[2], [3], [4] and [5] also express concern with this peculiarity of online assessment. [6] motivated the creation of tools able to meet increasingly, this demand. With that emerge up new strategies, with the inclusion of new instruments to absorb the evaluation process referred to in this context. Among them, there is the content analysis technique created by [7], which provides an interpretation of quantitative and qualitative interfaces (for example a forum) interactions arising by students through computer tools that incorporate these techniques. Therefore, it is necessary to universalize the right to quality education. The Open Educational Resources (OER) are materials for students, teachers and researchers on the web, controlled by copyright licenses, which support the creation, use, reuse, remixing, dissemination and sharing of knowledge, as well as the teaching and learning processes in the formal and informal education. The purpose of this article is to describe an overview of what researchers and institutions have tried to improve open education today, as a collective movement of people and public and private institutions. The paper presents and discusses several projects, which use OER to promote activities aimed at building and sharing knowledge, to make education more accessible to all. They can benefit from the use of technology for communication purposes, data registration and management, activity development and entertaining therapies, among others. Hand-held devices, such as smartphones and tablets, have the potential of extending many of the uses of traditional computers by offering similar capabilities in a more portable format. In this paper, we present the design, development and implementation of an application for Google's Android OS that enables OTs to carry around an easy-to-use data-recollection and management system, coupled with an activity editor that allows for more personalized exercises to be created and their results to be automatically recorded for later analysis. A user-centred approach was taken. Target users were observed to find out their main needs in their professional environment, and to guide the design process that followed.
