These gains will come at the cost of somewhat higher food prices and Government administrative expenses, and potential downturns in farm input industries and other local economic activity tied to farming where enrollment is heavy. The authors estimated the net economic benefits of the program to range between $3.4 billion and $11.0 billion in present value, based on the effects covered in this report. Any estimate of the net Government expense of the CRP is highly dependent upon projected commodity market conditions and assumed levels of the acreage reduction program in the absence of the CRP. Prior to the 1988 drought, the authors estimated a small net Government expense. A more efficient marketing system can benefit society either in the form of increasing producer income through higher grain prices, reducing consumer expenditures through lower retail prices, or both. The grain marketing system also is currently moving through a period of change brought on by a larger supply of grain, proposed branch line abandonment and deregulated rail rates. The purpose of this study was to analyze the cost characteristics of the elevator industry and determine the relative efficiency and existence of economies of size during the 1978-79 period. A statistical costing method was used to empirically analyze the cost structure of the country elevator system as it existed during that period. Few elevators were found to be operating near the minimum average cost. Decreasing average total costs were apparent within the elevator industry indicating the existence of economies of size. We found that the Farm Credit Services and other large institutions made a disproportionately large share of the loans. Furthermore, institutions with minimal equity, but with low levels of non-current loans and a high return on equity, were more likely than others to make the loans. Experienced agricultural loan officers and those who attended a cooperative's information meeting or reviewed the business plan were more likely to make loans. Loan officers granted loans to applicants who met conservative lending criteria. The decision was not based on the loan officer's attitudes toward cooperatives. Attitudes of loan officers toward cooperatives were generally positive. Most negative attitudes were expressed about the price of the stock, and the delivery contracts required by the cooperatives. Expenditures and returns from crop production, grain handling, transportation, and processing activities represented the direct economic impacts from the barley industry. Secondary economic impacts were estimated using an input-output model. Barley production in the tri-state region averaged 3.3 million planted acres and 165 million bushels from 1994 through 1996. North Dakota had about 2.5 million acres. Barley production was estimated to generate $446 million in direct economic impacts. Total (direct and secondary) annual economic impacts from barley production were estimated at $1.2 billion. Annual direct impacts from handling barley at country (local) elevators and terminal elevators in the region were estimated at $13 million. Total annual economic impacts from grain handling activities were estimated at $37 million. Annual regional expenditures and returns from transporting barley from country and terminal elevators to various market destinations were estimated at $47 million. Total annual economic impacts from barley transportation were estimated at $122 million. Impacts from barley processing were limited to regional malting of barley produced in the tri-state region. Annual direct impacts from barley processing were estimated at $58 million. Total annual economic impacts from barley processing were estimated at $180 million. Processing activities employed 431 full-time jobs, while overall economic activity from the industry supported 18,450 secondary full-time equivalent jobs. The barley industry was responsible for generating $32 million annually in sales and use, corporate income, and personal income taxes. Annual economic impacts from all barley activities were estimated at $1.5 billion in the tri-state region. Sugarbeets continue to be produced in a relatively small geographic area and with relatively limited acreage in North Dakota and Minnesota. These factors, along with continued debate over policies affecting domestic sugar industries and recent industry expansions, help justify a continued assessment of the economic importance of the sugarbeet industry to the regional economy. Revenues from sugarbeet production and expenditures by processors to North Dakota and Minnesota entities in fiscal 1997 represented the direct economic impacts from the industry. Expenditure information was provided by sugarbeet processing and marketing cooperatives. Secondary economic impacts were estimated using input-output analysis. The sugarbeet industry planted 654,400 acres and harvested 11.9 million tons in 1996. Production and processing activities generated $831.1 million in direct economic impacts. Total (direct and secondary) annual economic impacts from the sugarbeet industry were estimated at $2.3 billion. Direct and secondary employment in the industry was 2,486 and 30,436 full-time equivalent jobs, respectively. Tax revenues generated by the industry in North Dakota and Minnesota were $51 million. In real terms, gross business volume of the sugarbeet industry in the two states has increased 74 percent since 1987. Increases in business activity from the industry have resulted from expanded acreage and increased processing activities.
