus. Prasyarat minimal ini kadang tidak bisa dipenuhi, akibatnya menyulitkan dalam implementasi pengendalian pemanfaatan ruang. Tujuan penelitian ini untuk mengevaluasi kualitas instrumen pengendalian (Ketentuan Umum Peraturan Zonasi) kabupaten Kendal. Penelitian ini menggunakan metode deduktif kuantitatif rasionalistik, dengan teknis analisis desktriptif empiris. Hasil penelitian ini menunjukkan bahwa kelengkapan peraturan zonasi dalam rencana tata ruang wilayah Kabupaten Kendal belum sesuai dengan standart minimum(ketentuan kegiatan, ketentuan intensitas bangunan dan ketentuan standart minimal prasarana dan sarana tidak lengkap dan tidak sesuai standart). The characteristics of urban are having inadequate infrastructure conditions, lack of water supply, and lack of waste management. One of inadequate of infrastructure is  playing facilities for children. This study will look at children's perceptions regarding the location that responsive to children’s needs. The location of this study is the Kali Banger in the Kemijen sub-district. In Kemijen Sub district, there are 11 RW and eight of them are directly facing Kali Banger. This study uses a mixed approach (quantitative and qualitative) in extracting data. The study showed that children's perceptions of rivers are the convenient locations for playing, so they want the river to be clean. Children also have a good understanding of environmental hygiene, especially at Kali Banger. The locations that are often used to play are pump points, pump house roofs, playgrounds that located on RW 8, roads and railroad tracks. The choices of location for children's play was triggered by the condition of their houses, so they chosen to play in outdoor location until afternoon. This finding can be a reference for the development of Indonesian urban kampung that are more conducived to children, especially kampung on the riverbank. After mapping the existing location and location that children sugesting that responsive child’s needs and types of games, it was seen that the most desirable locations for playing locations were playgrounds (54.5%), then soccer fields (22.1%) and the rest are varied, while the types of games that were desired were swing (39%) and see saw of (18.2%). Key Words: Perception, Play Ground, Children and Responsive Children AbstrakMayoritas penduduk kota Indonesia tinggal di kampung dengan tingkat kepadatan yang tinggi, Salah satunya adalah keberadaan permukiman di kawasan bantaran sungai. Ciri kampung kota memiliki kondisi infrastruktur,  yang belum memadai salah satunya adalah fasilitas bermain bagi Anak. Studi ini akan melihat persepsi anak terkait lokasi bermain yang ramah (responsif) dengan kebutuhan usia anak. Lokasi penelitian ini adalah kawasan bantaran Kali Banger yang terletak di kelurahanKemijen, dari 11 RW yang terdapat di kelurahan Kemijen terdapat 8 RW yang langsung berhadapan dengan kali Banger. Studi ini menggunakan pendekatan campuran (kuantitatif dan kualitatif) didalam penggalian data-data. Temuan studi memperlihatkan bahwa persepsi anak tentang sungai/kali adalah sebagai lokasi yang nyaman sebagai tempat bermain, sehingga mereka menginginkan kali dalam kondisi bersih. Anak-anak juga mempunyai pemahaman yang baik mengenai kebersihan lingkungan khususnya pada kali Banger. Efforts continue to be undertaken by the Green Open Space embodiment of Government, one that is by pioneering the implementation of ‘Program Pengembangan Kota Hijau’(P2KH) in improving the quantity and quality of Green Open Space in the area of the county or city. One form of Green Open Space i.e. the garden city that serves to improve the quality of urban and support the needs of the community in getting space to relax and leisure. The condition of children in district Kendal based on information from the community a lot of damage to either the environment or the facilities therein. This study aims to evaluate the application of Green Open Space on quality Grounds in the ‘Program Pengembangan Kota Hijau’(P2KH) sub district of Kendal which consists of the Stadion Utama, Langenharjo and Gajah Mada Parks. The method used was qualitative with deductive approach to rationalistic Unitarians. The analysis used a descriptive analysis i.e. qualitative and verification. The neighborhood was designed by Thomas Karsten in 1994 for low-income people with the design concept of \"Garden City\" which is very attentive to the good order of settlement patterns with emphasis on the existence of public space in the form of neighborhood parks and roads are equipped with a boulevard. Currently Mlaten settlements have become congested, the existence of public spaces began to have a variety of activities. The diversity of activities and multifunctional use of public space in residential Mlaten today shows the importance of public space as well as irregularities in the use of public space. Therefore, the study will be assessed linkage activities of people in the Settlement Mlaten to use public space to form their utilization patterns.The approach taken in this research using qualitative methods rationalistic approach. The analytical tool used is the 'behavioral mapping' to obtain information about the behavior, activities of individuals and groups associated with spatial systems through analysis of activity patterns and forms of space utilization.The conclusion from this study is the public space in Settlement Mlaten into a multifunctional space to support the activities of citizens outside the residential space, public space is not only a space that is used for public purposes, but also to meet the needs of personal citizens such as the emergence of a drying, parking, and put the used goods or merchandise that occur in public spaces. The pattern of use of public space in Settlement Mlaten showed a pattern that tends to accumulate at the edge of the garden or in the middle of the boulevard road to activities that are personal as drying/ washing, parking, putting the former home goods. In His understanding of management's evaluation of traditional markets in terms of excellent service performed quantitative descriptive approach (quantitative approach) with a rationalistic approach. Through this approach, the researchers were able to find common ground as well as perceptions of a diverse range of different data. As a measure of evaluation used 6 main parameters, which include a) the effectiveness, b) efficiency, c) adequacy, d) equity, e) responsiveness, f) accuracy.      From the analysis conducted by researchers concluded that management is not optimal Peterongan market so that the evaluation results in terms of excellent service said to be \"unfit\". Especially in performing maintenance and care market, difficulties including costs and building maintenance program budget limited market and the lack of control of the market manager. On the other hand, the macro policy of the government is quite conducive to efforts to create traditional markets orderly, organized, safe, clean and healthy. Relating to matters that needed a more traditional markets to thrive and have a good competitiveness.
