This study uses quantitative methods, with exogenous variables, namely the work motivation variable, employee performance at the Department of Population and Civil Registration, Kerinci Regency. The data collection technique in this study used a proportional stratified random sampling technique. The population of this study were all employees at the Department of Population and Civil Registration of Kerinci Regency. Respondents in this study amounted to 96 samples. The data analysis technique used is path analysis and is divided into 2 paths, namely sub-structure 1 and sub-structure 2. Data is collected through a questionnaire that has been tested for its validity and reliability in advance both in terms of content and empirical test of items in the field. The results of this study have found that the hypothetical model is proven to be used as a new model in improving the performance of employees at the Department of Population and Civil Registration of Kerinci Regency. Pemerintah tidak untuk melayani dirinya sendiri, namun untuk melayani masyarakat umum dan menciptakan kondisi yang dapat mendorong setiap anggota masyarakat untuk mengembangkan kemampuannya guna mencapai tujuan bersama. Untuk mengatur tindakan pemerintah dan hubungan antara pemerintah dengan warga Negara atau antara organ pemerintah, maka diperlukan suatu hukum publik yaitu Hukum Administrasi Negara (HAN). HAN memuat peraturan yang berkaitan dengan tata cara organ pemerintahan melaksanakan tugas-tugasnya dan aturan main terkait fungsi dari organ pemerintahan tersebut. Dalam penelitian ini digunakan pendekatan deskriptif dengan metode kualitatif. Berdasarkan hasil penelitian dan pembahasan di atas, dapat disimpulkan bahwa: Pertama, fenomena penolakan jamaah penyandang disabilitas di Masjid Raya Sumbar yang menggunakan kursi roda menunjukkan masih lemahnya penerapan dan pengawasan pelayanan yang inklusif. Kedua, rancangan bangunan masjid telah menyediakan fasilitas berupa ram dan toilet difabel. Ketiga, perlu adanya respon yang cepat dari Pemprov dan pengurus Masjid Raya untuk segera menindaklanjuti kebutuhan kaum disabilitas tersebut. The ethnic customs of India in speaking and communicating have been accustomed to mixing their mother tongue with Minangkabau language, so that there has been a mixture of vocabulary that they say. Because the mixes are so swift, there has been mixed code-mixing in their language.               \u0000The approach in researching this problem is used in sociological approach to achieve the objectives of this research. The purpose of this study is to explain the language changes that occur among ethnic Indians in the city of Padang. The theory is implemented in researching the phenomenon of language changes that occur and studied by using linguistic theories. After obtaining the data, the authors make a formula of mixing code (code mixing) which is found in the speech of ethnic Indian in the city of Padang. This study uses field research methods to obtain significant data and literature study to obtain theories that will be used as the basic theory in this thesis. Techniques of collecting data, among others, by using qualitative methods, which in this case the authors obtain data through 7 people informants in accordance with the criteria NORM (Nonmobile Older Rural Males). From seven people as the informan, the writer can apply recording techniques  to obtain significant data.               \u0000The results of the research conducted, the writer finds language changes that are influenced by Minangkabau language, Chinese Padang language and Indonesian language. The changing that occur among others, change vowel /i/ become /e/ in the middle of the word, disappearance of consonant /h/ in the beginning, middle, and end of word. Consonant removal /r/ in the middle and end of word. The impingement  /to/  at the end of the word, vowel /u/ being /o/ in the middle and end of the word, consonant splitting /t/ to /k/, vowel /a/ being /o/ the consonant splitting /p/ into /?/, the /ŋ/ being /a/ at the end of the word, vowel /e/ being /a/ in the middle and beginning of the word. The disappearance of vowel /e/ in the middle of the word, the disappearance of consonant /d/ in the beginning and middle of the word, as well as the disappearance of consonant /p/ at the end of the word. Jenis penelitian ini adalah Research dan Development (R&D). Model pengembangan yang digunakan dalam penelitian ini adalah model Plomp yang terdiri dari tiga tahap: penelitian pendahuluan, tahap prototipe, dan tahap penilaian. Instrumen penelitian adalah kuesioner validitas, kepraktisan dan efektifitas. Panduan Praktis alternatif berbasis lingkungan divalidasi oleh 4 orang validator dan diuji kepada 17 siswa kelas XII IPA 3 SMAN 2 Bayang dan 29 siswa kelas XI IPA 4 SMAN 1 Batang Kapas tahun akademik 2017/2018. Data validitas, kepraktisan dan efektif dianalisis dengan rumus Kappa Cohen. Momen kappa validitas adalah 0,79 dengan kategori validitas tinggi. Tingkat kepraktisan kuesioner respon guru diperoleh dengan nilai 0,84 dengan kategori kepraktisan tertinggi. Berdasarkan kuesioner respon siswa, nilai momen kappa adalah 0,77 pada SMAN 2 Bayang dan 0,90 pada SMAN 1 Batang Kapas dengan kategori kepraktisan tinggi untuk uji kelompok kecil, dan nilai momen kappa adalah 0,81 pada SMAN 2 Bayang dan 0,84 di SMAN 1 Batang Kapas dengan kategori kepraktisan tertinggi dalam uji lapangan. Tingkat efektivitas kuesioner respon guru diperoleh nilai 0,89 dengan tingkat efektivitas yang sangat tinggi. Berdasarkan kuesioner respon siswa, nilai momen kappa adalah 0,76 dengan kategori efektifitas tinggi.
