However, using the SNS does not always leads to in a positive results, particularly when it is addictively used. In fact, the addictive use of SNS results in many negative effects in our society. Recently, SNS users feel negative emotions such as expecially stress and fatigue while using SNS. Thus, the purpose of this study is to empirically examine antecedents of user fatigue on SNS, which can be explained by the degree of Individual, environment and SNS characteristics. This study also examines consequences of user fatigue on SNS. Lastly, we examine the moderating effects of Habit among SNS fatigue, barrier of living and task performance decline. The data for empirical analysis were collected 401 responses on SNS users in Korea. The results of this study are as follows; First, reputation perception, loneliness, unwanted relation, privacy concern, information overload, social presence and interaction are significantly related to SNS fatigue. Second, SNS fatigue, barrier of living and Task performance decline are significantly related to discontinuous usage intention. Third, the moderating effect of Habit of SNS using is found in the relationship among SNS fatigue, barrier of living and task performance decline. {"title":"An Analysis of E-Commerce by Local Governments in Korea","authors":"Se Hun Kim, Daihwan Min","doi":"10.9716/KITS.2015.14.4.031","DOIUrl":"https://doi.org/10.9716/KITS.2015.14.4.031","url":null,"abstract":"Local governments in Korea are involved in three types of online shopping sites : 'direct operation', 'outsourced operation', and 'sales agency.' They are different in terms of the site operator and the charging mechanism among a local government, the site operator, and local producers. This study analyzes their differences in site traffic, local producers' participation, promotion, and partnership. The results from the investigation of 72 shopping sites are the following. First, shopping sites of the 'direct operation' type and the 'outsourced operation' type show significantly higher participation of local producers. Second, the 'marketing agency' type has significantly higher number of promotional activities than the 'oursourced type' which has significantly higher number than the 'direct operation' type. Third, the number of partnerships in the 'marketing agency' type is the highest. The 'direct operation' type is the second and significantly higher than the 'outsourced type.' These are usually programs with high social impact but low short-term economic impact or large scientific programs that are too expensive and risky for private sector investment alone. The Republic of Korea has also shown a very successful model of economic progress and social development through government R&D programs. However, there have been many corruption scandals behind it while selecting awardees for government R&D programs in Korea. So, the Republic of Korea focused on reforming appraisal system for government R&D and began preparation for \"Clean Appraisal System\" last year. In this study, first we analyzed the related appraisal tasks through the review of laws and administrative rules and typed appraisal tasks according to the flow of the actors and time. So, it maintains continually the budget and the investment for informatization. However, there is a limit to clarify whether the investment in informatization is contributed to create business opportunities through corporate competitiveness certainty or not. We tend to recognize the information system as a simple means to support common business rather than being used to achieve the company's business performance and to remain competitive. It is not an easy problem for the quantitative evaluation and analysis on the effect of intangible, such as management performance measurement by introducing computerization project. Informatization level evaluation model for the harsh business environment, specifically the Small and Medium Enterprise is lacking. In this paper, we proposed the audit evaluation model of an Small and Medium Enterprise informatization level based on system quality, information quality, user satisfaction, and IT business contribution. In order for the research aim, we conduct direct in-depth interviews with CEO, including analysis of business patterns on eight automotive firms in Gwangju city. As a result, we suggest new business model so called, Online to offline (o2o) that combines advantages in both off-line and on-line business. Techniques that o2o automotive companies may employ include in-store pick up of items purchased online, allowing customers. Purchasing t he automotive is not only a car but also services including insurance, warrant services. o2o business model suggested shows the operating of the goods and service sale. When it comes to characteristics of automotive conventional sal e patterns, utilization of the online-to-offline commerce has not eliminated the advantages that e-commerce comp anies have. That model can enhance the new values for customers as well as new market creation. This research analyzes the impact on the firm`s performance related to risk management structure which includes the risk management system, risk management activity and risk management competency. In this research, the structural equation model considering the variable which contains enterprise risk management system, risk management activity and risk management competency was suggested. Also risk management organization and management procedures are identified as in enterprise risk management system. The implementation activity and control activity were the factors related in risk management activity. And risk management competency can be described as the response level of managing risk in outside and inside the firms` environment. Finally this model was analysed empirically for 112 firms in Korea using SPSS 18.0 and Amos 16.0. As the results, the suggested hypothesis were adopted. So as to manage risk performance for their firms, the development of systematic Risk Management Framework is important for their risk management activity and risk management competency. In this paper, relationship between internal transactions and efficiency of Chaebol affiliates has been analyzed. Top five Chaebol groups in South Korea are selected; they include Samsung, Hyundai Motors, LG, SK, and Lotte group. Based on internal transactions among affiliates, social networks are constructed for each Chaebol group to analyze centrality, network structures and cliques. Data Envelopment Analysis (DEA) was conducted to examine the efficiency of the Chaebol affiliates. Then, correlations between the degree centrality and the efficiency of Chaebol affiliates were analyzed, and the network structures of Chaebol groups are presented. The result shows that positive correlations between degree centrality and efficiency are observed among four Chaebol Groups. A common opinion among networking researchers is that the sole introduction of low consumption silicon technologies may not be enough to effectively curb energy requirements. Thus, for disruptively boosting the network energy efficiency, these hardware enhancements must be integrated with ad-hoc mechanisms that explicitly manage energy saving, by exploiting network-specific features. The IEEE 802.3az Energy Efficient Ethernet (EEE) standard is one of such efforts. EEE introduces a low power mode for the most common Ethernet physical layer standards and is expected to provide large energy savings. However, it has been shown that EEE may not achieve good energy efficiency because mode transition overheads can be significant, leading to almost full energy consumption even at low utilization levels. Coalescing techniques such as packet coalescing and interrupt coalescing were proposed to improve energy efficiency of EEE, but their implementations typically adopt a simple policy that employs a few fixed values for coalescing parameters, thus it is difficult to achieve optimal energy efficiency. The paper proposes adaptive interrupt coalescing (AIC) that adopts an optimal policy that could not only improve energy efficiency but support performance. AIC has been implemented at the sender side with the Intel 82579 network interface card (NIC) and e1000e Linux device driver. Users can manage, store and share their data and information by using personal cloud storage. In this paper, we aim to figure out influencing factors on personal cloud storage selection. The causal relationship between factors were identified through a importance analysis by using AHP(Analytic Hierarchy Process). AHP is a structured technique for organizing and analyzing complex decisions, based on mathematics and psychology. Research model consists of upper factorsincluding system factor, service factor and user factor. 12 lower factors and 6 alternatives were also analyzed. Asa result, system factor of 3 upper factors was found as the most important factor. Purpose-coincidence, security andaccessibility were top 3 factors among lower factors. N drive showed top importance value. We also conducted ANOVAby classifying 4 groups according to gender, age, currently used cloud and cloud to use. Therefore, many governments have attempted to establish or improve national policies according to the public opinions captured from the various social media. In this paper, we indicate several limitations of traditional approaches for analyzing public opinions about science and technology and provide an alternative methodology to overcome the limitations. First of all, we distinguish science and technology analysis phase and social issue analysis phase to reflect the fact that public opinion can be formed only when a certain science and technology is applied to a specific social issue. Next, we apply a start list and a stop list successively to acquire clarified and interesting results. Finally, to identify most appropriate documents fitting to a given subject, we develop a new concept of logical filter that consists of not only mere keywords but also a logical relationship among keywords.
