Bhattacharyya","doi":"10.1093/ACREFORE/9780190277727.013.189","DOIUrl":"https://doi.org/10.1093/ACREFORE/9780190277727.013.189","url":null,"abstract":"Contemporary India is among the top seven countries in the world witnessing the rise of mega urban regions, infrastructural expansion by government and private entities, and acceleration of special economic zones; the fallout of these trends has been the loss of cropland, and massive resistance coupled with political destabilization. Since the 1990s India’s political economy has increasingly been defined by land dispossession. Indeed, some politicians and big industrialists argue that the developmental agenda of India remains an unfulfilled dream because of land scarcity. On the other hand, strong grass-roots protest movements against land grab have toppled reigning governments and, in some cases, managed to thwart the outward march of land capitalization, dispossession, and ecological degradation. Land ownership remains a protean issue for Indian politics and its social matrix. Yet, it is not a recent phenomenon.\u0000 Land acquisition and dispossession have a long genealogy in India and have gone through successive stages, engendering new political modalities within different economic regimes. Although not a settler colony, the East India Company grabbed land from the 18th century onward, dispossessing and uprooting people in the process, while alienating and disembedding land from its social matrix. Beginning with the Permanent Settlement of agricultural lands in eastern India in 1793, the Company sought legal authority to justify taking land, thus initiating a regime of quasi-eminent domain claims upon land for a wide range of practices, among them salt manufacturing, urbanization, infrastructure, and railways. The political authority and dubious legitimacy of the joint-stock company acting as a trustee of land was written into the various laws on land acquisition, ultimately culminating in the colonial Land Acquisition Act (LAA) of 1894. While independent India envisioned distributive justice through land redistribution, land acquisition and dispossession continued unabated, and postcolonial India’s land acquisition law merely offered procedural legitimacy to the act of taking land from people against their will for the greater “public,” and thereafter for public–private partnership. From 1947 state-led development resulted in the expropriation of land for industrialization, dams, and mega-infrastructural projects resulting in massive development-induced displacement across the country. India’s economic liberalization from the 1990s began a transnational movement of capital on an unprecedented scale, which manifested itself as an emerging configuration of real-estate-as-development. Starting as friendly encounters during Sultan Bayezid II reign at the beginning of the 16th century, these relations, essentially and persistently asymmetrical, reveal an initial and long Ottoman dominance over the Muscovy/Russian side; one that lasted from the early 16th to the late 18th century—whereby the two sides shared no direct borders, traded and did not fight each other until the late 17th century—followed by a late 18th-century and mid-19th-century Russian ascendency. This ascendency was achieved largely thanks to the military reform that Tsar/Emperor Peter the Great undertook, namely, the establishment of a standing and professional army and consequentially due to the many wars that Russia won throughout the 19th century; the decisive ones being those fought during the reign of Empress Catherine the Great. The mid-19th century and the early 20th century—which witnessed the implosion of the Russian Empire due to the Bolshevik Revolution and the break-up of the Ottoman Empire by Britain and France—was a long period that saw few and brief military alliances, contested trade relations and yet continued wars. After being steamrolled by Western institutions and financial technologies, the country attempted to retaliate against this intrusion. However, regaining financial sovereignty proved a protracted process of trial and error. In the 1880s and 1890s, under the auspices of Matsukata Masayoshi, Tokyo seemed to get it right. The establishment of the Bank of Japan and related institutions, on the one hand, and the adoption of the gold standard, on the other, appeared designed to lift Japan out of its peripheral status. In reality, however, they mostly served to emphasize its role as an enabler of the British-led international order. Only in the 1930s, during the worldwide Great Depression, would it break with this role, if only to find that its autonomy had been compromised from the very beginning. Japan’s disastrous loss in World War II drove the country into the arms of the newly arisen global hegemon: the United States. Their circulation played out distinctly in different parts of Africa, based on colonial connections, Indian diasporic networks, regional trading linkages, and audience tastes. East Africa first saw the arrival of Indian films in the 1920s, imported by diasporic Indian entrepreneurs who opened movie theaters and screened Hollywood and British films as well. Indian and African communities both consumed Bombay movies and they increasingly came to lead East African box office shares for decades, even as moviegoing declined toward the end of the 20th century. Bollywood films reached South Africa in the 1930s and later were the preserve of isolated Indian communities under Apartheid in cities like Durban, home to a large South Asian population as a result of colonial indentured labor flows. Hindi and Tamil movies formed a cultural touchstone for settled diasporic populations who engaged with representations from a perceived homeland, although Bollywood films were mainstreamed in South African society in the 1990s.\u0000 In West Africa, lacking robust Indian diasporic networks, Lebanese traders introduced Bollywood films in the 1950s. They became immensely popular among African audiences in places like northern Nigeria and Senegal. As in East Africa, West African audiences interpreted foreign films in line with localized cultural and political values. By the 1990s, Nigerians were making some movies that riffed off popular Indian films in a global milieu of cultural mixing. In North Africa, distributors first marketed Indian movies in the 1950s to Egypt, where they attained a cult following. Bollywood stars and paraphernalia gained social prominence, although the public screening of films dwindled in the 1990s, forcing Arab fans to rely on alternate circulations, which continued into the early 21st century throughout the continent thanks to satellite television and other media technologies. European slave-trafficking, internal trades in women and children, domestic slavery, caste-based obligations for agricultural and other labor, and capitalist systems such as indenture represented distinct but overlapping forms of “unfree” labor in the South Asian context. Enslaved Indians were exported to various European colonial possessions in the 17th and 18th century or provided domestic services within the homes of both the European and Indian elites. Meanwhile, various preexisting local labor relationships such as begar, caste-based obligation, and debt bondage involved elements of coercion, control, and ownership that mirrored some of the characteristics of slavery. Unlike most European powers, Japan did not acquire colonial territories that were far away from the metropolis; rather, it did so within the region in which it was located—East Asia. The geographical proximity between the metropolis and its colonial territories influenced not only the structure of the colonial administration, racial hierarchies in the empire, and colonial and metropolitan identities but also the rhetorical strategies that were used to legitimize colonial rule.\u0000 Although the government generally envisioned a European-style empire, the creation of which would earn Japan the respect of the Great Powers and eventually lead to the recognition of Japanese equality, a significant number of politicians, writers, and activists argued that it was Japan’s mission to unite the Asian people and protect or liberate them from Western colonial rule. These discourses have been summarized under the term “Pan-Asianism,” a movement and an ideology that emerged in the late 19th century and became mainstream by the time World War I began. However, although some advocates of Pan-Asianism were motivated by sincere feelings of solidarity, the expansion of Japanese colonial rule and the escalation of war in China and throughout Asia in the 1930s brought to the fore an increasing number of contradictions and ambiguities. People residing in such a light-rain region are exposed to diverse cultures and distinctive ways of life, beliefs, and practices. Alongside a vast and diverse expanse on the northwest, Kachchh has a maritime history determined chiefly by centuries of deep-sea sailing and trading experience in the Indian Ocean. The mercantile age of this mystic region reached the height of its glory in the late 18th and 19th centuries. But way before such a fascinating historical stage was set, there was the process of transforming a geographically complex region to the most commercially connected state through the métier of the sea. This land, with its close links to the sea and to the rest of India in the mid-16th century, was brought under the centralized administration by the Jadejas. Ever since its inception, the Jadeja rule contributed to the entrepreneurship and the growth of trade through a wide range of policy measures including building up ports such as Mandvi (c. 1581). Being aware of the agricultural disadvantages, in different ways the state facilitated entrepreneurism and exploitable opportunities.\u0000 In the 18th century, the rise of the new merchants of Mandvi coincided with the rise of Omani imperial expansion to East Africa: both groups exploited the shifts in their favor. The initial Omani reliance over the budding Kachchhi capital not only nurtured the rise of Muscat but also the ambitious East African expedition. The Omani inroads into the Swahili coast accelerated the trade between Kachchh, Arabia, and East Africa. As a result, the Portuguese intervention in the early 16th century in Asian trade paved the way to new patterns of commerce. Those who benefited the most from these inviting developments and major shifts in western Indian Ocean patterns were Kachchhis: by this period they had successfully established closer commercial ties with Muscat and Bombay. Also in this opportunistic time, the increase of the Omani interest at Zanzibar helped the entrepreneurs from Kachchh to retain the existing commercial ties and develop substantial commercial relations with East Africa. The increasing Kachchhi presence also threatened the dominant position of the traders, especially from Diu, as their trading activities on the east coast became quite noticeable from the 1820s and 1830s. Yet emergence of Mandvi as a significant port of trade and shipbuilding center during the declining importance of Surat in the mid-18th century set the stage for the Kachchhi mercantile activities in the western Indian Ocean. Kachchhis intensely exploited the early expanding coastal commerce in the region and managed to divert the flow of the trade from Zanzibar to Mandvi and Bombay by the early 19th century. Abazov","doi":"10.1093/acrefore/9780190277727.013.279","DOIUrl":"https://doi.org/10.1093/acrefore/9780190277727.013.279","url":null,"abstract":"Modern Kyrgyzstan emerged as a political entity in 1924 when the Kara-Kyrgyz Autonomous Oblast (KKAO) was established as an autonomous oblast (province) under the jurisdiction of the Russian Federation after the completion of the border delimitation in Central Asia (1924–1926). However, the oblast very soon was renamed Kyrgyz Autonomous Oblast (May 1925). The oblast was upgraded to the status of the Kyrgyz Autonomous Soviet Socialist Republic (Kyrgyz ASSR) on February 1, 1926 (also within the Russian Federation). Its status was further elevated on December 5, 1936 when the country became the Kyrgyz Soviet Socialist Republic (Kyrgyz SSR or in short Kirgizia (in Russian) and a full member of the Union of the Soviet Socialist Republics (USSR).\u0000 During its early days, the new republic lacked the cohesive national economic system, strong national identity, and human resources necessary for functioning as a nation-state. Therefore, the central Soviet government in Moscow initiated huge investment and technology transfers, and recruited the tens of thousands of specialists (from teachers to engineers) it felt were necessary to move to the country in the 1920s and 1930s. The consequences of the Soviet policies were two. One was rapid economic growth between 1930s and 1960s (in fact one of the highest in the USSR), including rapid industrialization and urbanization. The other was the rapid demographic change due to the massive immigration from other parts of the Soviet Union, especially from Belorussia, the Russian Federation and Ukraine. The Kyrgyz people benefited from the cultural revolution of the 1920s and 1930s, as the literacy rate grew from 4.7 percent in 1926 to 70–80 percent in 1936 (Soviet official estimates). The Kyrgyz SSR experienced a second wave of industrialization and mass migration in the 1940s as hundreds of factories were moved to the republic from the war zone, and tens of thousands of Volga Germans and people from the Caucasus and Crimea were deported to the Kyrgyz land. However, despite massive investments and impressive economic growth between the 1950s and 1970s, the Kyrgyz SSR remained one of the poorest republics in the term of per capita in the USSR. Economic conditions in the country deteriorated in the late 1980s due to the blunders in the Gorbachev policy of perestroika. Yet, the Kyrgyz government continued to support the preservation of the Soviet Union, although small emerging opposition groups called for secession from Moscow.\u0000 The Kyrgyz government declared its full independence in 1991 as the Soviet Union finally disintegrated. The country was renamed the Kyrgyz Republic (KR). The Ottomans ruled the western and larger part, while the Persians ruled the eastern lands. Ottoman rule extended from the fourteenth century to the establishment of the Republic of Turkey in 1923. The latter inherited the historic Armenian lands as a successor state to the Ottoman Empire. The Persian Empire ruled Armenian lands in the east until the signing of the Treaty of Turkmenchai in 1828, which, in the aftermath of the Russo-Persian wars, fulfilled Russian imperial expansionist objectives into the Caucasus by replacing Persian rule. For centuries, therefore, Armenians experienced the various aspects and phases of modernization—the Enlightenment, the emergence of capitalism, urbanization, nationalism—as a subject people. They did not achieve modern statehood until 1918 as the Ottoman and Russian empires collapsed under the weight of the First World War.\u0000 Modern Armenia emerged when the Republic of Armenia was established as a sovereign state in May 1918, after centuries of foreign rule but in the midst of war and the ongoing genocide by the Young Turks ruling in Constantinople (now Istanbul) against its Armenian population. The fragile Republic of Armenia could not withstand the calamitous consequences of war. Moreover, thousands of Armenian refugees generated by the genocidal policies of the Young Turk regime arrived in the republic. The new government lacked the resources necessary for a functioning economy and polity, and the unfolding military conflicts led to its demise and sovietization after the Bolsheviks consolidated power in Yerevan in 1921. The Communist regime established a dictatorial system in Soviet Armenia and across the Soviet Union, but the severest brutalities were experienced under Joseph Stalin in the 1930s, as his government forced agricultural collectivization and rapid industrialization at the expense enormous human sacrifices. Despite the political difficulties, Soviet Armenia registered successes in the areas of economy and culture in the long term. Armenians benefited from the cultural development witnessed in the 1950s and 1960s, largely as a result of Nikita Khrushchev’s reform oriented policies. By the 1970s, however, the economy had grown stagnant under Leonid Brezhnev, and his successors, Yuri Andropov and Konstantin Chernenko, in the early 1980s failed to ameliorate the conditions, while the Soviet regime experienced a political legitimacy crisis. In the meantime, nationalism had emerged as a powerful force across the Soviet Union, and calls for secession from Moscow grew louder. Yet, in recent years works on India and the great divergence have followed suit, taking up research questions that have not been as prominent since the proliferation of debates on the subcontinent’s pre-colonial potentialities for capitalist development in the 1960s and 1970s. As of now, the paucity of quantitative data complicates endeavors to compare pre-colonial India with Europe and explore the underlying reasons behind the great divergence. Case studies examining the socio-economic history of a number of South Asian regions are still needed in order to conduct systematic comparisons between both advanced and underdeveloped regions of the subcontinent and those of Europe. The existing evidence, however, suggests that some of the \"core areas\" of 16th- to 18th-century India had more or less comparable levels of agricultural productivity, transport facilities (during the dry season), military capabilities in terms of ground forces (e.g., Mysore and the Marathas), commercial and manufacturing capacities (especially in textile, ship, and metal production), and social mobility of merchants (e.g., in Gujarat). Moreover, Indian rulers and artisans did not shy away from adopting European know-how (e.g., in weapon and ship production) when it redounded to their advantage. On the other hand, South Asia possessed some geo-climatic disadvantages vis-à-vis Western Europe that also impeded investments in infrastructure.
