These land disputes were successfully resolved by the turn of the twentieth century and no evictions did take place, but the 20 years of conflict are revealing of the complexities, contingencies, and evolutions of dispossession in Canada over the nineteenth century. This article presents a narrative of these attempted evictions and proposes the concept of “compound dispossession” as a means of grappling with these complexities. It is argued that compound dispossession not only captures the snowballing complications of historical dispossessions over time, but also captures the imbrication of multiple disparate trajectories of dispossession as the pressures of settler land hunger and encroachments on Indigenous sovereignty in the late nineteenth century bore down on four neighbouring First Nations groups simultaneously. Rather than interpreting these conflicts through a binary of assimilation/resistance, compound dispossession suggests the pervasiveness of dispossession as a discourse and the agency of dispossession as an adaptation to the unfolding settler-colonial paradigm.","PeriodicalId":265433,"journal":{"name":"Journal of Canadian Studies/Revue d'études canadiennes","volume":"30 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-12-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131127568","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

L'article se divise en deux parties : la première cherche, dans l'enseignement de la philosophie, du tournant du 20e siècle aux années 1960, à dégager les traces de la réception de la pensée hégélienne ; la seconde évalue la présence du philosophe dans la recherche depuis cette époque jusqu'à aujourd'hui. Nous portons d'abord notre regard sur l'enseignement de la philosophie. C'est à travers des sources mineures, en marge des manuels autorisés, que nous trouvons une vie intellectuelle qui évolue malgré l'orthodoxie dominante de la pensée thomiste. L'étude de la réception de Hegel permet alors de s'interroger sur une historiographie qui tend à hypostasier la puissance tutélaire de la scolastique sur l'enseignement. La réorganisation de l'enseignement qui suit la constitution apostolique de 1931, le boum d'après-guerre et la massification de l'éducation accompagnant les nombreuses réformes des années 1960 transforment l'espace universitaire. Parmi les utilisations contemporaines, nous portons notre regard sur deux figures intellectuelles s'étant approprié le philosophe : George Di Giovanni et Michel Freitag.Abstract:On the basis of first-hand materials, interviews with experts and personal archives on university education, this paper retraces the evolution of the reception of Hegel in Quebec. The article is divided into two parts: the first seeks, in the teaching of philosophy at the turn of the twentieth century to the 1960s, the traces of Hegelian thought; the second evaluates the place of the philosopher in contemporary research since that time. We first look at the teaching of philosophy. It is through minor sources, on the margins of dedicated textbooks, that we find an intellectual life that evolves despite the dominant orthodoxy of Thomist thought. The study of Hegel's reception then makes it possible to question the historiography that tends to hypostatize the tutelary power of scholastic over teaching. The reworking of education following the apostolic constitution of 1931, the postwar boom and the massification of education that accompanied the many reforms of the 1960s, transformed the university space. Through contemporary uses, we look at two intellectual figures who have appropriated the philosopher in a singular way: George Di Giovanni and Michel Freitag.","PeriodicalId":265433,"journal":{"name":"Journal of Canadian Studies/Revue d'études canadiennes","volume":"219 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-11-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133119683","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It brings their different schooling experiences into conversation with one another using an anti-racist approach to history. Different racisms, the essay argues, determined the different policies governments used to school these groups in Western Canada, which contributed to different racializations of the groups. Yet Indigenous people, non-British and non-English-speaking White settlers, and Chinese Canadians and Japanese Canadians believed schooling was the best chance the next generation had to access skills and knowledge that would help them adapt to Canada, a society they recognized treated their children as inferior. Racist school policies at many times obstructed their access to schooling and the opportunities it provided. Policies also circumscribed to different degrees their chances to protect their languages and cultures in schools. An anti-racist history of this topic exposes racial inequalities at the heart of settler societies, and schooling, at a critical juncture in their development. Anti-racist histories also help teachers, teacher education students, and the public to understand that racisms are plural; how racialization occurs and confers privileges and disadvantages in the past and present; and Canadians are treaty people with obligations, particularly in education. This history helps us to unpack our racist and colonial baggage and to see better the journey ahead to a different and just educational future.","PeriodicalId":265433,"journal":{"name":"Journal of Canadian Studies/Revue d'études canadiennes","volume":"169 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-10-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124715459","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Chakraborty","doi":"10.3138/jcs-2022-0017","DOIUrl":"https://doi.org/10.3138/jcs-2022-0017","url":null,"abstract":"During the COVID-19 pandemic, Canada has witnessed a sharp increase in racial violence against Chinese Canadians, and, in an undifferentiated racism, other Asian Canadians have been seen as bearers of disease as well, which often made them targets of racism. The quick transformation of Asian minority groups into threats of contagion during the pandemic points to the persistence of latent fears and anxieties about Chinese Canadians across generational differences, immigration status, and national origin. This essay reflects on how knowledges about early Chinese newcomers that were generated by colonial administrators laid the foundations for modes of racial governance that continue to inform public policy and public discourse in multicultural Canada in ways at once familiar and new. It examines the 1885 Report of the Royal Commission on Chinese Immigration as an important tool in reinforcing the political goal of “white Canada” by strengthening the power of European colonists. Less than a century later, in 1967, the immigration points system was introduced, preceding the adoption of multiculturalism policy in 1971, both breaking with explicitly racist national policies. Yet there is more continuity than there are differences across the 1885 Report and the 1967 immigration policy. Both participate in a historical narrative that excludes the Chinese from national imagining, laying fertile ground for contemporary anti-Chinese racisms during the recent COVID-19 pandemic. Contemporary media narratives during the pandemic reproduce the same racial hierarchies, excluding Chinese Canadians from the nation. By placing the rise in anti-Asian racism during the COVID-19 pandemic in the long historical trajectory of institutional racism in Canada, this essay argues for the need to learn about the historical legacies of racism to be able to intervene in structural racism so that Canada’s promise of multiculturalism can be grounded in justice and equity.","PeriodicalId":265433,"journal":{"name":"Journal of Canadian Studies/Revue d'études canadiennes","volume":"28 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-10-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130221098","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The authors are all engaged in projects and analyses informed by the desire to advocate for justice following the killing of Colten Boushie and, to a wider degree, other Indigenous victims of violence. With reference to our respective works, we describe and analyze the ways that settler mythologies misrepresent the social and political landscapes of lands claimed by Canada. We reveal the foundational nature of settler claims that lie at the centre of contemporary conflicts between Indigenous and non-Indigenous peoples, including Indigenous movements for justice. Collectively, we describe a wide array of methodologies, including film, narrative, storying, and processes of artistic production, to offer insights into Indigenous challenges to the various shapes and scales of colonial violence and to the mythologies that sustain it. In so doing, we re-centre our histories, present, and futures in ways that open up possibilities for diverse Indigenous persons to use their gifts within more just Indigenous-settler relationships.Résumé:Dans le contexte des relations entre Autochtones et colons au Canada, cette table ronde présente les modes, les méthodes et les cadres dominants de la violence coloniale du point de vue d'universitaires, de militants et d'artistes autochtones. It focuses on the 1908 contract between the Saskatchewan Department of Education and the Morang Educational Company of Toronto involving the Alexandra Readers. Frederick Haultain, leader of the opposition Provincial Rights Party, used the contract as a club to beat James Calder, commissioner of education for the ruling Liberal government. Haultain claimed that the contract had been offered to Morang because he and John Cameron Saul, editor in chief of the company, had been \"college chum[s].\" He also claimed that the majority of the textbook selection committee actually had favoured the readers submitted by rival Toronto publisher the Canada Publishing Company. As a result of Haultain's accusations in the Saskatchewan legislature, a royal commission was established to inquire into \"the alleged 'improvident and profligate' Morang school book contract and the reasons why it was granted.\" This study makes evident how controversial textbook provision has been and examines the political influences and commercial pressures that fuelled one such controversy.Résumé:L'article étudie la politique et l'économie entourant la fourniture des manuels scolaires dans la province canadienne de la Saskatchewan dans la première décennie du xxe siècle, période fertile en débats sur la publication et la fourniture des manuels scolaires au Canada. Il est axé sur le contrat de 1908 entre le ministère de l'Éducation de la Saskatchewan et la Morang Educational Company de Toronto concernant les Alexandra Readers. Frederick Haultain, chef du Provincial Rights Party – le parti d'opposition –, s'est servi de ce contrat comme d'une arme contre James Calder, commissaire à l'Éducation du gouvernement libéral au pouvoir. Selon Haultain, le contrat avait été offert à Morang parce que ce dernier et l'éditeur en chef de la société, John Cameron Saul, avaient été des « camarades de collège ». Il prétendait également que la majeure partie du comité de sélection des manuels scolaires avait en fait préféré les livres soumis par la Canada Publishing Company, un éditeur concurrent de Toronto. Par suite des accusations de Haultain à l'Assemblée législative de la Saskatchewan, une commission royale a été mise sur pied pour enquêter sur « le contrat de manuels scolaires Morang – un contrat prétendument accordé de manière \"inconsidérée et extravagante\" – et les raisons justifiant son attribution ». Cette étude, qui montre à quel point la fourniture de manuels scolaires a suscité la controverse, examine les influences politiques et les pressions commerciales qui ont alimenté cette controverse.","PeriodicalId":265433,"journal":{"name":"Journal of Canadian Studies/Revue d'études canadiennes","volume":"20 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-07-11","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130529727","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The circular, 45-foot-diameter tile mosaic is the creation of renowned contemporary artist Alex Janvier (Denesųłiné/ Saulteaux), whose remarkable career has involved fighting for artistic sovereignty and resisting settler colonialism. This mural has prompted multiple expressions and practices of Indigenous survivance, performances and gestures of state and corporate reconciliation, and exists at the edge of some of the lived realities of exacerbated biopolitical necropolitics in Edmonton. In this article, we explore the intersections of art and professional men’s hockey as they coexist under ongoing settler colonialism at the end of the second decade of the twenty-first century. In post–Truth and Reconciliation Commission Canada, how do investments in public art in corporate-civic professional sport partnerships further celebrate Indigenous culture and persistent presence? The same power asymmetries that led to asymmetric representation also led to fiscal redistribution in which some sub-national jurisdictions obtained a share of federal government spending that was disproportionate to their share of the country's population or their contribution toward federal government revenues.This article makes use of historical institutionalism to demonstrate that Confederation can best be viewed as a critical juncture and treats Canada as a case study in which both political malapportionment and fiscal redistribution were part of the initial federal bargain. It also shows how path dependence ensures that both malapportionment and fiscal redistribution have been persistent features of the Canadian federation and have become accentuated over time.Malapportionment is measured using the Loosemore-Hanby index of electoral disproportionality, as adapted by David Samuels and Richard Snyder. This permits comparisons between institutions, including the House of Commons and Senate, various caucuses within those institutions, and the federal cabinet. It also permits comparisons between jurisdictions and between different time periods. Fiscal redistribution is measured using Statistics Canada estimates of spending by the federal government in each province and territory and the amount of revenue it collects in those same jurisdictions. Progressive forms of taxation, direct spending by the federal government, and intergovernmental grants have all expanded exponentially and have led to increased fiscal redistribution.Résumé:L'article démontre comment la formation de nouvelles fédérations comportant des asymétries de pouvoir a mené à une représentation asymétrique, aussi appelée découpage électoral inégal, tel qu'on le voit au Canada à l'époque de la Confédération – son moment constitutionnel. Les mêmes asymétries de pouvoir qui ont mené à une représentation asymétrique ont également engendré une redistribution fiscale dans laquelle certaines administrations infranationales ont obtenu une part disproportionnée des dépenses du gouvernement fédéral, eu égard à leur pourcentage de la population du pays ou à leur contribution aux recettes du gouvernement fédéral.Cet article fait appel à l'institutionnalisme historique pour démontrer que la meilleure façon de voir la Confédération est de l'envisager comme un moment charnière. Il traite le Canada comme une étude de cas dans laquelle le découpage électoral inégal et la redistribution fiscale faisaient partie dès le départ de l'entente sur la fédération. The Gallery’s millennial exhibition (1999–2001), Terre Sauvage: Canadian Landscape Painting and the Group of Seven, provides a case study of this relationship. In an exploration of the show, which travelled to Scandinavia, Mexico, and China, this essay argues that, in pursuit of its professional interests, the National Gallery is always already working in concert with the foreign policy sphere in advancing the interests of the Canadian state and its public diplomacy. The exhibition represented the Group of Seven’s work as a material expression of the national norms and values perceived in Canada’s international orientation. For northern Europe, it represented a shared northern hemispheric identity, linking Canada on one front to the Nordic face of the European Union while opening on another to a circumpolar geopolitical imaginary; for Mexico, a common North American identity that opened more broadly to the Americas as a geopolitical space. For China, it conjured shared cosmopolitan values informing the two countries’ global orientation.","PeriodicalId":265433,"journal":{"name":"Journal of Canadian Studies/Revue d'études canadiennes","volume":"60 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-06-10","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126014733","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this paper, I analyze expressions of care in news media coverage of the arrival of Syrian refugees to the city of Winnipeg beginning in 2015. Discussions about who is deserving of care, about what kinds of care should be extended, and about the apportioning of care between refugees and Indigenous peoples all demonstrate that in this instance, discourses about care serve to normalize and perpetuate settler colonialism. Delving into these narratives, this paper develops a conceptualization of settler care, a hollow expression of care for others which serves to bolster settler dominance and to maintain the subordinated positions of refugees and Indigenous peoples within the settler colonial order. I identify two sets of narratives within settler care: settler welcome and settler worry. Each takes several different forms, but in every iteration expressions of settler care serve to normalize settler dominance. When the belonging of refugees is juxtaposed with that of Indigenous peoples, neither is afforded dominance or centrality in the settler order, and Indigenous practices of welcome and demands for justice are subordinated to the settler project. In contrast to these expressions of settler care, the final section of the paper examines anti-colonial practices of care and welcome and reflects on the possibilities and challenges of alternative relations of care.","PeriodicalId":265433,"journal":{"name":"Journal of Canadian Studies/Revue d'études canadiennes","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2022-05-04","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125826174","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
