A insurgência é complexa e alimentada por fatores internos, sobretudo éticos e sociais. Busca-se analisar as condições de vulnerabilidade das mulheres obrigadas a viverem nos locais de insurgência militar, no norte de Moçambique, na Província de Cabo Delgado. O artigo: 1) apresenta uma breve descrição do contexto em que se instala o conflito, os desafios dos deslocados, as condições de vulnerabilidade das mulheres e crianças nas zonas do conflito, as estratégias utilizadas pelos insurgentes para causar medo e pânico na população e impor um governo fundamentado na lei islâmica; 2) discorre sobre as ações humanitárias realizadas pela Diocese de Pemba, organizações governamentais e não-governamentais e organismos internacionais; 3) reflete sobre a necessidade de justiça e solidariedade como um dever comunitário na busca pela paz e de resolução dos conflitos; 4) Enfatiza que o bem, a justiça e a solidariedade são importantes para garantir o inalienável direito de dignidade da pessoa humana; 5) destaca a importância do resgate dos direitos individuais e sociais das mulheres e crianças violentadas, bem como o resgate de suas narrativas. In this article, the objective is to describe the situation of sexual violation of women and children, by insurgents, in Cabo Delgado, Mozambique, since 2017. The insurgency is complex and fueled by internal factors, above all ethical and social. It seeks to analyze the conditions of the vulnerability of women forced to live in places of military insurgency, in northern Mozambique, in Cabo Delgado Province. Foi uma das vozes que mais combateu a ditadura militar no interior do protestantismo brasileiro. Desde a deflagração do golpe em 1964, fez a opção político/religiosa de não aderir ao regime autoritário. Wright se vinculou ao movimento estudantil e dedicou-se ao amparo religioso/pastoral dos perseguidos políticos. Sua contribuição como intelectual, perpassa o campo religioso. Ele atuou junto aos organismos internacionais voltados para a defesa dos direitos humanos e fundamentais à vida e denunciou as atrocidades do regime militar no Brasil. Para a efetivação da pesquisa foram utilizadas as seguintes fontes: documentos e imagens disponibilizados pelo projeto Brasil: Nunca Mais; jornais da época: entrevistas e matérias; decretos e leis. Os dados revelados pelas fontes indicam que a vida e obra de Jaime Wright contribuíram decisivamente para o processo de redemocratização do Brasil. This text analyzes the life and work of Jaime Nelson Wright (1927-1999), a Presbyterian pastor, a fierce opponent of the military regime in Brazil, and intellectually engaged in the struggle for the defense of human rights. He was one of the voices that most fought the military dictatorship in the Brazilian Protestant movement. Since the outbreak of the coup in 1964, he made the political and religious choice of not joining the authoritarian regime. Wright joined the student movement and dedicated himself to the religious support of the politically persecuted. His contribution as a committed intellectual goes beyond the clerical field. He was involved with international organizations dedicated to the defense of human rights and the fundamental rights to life. He also exposed the military regime's atrocities. For the realization of the research were used the following sources: documents and images made available by the Project Brazil: Never Again; newspapers of the time: interviews and stories; decrees and laws. In the first place, there is a contextualization of human rights and the Catholic Church based on the tensions initially presented. Second, the migrant and refugee issues are briefly detailed from the ecclesial history and biblical perspective. Then, there is an approach from the Social Doctrine of the Church and from the renewed perspective of Pope Francis. Finally, the pastoral action of the Church on human mobility is briefly described. Contudo, se crenças religiosas de determinado grupo forem usadas como único parâmetro de fundamento para a tomada de decisões com afetação geral, há possibilidade de um pressuposto individual ser aplicado ao coletivo sem que efetivamente tenha cabimento e importância a todas as pessoas, eventualmente privilegiando apenas o grupo de onde emergiu tal crença. Assim, o problema que surge, e que impulsiona esse estudo, envolve a laicidade como eventual limite da atuação de grupos religiosos na esfera pública, entendida para fins desse estudo como o poder estatal. Os objetivos da análise envolvem - a partir do pressuposto da laicidade estatal, relativa à ausência de uma religião oficial do Estado – analisar se essa laicidade é um limitador da atuação de grupos religiosos no poder. Para isso, conceituam-se estado secular e estado laico, e sobre a liberdade religiosa prevista constitucionalmente, destacam-se garantias e os limites de atuação dos movimentos religiosos no exercício de funções públicas. A metodologia utilizada é a bibliográfica, e segue a estrutura dos direitos fundamentais, com vistas a uma relação com os direitos humanos. Os resultados apontam que o aspecto laico do estado brasileiro - que tem no pluralismo seu fundamento, e assegura a todos o direito de exercer seus direitos políticos, sem discriminação por motivos de origem, raça, cor, sexo, crença religiosa -, é limitador da influência religiosa nas decisões que atingem toda a coletividade. Religion contributes to the debate on issues that are important to society, favoring the State to structure rules applicable to the community. However, if the religious beliefs of a given group start to suit as the only basic parameter for decision-making with general affectation, an individual assumption is seen applied to the collective eventually without actually having a place and importance to all people, which it favors only the group from which such belief emerged. Thus, the problem that arises, and that drives this study, involves secularism as an eventual limit to the performance of religious groups in the public sphere, understood for the purposes of this study as state power. The objectives of the analysis involve - based on the presupposition of state secularity, relative to the absence of an official state religion - to analyze whether this secularity is a limiting factor in the performance of religious groups in power. For this, the secular state and the secular state are conceptualized, and on the constitutionally foreseen religious freedom, guarantees and limits of action of the religious movements in the exercise of public functions stand out. The methodology used is bibliographical, and follows the structure of fundamental rights, with a view to a relationship with human rights. A hipótese deste trabalho, que possui como referencial teórico principal o filósofo francês Paul Ricoeur (1913-2005), consiste na ideia de que o amor está associado à justiça pelos laços do desejo, ou seja, o amor exige a justiça. Entretanto, a dialética entre amor e justiça é caracterizada por um conflito e uma desproporção. Em resumo, na obra ricoeuriana, há uma conexão conflitiva entre amor e justiça, na qual o amor é colocado no âmbito da subjetividade e a justiça no contexto das leis ou normas. Frequentemente, Ricoeur vê o amor a partir do contexto da fé bíblica e consequentemente o amor é colocado em um nível transcendente, sendo governado pela lógica da superabundância. Já a justiça é explicitada a partir de um contexto estritamente humano, sob a ótica da lógica da equivalência. Por meio dessa dialética, Ricoeur afirma a desproporção inicial entre ambos os termos (amor e justiça) ao mesmo tempo em que busca mediações práticas entre eles. The objective of this study is to show how love can be better integrated into the practice of justice. The hypothesis of this work, which has the French philosopher Paul Ricoeur (1913-2005) as its main theoretical framework, consists in the idea that love is associated with justice through the bonds of desire, that is, love requires justice. However, the dialectic between love and justice is characterized by conflict and disproportion. In summary, in the ricoeurian work there is a conflicting connection between love and justice, in which love is placed in the scope of subjectivity and justice in the context of laws or norms. Ricoeur often sees love from the context of biblical faith and consequently love is placed on a transcendent level, being governed by the logic of overabundance. Justice is explained from a strictly human context, from the perspective of the logic of equivalence. Em uma terra devastada, em que não há mais profetas, justifica-se o resgate do profetismo como missão em denunciar a injustiça e anunciar o direito, mais especificamente em relação aos vulneráveis. O objetivo deste estudo é compreender os atos proféticos de Miqueias, apropriando-se deles como chave de leitura para a atualidade, à luz da História da Salvação, conceituando-se resistência como resgate da relação humana com a terra, enquanto vínculo sagrado com a Promessa de Deus a seu Povo. Este intento será conseguido mediante revisão bibliográfica e aproximação bíblico-teológica, buscando-se a reflexão e a entrega do significado do texto conforme o contexto histórico vivido com as lideranças político-religiosas em Miqueias (Mq 3,9-12). Ao investigar a ruptura da Aliança, a perda da posse da terra e a perda do vínculo como nação em Israel, vividas pelos camponeses contemporâneos a Miqueias, procura-se delimitar a responsabilidade pela relativização do direito à terra, como aliança sagrada e consequente perda da condição de identidade como Povo de Deus. Resultados: O estudo demonstrou a função social do profeta como decodificador do momento histórico, atemporal, levado pela força da indignação, da qual procede sua resistência, não solitária, mas, solidária, amparada no sonho coletivo e comunitário, organizado e possível. Considerações Finais: A pesquisa ampliou a compreensão bíblica e teológica da necessidade do resgate da dignidade humana em periferias urbanas, construindo a cidade justa, fundada na agroecologia urbana e na bem-aventurança da simplicidade. This study speaks about the theme of biblical prophetism in Micah (Mic 3,9-12). In a devastated land, where there are no more prophets, the rescue of prophetism as a mission to denounce injustice and announce the right, more specifically in relation to the vulnerable, is justified. The objective of this study is to understand the prophetic acts of Micah, appropriating them as a key for reading today, in the light of the History of Salvation, conceptualizing resistance as a rescue of the human relationship with the earth, as a sacred connection with the Promise of God to his People. This intent will be achieved through a bibliographic review and a biblical-theological approach, seeking to reflect and rescue the meaning of the text according to the historical context experienced with the political-religious leaders in Micah (Mic 3,9-12). In investigating the rupture of the Alliance, loss of land ownership, loss of the bond as a nation in Israel, experienced by contemporary peasants to Micah, it seeks to delimit the responsibility for the relativization of the right to land as a sacred alliance, and consequent loss of the condition of identity as People of God. São quatro aspectos que se relacionam entre si, mas sistematicamente estudados: antes de tudo a experiência da migração no Antigo Testamento e o mandamento de Deus ao povo judeu para amar os migrantes, porque também eles foram migrantes no Egito. No Novo Testamento, Jesus Cristo foi identificado como migrante, quando a primeira comunidade cristã foi enviada a anunciar o Evangelho a todos os povos e recomendou a acolhida e a hospitalidade aos estrangeiros. O segundo ponto é a ação apostólica de Pallotti com os migrantes devido ao deslocamento em massa no século XIX e o cuidado necessário aos migrantes italianos, seja pela necessidade espiritual seja pela solidariedade social. Os primeiros Palotinos foram também para os Estados Unidos, Brasil, Argentina, Uruguai, entre outros países. A terceira parte é sobre o ensinamento da Igreja a respeito da migração, começando por Pio XII, passando pelo Vaticano II e alcançando o atual pontificado de Francisco. Em conclusão, há uma proposta para o apostolado universal e sinodal realizado pela família Palotina. The article presents the current Pallottine charism on the apostolate with migrants in connection with Holy Scripture and the Magisterium of the Church, as well as the history lived by St. Vincent Pallotti. There are four aspects that relate to each other but are systematically studied: first of all the experience of migration in the Old Testament and God's commandment to the Jewish people to love the migrant because he too was a migrant in Egypt. In the New Testament, Jesus Christ is identified as a migrant, while the first Christian community was sent to proclaim the Gospel to all peoples and recommended welcoming and hospitality to foreigners. The second point is Pallotti's apostolic action with migrants due to the mass displacement in the nineteenth century and the necessary care for Italian migrants both for spiritual necessity and social solidarity. The first Pallottines also went to the United States of America, Brazil, Argentina, Uruguay, etc. The third part is on the ecclesial teaching on migrations beginning with Pius XII, passing through Vatican II and achieving the current pontificate of Francis.
