The system aims at detecting human skin in realtime based on two infrared bands under various background illumination conditions. Safe, realtime and robust detection is realized by combining the active pulse illumination of two low power LEDs, i.e. 1070nm and 1550nm, with high frequency and the phase sensitive detection based on lock-in amplifier. This algorithm enjoys less computational complexity because of the sign present in the algorithm and good filtering capability because of the threshold applied to error signal. As a result it is particularly suitable for applications requiring large signal to noise ratios with less computational complexity such as wireless biotelemetry. The DZSRLMS algorithm mostly employs simple addition and shift operations and achieves considerable speed up over the LMS algorithm. This requires not only the influx of medical staff and supplies, but also requires maintaining individual health care records and enabling the ability to collect, analyze and aggregate data in the field to customize care to the local needs of the community, and to provide continuity of care to its citizens. The recent rise of adoption of standards for electronic health records (EHR) provides an alternative to using paper forms in mobile health clinics that often serve these countries. In this paper, we describe an open-source, standards-based health assessment software application developed by the non-profit organization Health Records For Everyone (HR4E) and field tested in a mobile health clinic in rural Ethiopia in the fall of 2011. The application allows mobile health clinic staff to quickly deploy medical clinics and collect patient data electronically in the face of various environmental challenges. In urban areas, high traffic volume is an impediment for efficient transportation of such goods and services. In this paper, we present a traffic flow forecasting model that may help emergency service delivery. In our approach, we used a microscopic traffic simulator with live vehicle statistics collected from intervehicle networks. The use of traffic simulator based technique enables repetitive exploration of different route planning options ahead of time. The simulator is also helpful for a comprehensive representation of urban road network. In this work, we have also designed and implemented necessary hardware and software tools for traffic data collection, which gives full control on the data collection mechanism. Our approach has been tested in a large university campus where all constraints of a modern city are present. It is, therefore, not possible to extract the information about the patient condition properly, and the patient data need processing before presenting to the physician. In this paper, it has been demonstrated that processing the patient data with a fuzzy-genetic algorithm at physician/expert doctor end will reduce the uncertainties and vagueness in the patient data. The physician is able to diagnose the patient disease with better reliability and prescribe the medicine accordingly.. Initial population for the genetic algorithm is randomly generated with assumed fuzzy functions. These functions are optimized using the theory of reproduction, crossover, and mutation. This study uses field data on improved cookstoves implemented in a rural West African village to estimate the impact of alternative cooking options prevalent today. Because approximately one-half of women own more than one cookstove, and use each of the stoves, it is unlikely that any single cookstove option will replace the three-stone fire. If current cooking trends are maintained, the fuelwood savings of village-wide implementation would thus be a mere 6.4% of the rated cookstove savings for a small single-burner cookstove that is partially adopted and only used for some cooking tasks. Even if the small single-burner cookstove was used for all meals less than the observed maximum cooking capacity of 18 kg, this village-wide savings would only amount to one-third of the rated cookstove fuelwood savings. The derated fuelwood savings based on stove stacking is expected to more closely approximate the realized fuelwood savings of a cookstove program rather than the idealized case of 100% adoption and 100% replacement. Additional discussion on investment impact-fuelwood displaced per dollar invested-is provided for four cookstove options. The paper heeds to first understand the multi-fold humanitarian issues, which are compounded by the digital divide between developed and developing nations. The techniques of measuring these digital divides and technological progress of nations are briefed, followed by an analysis of their impact on the national development. The major findings indicate that the technology advancements are not uniform across the globe; instead the growth is country & region specific. For the spacefaring developing nations having huge geographical coverage like India & China, the satellite technology with its specific advantages is still preferable as the most suitable technology to the reach the unreached. As a successful case study, the paper outlines the decades of efforts put by the Indian Space Research Organization (ISRO) towards effective utilisation of satellite technology for humanitarian applications like Tele-Education, Tele-Medicine, Village Resource Centres, etc. In recognition to its efforts, ISRO is also conferred with `Manthan Award' for directly contributing to societal development. Seibel","doi":"10.1109/GHTC.2012.52","DOIUrl":"https://doi.org/10.1109/GHTC.2012.52","url":null,"abstract":"As prevalence of dental caries in children rises worldwide, there is an increasing need for a safe, easy to use and cost-effective technique to detect and identify childhood caries at an early stage where remineralization of the tooth is possible and damage may be reversed. We have developed a simple and robust autofluorescence (AF) laboratory device that uses the dental AF spectra from 405 nm and 532 nm laser excitation and computes a ratio of the integrated areas of the spectra. Ten human extracted teeth with early stage natural caries lesions and an additional 8 human extracted teeth with artificially created erosion lesions were used for the study. The 405/532 nm AF ratio was obtained from healthy as well as unhealthy enamel regions for all teeth. A clear distinction between the ratios for healthy enamel and unhealthy enamel was seen. A percent change in 405/532 nm AF ratio of 62% was seen between natural white spot lesions and healthy enamel, with progressively more severe lesions leading to greater percent changes in AF ratios. The 405/532 nm AF ratio is a promising technique that may be used to detect the presence of early stage dental caries and triage high risk children.
