{"title":"Low intensity conflict: the Russo-Georgian situation after 2008","authors":"Mariusz Rzeszutko","doi":"10.16926/rp.2022.14.04","DOIUrl":"https://doi.org/10.16926/rp.2022.14.04","url":null,"abstract":"The signature of the so-called Six-Point Ceasefire Agreement and the Agreement on Measures Implementing to the Six-Point Plan by all parties of the Russian-Georgian conflict, resulted in the international arena considering the Russian-Georgian conflict as frozen. Successive indistinguishable politicians elected as a president and prime ministers have ensured that Georgia and its problem have been forgotten by the international arena and the global mass media. Recognition of such a status has only emboldened the Russian Federation, leading it to take further steps in the area of the occupied republics and, in the longer term, the Near Abroad space. Moreover, despite its official frozen status, the active phase of the conflict has been, and continues to be, maintained by the Russian Federation by keeping military bases and border guards on Georgia’s occupied territories, as well as by carrying out a delimitation process (so-called borderisation) with the defector separatist authorities. The spikes in tensions at the so-called unrecognized borders indicate that neither side wants to tolerate a further deterioration of the security situation in that area. It outlines the risks associated with socio-economics, culture and civilization. Such description is obviously incomplete and requires further research and deeper analysis. However, the hazards discussed here are definitely real and no solutions for preventing or at least diminishing them have been found so far. For some people globalization is a chance for development, multiplying profits or a decent life, whereas for others it may cause economic regression, poverty or a lack of perspective for a better future. Czichos","doi":"10.16926/rp.2020.12.07","DOIUrl":"https://doi.org/10.16926/rp.2020.12.07","url":null,"abstract":"For centuries, Switzerland’s security system was based on the historically grounded neutrality and it was directed “inwards”, with few exceptions such as World Wars. Along with geopolitical changes in Europe and in the world in the 20th and 21st centuriy, the country was forced to re-evaluate its security policy. In the internal area, the Armed Forces were reorganized and modernized, creating one of a kind military organisation, well-equipped militia army based on obligatory army service for the citizens, civil defense and strong social need to defend the country. Contemporary threats to the European security have forced the Confederation to open itself to international cooperation, which resulted in joining to the UN and intensified cooperation with other organizations, including the EU and NATO. Switzerland returned to “active neutrality”, established extensive economic and assistance contacts, and joined – with other countries – peacekeeping, stabilization and observation missions with the UN mandate around the world. Countless amount of people that uncritically believe in words of their leaders even today create fear among normal citizens of civilized world. In totalitarian and authoritarian regimes, usage of psychological warfare was a standard thing. Evolution of propaganda and techniques of manipulation has lead to a perfect dictatorships, that brutally extinguished any kind of insubordination. Almost religious attitude of citizens toward rulers till this day is subject of many studies focused around description of modern social pathologies. Expansions are indeed one of the most important subjects of totalitarian regimes. These expansions alongside aggresive politics of totalitarian regimes were often cause of conflicts known as – Total Wars –an ultimate tool of international conflicts. The nature and durability of this conflict concern especially political aspects and security problems that affect the Middle East and beyond. However, the cultural and religious factors that determine the mutual relations between the Arab and Jewish communities are not without significance. The author discusses the cultural and religious specificity of the region, taking into account many significant events of the mid-twentieth century that influenced it, and attempts to determine to what extent they contributed to the cultural crisis in this area. In the event of a threat to the constitutional system of the state, the security of citizens or the public order, the President, at the motion of the Council of Ministers, may introduce a state of emergency for a definite period of time in a part or in the entire territory of the state. In the case of a state of emergency, which is introduced when the security of the state, the safety of citizens or the public order is threatened, the priority is to restore the proper functioning of state institutions and to prevent the specified danger. The first known example of the use of political terrorism was Sicarii, a Jewish sect operating in Palestine and Egypt in the years 66–73 CE. Virtually all information about this group comes from Flavius Josephus, a first-century Romano-Jewish historian and military leader. The term sicarii itself has a Latin etymology and means murderers or assassins. It comes from the word sica, meaning dagger. It appeared in legal Latin in 81 BCE together with the Act Lex Cornelia de sicariis et veneficis, which was one of the first legal regulations in the field of serious organized crime. The Sicarii, however, fought in their own country with the intention of liberating it from the rule of a foreign power, Rome. To this day, it remains unresolved whether the Sicarii and Zealots belonged to the same political group that used terrorism for political purposes: killings, arson, poisoning water supplies, and even the seizure of the mountain fortress of Masada, ending in mass suicide.
