The essay will report on actions promoted at international and national level, to ensure accessibility in different sectors of social life and reduce obstacles in this field in European regulations and in the practices of Member States. \u0000The Convention adopted by UNO in 2006, stating that people with different abilities must enjoy fundamental rights and (political, economic, social, cultural) freedoms, constitutes the first great treaty of the twenty-first century concerning the change in attitude and strategies towards people bearing handicaps, to increase respect of their dignity through every possible measure. \u0000Intercultural dialogue. In light of a greater awareness on environmental issues and possible solutions, we are, therefore, all called upon to contribute to changes in the relation with our one and only Planet in order to build a new conservation ethics, which may include the values of Cultural Heritage and accept, for its protection and enhancement, the contribution of Communities, favouring intercultural dialogue. \u0000Best practices. The essay intends to stress the importance of integrated policies in promoting accessibility and the enhancement of cultural heritage, also through the examination of the best practices implemented in different European Countries. Specifically, it shall highlight how one of the criteria informing the Management Plan of the ‘Archaeological Area of Pompeii and Torre del Greco’ is based on the conservation of the archaeological heritage, with the purpose of making it accessible to the public while conserving the testimonial, formal and material features of the site, and addressing conservation issues as well as the design quality of accessibility improvements. \u0000Integrated Conservation. W artykule przedstawiono, na wybranych przykładach zabytkowych parków, ogrodów oraz krajobrazów, jak cele te są realizowane. Mora Alonso-Muñoyerro, Dolores De La Piedra Gordo, Miguel García Jiménez, Edgar Lombana Echeverry","doi":"10.35784/odk.2960","DOIUrl":"https://doi.org/10.35784/odk.2960","url":null,"abstract":"El pueblecito de Siurana, de apenas 30 casas, se encuentra situado sobre un encaramado istmo geológico, rodeado de precipicios. \u0000  \u0000Históricamente el lugar es famoso por su castillo (muy derruido) ya que fue el último bastión de Cataluña conquistado a los árabes en la Reconquista. Desde hace sólo 20 años, se accede sin dificultad por una carretera asfaltada. \u0000  \u0000Existe la leyenda de que “la Reina Mora” se lanzó al vacío sobre su caballo antes de caer en manos de los cristianos, quedando la muestra de la herradura del equino junto al castillo y sobre el precipicio más vertical del entorno. Posteriormente, se levantó la Iglesia Románica del s.XII. \u0000  \u0000 \u0000El entorno está protegido urbanísticamente, pero le falta desarrollar la protección geológica, caracterizado por espectaculares franjas pétreas que emergen de la parte inferior donde hay un pantano que recoge las aguas de la zona. Se hace necesario reorganizar la accesibilidad del entorno de Siurana como parque geológico rehaciendo los antiguos caminos a pie reforzando el enclave tan escarpado. With their potentialities and constraints, the selected technologies – from Virtual Reality to interactive systems - show a range of uses and approaches that somehow aim to be inclusive. Technological artifices can create new ‘narrative environments’ involving all the publics and ‘non-publics in a more innovative and immersive way, and new communication strategies can include and respond to the various visitors’ needs without the necessity of ‘label’ them. The combination of different communication devices can help transform the experience in museums, and create connections between people and cultural heritage, enhancing them at an emotional level. Wymagania ustawowe koncentrują się na dostępności budynków i nie nakładają obowiązku dbania o przestrzeń otaczającą. Pomijają więc teren otaczający budynek, który jest najczęściej jego niezbędnym dopełnieniem i często podlega ochronie prawnej jako wpisane do rejestru zabytków otoczenie, ogród lub park, jako część zespołu czy zabytku obszarowego. Zapewnienie dostępności zabytków, w tym ogrodów zabytkowych jest zagadnieniem wspólnym dla budynku i jego zabytkowego otoczenia - obszernym i złożonym, które należy analizować kompleksowo, w kontekście całego obiektu zabytkowego. \u0000W jego realizacji nie chodzi jednak o dopasowanie zabytku do wymogów dostępności - w rozumieniu przebudowy całości czy jego części, ale o wybór odpowiedniej opcji udostępniania – czyli zapewnienia takich rozwiązań, które nie wiążą się z nadmiernym obciążeniem, czy naruszeniem wartości ogrodu zabytkowego, w przeciwnym wypadku byłoby to sprzeczne z zasadami ochrony konserwatorskiej tych obiektów. Udostępnienie obiektu poprzez rozwiązanie kwestii dostępności architektonicznej może być skutecznie wspierane przez działania w sferze komunikacyjno-informacyjnej, które wydają się znacznie bezpieczniejsze w kontekście negatywnego wpływu na wartości zabytkowe obiektu niż likwidacja barier architektonicznych. Podstawowym warunkiem, który musi być przy tym spełniony jest przekazanie różnym grupom zainteresowanych uczciwej i wyczerpującej informacji o przygotowanej ofercie i o ewentualnych ograniczeniach dostępności. Wzgórze wawelskie jest praktycznie dostępne dla osób niepełnosprawnych. Wnętrza zamkowe, udostępnione dla zwiedzających przez dwie klatki schodowe od strony Dziedzińca Arkadowego, nie były dostępna dla poruszających się na wózkach. \u0000W trakcie prac prowadzonych w latach 2017 – 2019 w ramach unijnego projektu pt. „Wawel – dziedzictwo dla przyszłości” w obiekcie zlikwidowano liczne bariery architektoniczne w formie progów, pojedynczych stopni przed wejściami na krużgankach i innych oraz wybudowano dźwig (windę) w miejscu klatki schodowej pochodzącej z czasów Generalnego Gubernatora Hansa Franka. W artykule szczegółowo opisano wykonane roboty budowlane wewnątrz budynku i na krużgankach oraz budowę nowoczesnego dźwigu, specjalnie skonstruowanego na potrzeby Zamku. Podano jego szczegółowe parametry. Dokonano próby oceny przedsięwzięcia przy przyjęciu siedmiu zasad konserwatorskich jako kryteriów do oceny. Treść wzbogacają liczne unikatowe zdjęcia wykonane przed i w trakcie prac oraz współcześnie we wnętrzach szybu, niedostępnego dla oczu użytkowników. Addressed under Greek law as “modern” monuments, most of them were conserved over the past 40 years, with little if any attention to the issue of adaptation to accessibility needs in the initial conservation works. Nonetheless, in more recent projects, specific care was displayed, largely through interventions aiming to facilitate physical access, with two cases of people with disabilities in mind, namely users of wheelchairs and people with restricted mobility. \u0000In each of these interventions, two special issues arise: on one hand, the extent to which the safeguard of cultural significance has placed limits on the pursuit of accessibility, and on the other, the degree to which the initiatives undertaken for accessibility have affected cultural significance. Based on extensive on-site research and genuine evaluation, this paper seeks to provide a complete picture and didactic appraisal of this two-way relation. To this end, it undertakes a thorough analysis and assessment of the interventions completed in the so far three main directions of action for accessibility improvement in the “modern” monuments of Thessaloniki: (1) Establishing an entrance, (2) Providing unobstructed horizontal circulation, and (3) Ensuring smooth vertical movement. Although these stories are from different cultures and places, they all spin around the same - how do we deal with the most delicate strings in the human mind, beliefs, sorrows, and dignity. The sites under discussion are \"ghosts\" of the tragedies of the past century. Among heritage communities, states and experts, there were intense debates about the values and fate of those areas. Besides several historical, political and socioeconomic issues, personal wounds were reconciled. The first case describes the heritage communities' initiatives in accessing and reconciling values of contested Cold War heritage  - Suurpea Naval Base erected during Soviet Occupation and deportations on the coasts of Estonia. The second case deals with the initial demolition and later recognition of Sami burial sites and sacred landscapes of Arctic Norway, re-gaining the rights to Saami heritage and restitution. These cases highlight the importance of inclusiveness while dealing with conflicting histories, reconciliation, restitution, and dignity of heritage and communities concerned. Authors rely on a holistic concept of cultural heritage. Cultural communities, spirit and feeling of their presence are essential indicators of character and sense of place. The authors show the benefits of a people-centred approach towards heritage as the basis of transformative change in heritage protection.
