Using a wide range of electronic petitioning platforms, individuals can request specific actions of their own government or governments of other countries, and gather support for their requests through the accumulation of signatures from supporters. While the vast majority of electronic petitions fail to attract much support, some petitions become extremely popular. In this study we examine a popular electronic petition (e-petition) to better understand why it was so successful and how e-petition information is diffused into online social networks. We measure success in terms of the number of signatures a given e-petition garners. We chose an e-petition that was created on Change.org that was the 3rd highest in signature accumulation to date. Created on May 1, 2014 by a young Nigerian girl in response to the kidnapping of over 200 school girls in Chibok, Nigera by the Islamic terrorist group, Boko Haram,_the e-petition gained international attention through traditional and social media channels. We analyze Facebook messages according to three models of e-government interactivity, namely: one-way push, two-way pull, and networking, which we integrate with the Excellence theory of public relations by adding the fourth model we term impression management. We conduct a content analysis on 1,472 posts of 52 distinct municipal-level departments of 16 cities across the U.S. We find that most content examined refers to one-way push communication, or the provision of information about policy or department related matters. We also find that much of the content is used for impression management or favorable publicity, which includes an attention to positive imagery and acknowledgements of appreciation toward others. Collaborative or networking type of activity is adopted less than ten percent of the time. We also explore the differences in social media communication strategies across different types of organizations and provide measures of page and content popularity. We find significant differences in strategies and suggest explanations based on a socio-technical view of technology adoption and the particularities of the organizations' missions and purposes. We end this paper with a discussion on the benefits and perils of social media government communication. Our aim in examining these two projects is to situate the study of cyberinfrastructure in support of basic science in both the virtual organization and public management networks literature. We find that our cases confirm the utility of hierarchy when dealing with complexity and that expert use of ICT for governance tasks improves network capacity, especially when time-tested technologies are available in the environment. These ICT resources can be used for monitoring of both service delivery functions as well as network health. Ambidexterity is the ability to operate existing services and to innovate at the same time Ambidexterity is a concept originating from organizational studies in the private sector and is hardly used in the public sector. The goal of this paper is to identify strategies used by governments to combine exploitation and exploration. Factors influencing ambidexterity were derived from the literature and categorized in political, organizational, technological and economical categories. These factors were used to analyze two case studies. The cases revealed strategies used by government to move from exploitation to exploration. Strategies include providing incentives, like awards and prizes, to involve resources that are external to the government. Recently adopted legal and policy documents in Russia recommend using social networks and other based on web 2.0 technology services to promote open government initiatives, increase citizen's participation and trust in government. The more detailed analysis of the existing regulation of the use of social media and blogs reveals the need for its further improvement in case when they are used for public purposes. The authors seek to illustrate the current tendencies in the use of social media and blogs by federal authorities in Russia and to suggest several legal issues.
