Bits and pieces of innovations in the legal sector have been emerging for some time, affecting the performance of core functions and the legitimacy of public institutions. In this paper, we present our framework for enabling the smart government vision, particularly for the case of criminal justice systems, by unifying different isolated ICT-based solutions. Our framework, coined as Legal Logistics, supports the well-functioning of a legal system in order to streamline the innovations in these legal systems. The framework targets the exploitation of all relevant data generated by the ICT-based solutions. As will be illustrated for the Dutch criminal justice system, the framework may be used to integrate different ICT-based innovations and to gain insights about the well-functioning of the system. Since none of them had ever considered the total loss of data, data backup policy had been paid little attention. In many cases, the backup tapes were simply stored inside the server room, just beside the server rack. Following the calamity, the Japanese national government tried to introduce a data backup system to municipalities using the cloud. The purpose was to secure the safekeeping of backup data. However, municipalities were reluctant to go along with this since overcoming the loss of network connectivity during an earthquake remained foremost in their minds. They prioritize accessibility to data, including that held on tapes, in the event of a future disaster. To overcome this conflict, this paper proposes a hybrid approach for a future data backup policy. Recent studies have focused on content analysis looking for sentiment analysis, other scholars' work has been oriented on the descriptive use and adoption of Online Social Media (OSM). Finally, the last trend has tried to understand content analysis by wording. There is a lack of research about network links, their quality and the users that are part of such network. The purpose of this research is to assess Twitter network links from a case study. We analyzed a sample of 1,592 tweets using the Netlytic Web tool to extract five different clusters and classified the links into four categories: supporters, citizens, journalists and government officials. Characterized by a high degree of informality as well as a blurred personal/professional nature, OSM can potentially introduce changes and tensions in the well-established routines of the public sector. This paper aims at shedding light on such changes, presenting findings from a study on the use of an OSM platform, WeChat, in an inter-organizational collaboration project between government, university, and industry stakeholders in China. Drawing on the framework of the theory of temporary organizations, we analyze data from interviews and participant observations to single out the characteristics of inter-organizational collaboration afforded by OSM. The findings outline the features of collaboration practices afforded by OSM in the four dimensions of time, task, team, and transition. To verify the extent to which such expectations are being met, there needs to be an assessment method applied to these software interfaces. In Brazil, the Model of Accessibility to Electronic Government [6] is an instrument developed for this purpose which allows verification of software interfaces by means of tests to see if these characteristic are operationalized or not. The use of tests based on this model is compulsory for the interfaces of Brazilian government websites and portals. Open data-driven organizations (ODDOs) like any other organizations must develop capabilities for competitiveness and agility in addition to processes for creating value from OD to survive. While questions about the extent to which OD could be used for competitive advantage has been raised in past studies, no previous study has investigated the salient factors for agility in a dynamic data ecosystem. This paper bridges the knowledge gap by developing an operationalization of the Dynamic Capability Theory for ODDOs. As a first step towards determining the critical factors for developing dynamic capabilities (DCs) in these organizations, we analyzed the information gathered from an expert interview on the saliency of the different aspects and stages of dynamic capability in developing the agility of an up-stream organization or OD supplier in the data ecosystem. In this paper, we understand what they post on Facebook daily, and people's engagement with these government agencies on the social media platform. First, we collected and manually annotated 6,825 posts sent by four agencies (i.e., NYPD, LAPD, Baltimore PD and Cleveland PD) in 2014. We developed a two-tier code scheme to identify the purpose of a post and its topic. We then analyzed user engagement (e.g., likes, shares, and comments) with different post types (i.e., photo, video, status, and link) and topics (e.g., crime, traffic etc.). We identified interesting patterns of user engagement, and further validated the major findings by classifying and examining 33,103 posts sent by 52 large municipal police departments in 2015. Employing data from major micro-blogging platforms, traditional News Streams and Government Information resources, the researchers analyzed how Chinese Netizens deliberated on four controversial traffic accidents that had happened in China from 2006-2012 on major micro-blogging platforms. Specific attentions were paid to the role played by micro-blogging in (1) information sharing; (2) collective reflection and deliberation; (3) potential impacts on government agencies and governance in China. Findings demonstrate that micro-blogging platforms are becoming the leading channels and new public sphere for the general public to actively discuss, collectively reflect and systematic deliberate on public affairs and potential changes in governance in China.
