Accidents in distribution cable networks of 6-10 kV are almost 70% of all industrial and domestic consumers electric power supply interruptions. As rule, these accidents are accompanied by significant economic losses [2]. Cable networks of 6-10 kV include approximately 95% of three-core cables with impregnated-paper insulation (IPI) [3]. One of the major causes of accidents is obsolescence and physical deterioration of cable lines with IPI, which is equal to 40-90% [1], [4]. The presence of high-amplitude LFO in the parameters of the electric mode can significantly reduce the permissible power flows, lead to a decrease in the margin of static stability, and under adverse circumstances, to a violation of static stability and the separation of the power system into isolated parts. For this reason, in many dispatch centers around the world, continuous monitoring of the frequency, amplitude, phase and damping coefficient of low-frequency oscillations of the frequency and power in the power system in real time using data from phasor measurement units (further in text - PMUs) is organized. In turn, early detection of abnormal operating conditions is necessary to maintain normal operation of the intact part of the power system, since the conditions in question lead to a voltage, current and frequency deviation, which may cause a loss of stability of the power system and damages of equipment and lines. In this paper, data from phasor measurement units (PMU) obtained in real time are used for solving the considered problem. A significant amount of distributed generation leads to the inefficiency of the traditional approach to calculating the parameters of relay protection operation (offline), and as a result, can lead to improper relay protection and reduce the reliability of power supply.A significant drawback of the existing approach to the calculation of the trigger parameters is the representation of the power system in two modes: maximum and minimum modes.In the conditions of rapidly changing modes of generating electricity and generating loads, which depend, among other things, on weather conditions, in distribution networks with a high proportion of distributed generation, it is necessary to calculate and adjust the relay protection and automation parameters according to the current mode.To solve the problems of adaptability trigger parameters of relay protection in accordance with the current mode, it is proposed to create and maintain up to date a mathematical model of the electrical network, the electrical equipment of which is protected (hereinafter referred to as the internal network). To create an accurate current mathematical model of the electrical network, it is proposed to use the current equivalent of the external power system. Since the configuration and parameters of the external power system may not be known, it is proposed to synthesize its topology. It is assumed that the number of communication points (boundary points), as well as communication elements between these points (transformers, autotransformers and power lines), the parameters of which are known to us. The article proposes to represent the equivalent of an external energy system in the form of a polygon whose vertices are interconnected and communication lines with the internal system depart from the vertices. To identify the parameters in the work, it is proposed to use analytical and optimization methods.As input information, currents and voltages taken by PMU devices are used. It is proposed to use the Matlab software package, in particular, Simulink, as a modeling environment for an equivalent model. An algorithm with phase-mode transformations developed earlier for a transposed line is utilized to reveal the influence of biased errors in synchrophasor data on the computed line parameter estimates. The analysis is carried out for both transposed and untransposed line models. The measurement errors are shown to have a strong influence on the algorithm outcome. A new line parameter estimation method exploiting the linear least squares technique is developed and tested out. The advantages of this new approach for positive sequence line parameter estimation are clearly shown. The key part of the paper is devoted to the results of a few tests with a black box modeling approach: real synchrophasors sourced from phasor measurement units on both line ends are taken to calculate the positive sequence line parameters.
