The first factor is the lack of knowledge about MARPOL Annex v regulations by the crew. They seem to ignore the existing rules. The next factor is the small size of the trash can on the MT B Star ship. This causes the existing garbage to fill up very quickly. The solution that the author can convey is counseling the crew about the existing regulations and the importance of not throwing garbage in the sea. Pupuk Indonesia Logistik, especially in MV. Abusamah is one of the ships owned by PT. Pupuk Indonesia Logistik. In the activity of unloading bulk urea fertilizer at the Tanjung Wangi pier, Banyuwangi MV.Abusamah often experiences delays, this can cause losses for the company. This research purpose to determine the factors causing the delay in the process of unloading bulk urea fertilizer and the efforts made to prevent it. The research method used is descriptive qualitative research method. Sources of research data taken from primary data and secondary data. Data collection techniques by observation, interviews and literature study. From the results of the study, there are several factors that affect the delay in the process of unloading urea in MV.Abusamah at the Tanjung Wangi pier, Banyuwangi and several efforts that have been made by the company in overcoming these problems. The conclusion is implementation of the process of unloading urea fertilizer at the Tanjung Wangi pier in Banyuwangi by MV.Abusamah is often hampered because it is influenced by several factors, namely inadequate unloading equipment, weather factors, namely rain, and limited capacity land conveyor. After the operation of the ships, it turned out to bring new problems, the phenomenon of Oil Pollution began to appear. So it takes regulations governing the prevention and limitation of matters relating to Oil Pollution. This study aims to analyze the handling of oil Pollution in accordance with the certificate that applies on board MT B Star . The type of research used in this study is qualitative research. In this case the data collection techniques used are interviews and observations. Interviews were in the form of questions and answers with some of the ship's crew who were in place when the Oil Pollution occurred, while observations were in the form of an approach to the object of research. From the results of the research conducted, it can be seen that the handling of Oil Pollution aboard MT B Star is still lacking because of the lack of a sense of responsibility of the crew who does not carry out their duties as stated on the certificate and the number of equipment that is not feasible . The port is operated by the Department of transportation of West Tanjung Jabung regency and supervised by BPTD Region V Jambi province. The condition of the facilities at the port is very important to review and make periodic repairs so as not to interfere with port operations. This study aims to determine the condition of the dock facilities in the form of fenders, Bolders, catwalks and various efforts to solve problems related to the condition of the dock facilities in accordance with the provisions. The method of analysis used in the form of observation, measurement of the dimensions of facilities and tides as well as, interviews to the ship operator. Based on the results it can be concluded that the condition of the dock facilities in a damaged condition and the absence of repair and maintenance of the port operator. The use of clean fuel is to support the operation of the main engine in producing complete combustion. Therefore, it is necessary to analyze the problems that may occur with the performance process of the F.O purifier such as the abnormality of the Fuel Oil filtration process on the F.O purifier to anticipate the influence that arises if this aircraft has problems cleaning the fuel from liquid and solid impurities. This research was carried out on board the MV. TANTO LUAS fleet owned by pt. TANTO INTIM LINE, which was carried out for approximately 9 months. The data collection method used in this research is the observation method (observation research method). Primary data here are obtained from direct observations and secondary data are obtained from documents and literature related to this study. The results obtained from this study show that damage occurs and improper installation of the gravity disc can adversely affect the performance of the purifier. This is characterized by the abnormality of the F.O pufirier purification process which results in unclean fuel being wasted out and accommodated in the sludge tank. Formulation of the problem taken by the author in this thesis is the implementation of the guard service to prevent the occurrence of collision hazards in KM.TL-IX optimization of the use of navigation tools to prevent the occurrence of collision hazards. With qualitative research methods that produce descriptive data, the implementation of the guard service can be described clearly and concretely because the data obtained from direct interviews and supported by library methods that provide a clearer picture of a clearer picture of the information presented. The results obtained by the author during the research is the implementation of the guard service on the ship that has not been done properly because Mualim II undisciplined in carrying out guard duty, lack of attention and sense of responsibility of the Guard officer when carrying out guard duty on the bridge and the use of navigation tools that are not optimal. Discussion of the results of the study is the optimization of guard duty must be applied in accordance with STCW 1978 as amended in 2010, Mualim should also be guided by the Collision Regulation 1972 in the face of situations that allow the danger of collision. The use of navigation equipment as a detection of collision hazards should be able to produce maximum results for the Prevention of collision hazards and to avoid emergencies. In this case, it is concluded that the distribution of guard duty on board KM.TL-IX has been in accordance with regulations set internationally but in practice there are irregularities because the Mualim II is not responsible when carrying out his guard duty, a sense of lack of attention of the Guard officer during the bridge guard service and the use of navigation tools that are less than optimal by the mualim cause the results obtained are not optimal.
