In this paper we present a comparative study to evaluate effectiveness of different Local Binary Patterns methodologies in characterizing gender from handwriting. We investigate different local binary patterns (LBP) parameters with/without preprocessing step based on low-pass filtering as features to represent handwriting images. Features extracted from male and female writings are used to train an SVM. This could be explained by deterministic factors including the rural exodus, the port, the industrial center of Jorf Lasfar, the university complex Chouaib Doukkali, the train and bus station and the provincial hospital. These factors are referred to in our work as centers of attraction. This increase has generated an important urban sprawl. The question that arises: Is this expansion due to arbitrary effects or based on scientific methods? After reviewed literature, it has been noted out that there are several methods and mathematical models governing territorial development, like the cell model applied to the Mexican town TIJUANA by Michel Le Page. In this research, we propose a simulation with ArcGIS to determine the evolution of the urban occupation of the city of El Jadida. To this end, we have used satellite images from the period 1982 to 2018. These images have undergone subsequent treatments to identify urban areas. It offers services such as optimizing the energy consumed while assuming green energy available at home. However, the random nature of this type of energy in the power generation, we require using a hybrid energy system (HES) accompanied by energy storage in the form of a battery. The home is considered a distributed system, it is composed of a set of elements that are geographically distributed and in permanent interaction. Following all its features, we chose two approaches for this solution, the multi-agent systems (MAS) for the control of the elements and the domain ontology to ensure a good formal representation of the data associated with the system. We propose a master-slave architecture. A slave agent is proposed for each device to control its local consumption and a single master agent is proposed to control all agents. The objective is to optimize the use of green energy and minimize consumption costs by exploiting the offers of electric power suppliers. Routing data among wireless routers becomes a challenging issue as traditional routing algorithms, which cannot fulfill the requirements of distributed communications in Smart Cities. The routing decisions are taken based on local knowledge of a wireless router about each of its neighbors to reflect a partial visibility of the network. Such a local visibility limits the ability of managing the huge number of wireless smart devices in Smart Cities. An attractive alternative is the Software Defined Networking (SDN), which offers a centralized view of the entire network by refactoring the wireless protocols into control and forwarding decisions. However, many challenges must first be overcome to realize this potential. In this paper, a spiking neural network is presented for detecting and tracking of a moving object in video sequences with a static camera. The motion estimation of the object is carried out by minimizing a Hausdorff distance measure. The system has been successfully tested with various real video sequences. We proposed a hybrid method (local and global) for writer recognition. The proposed method is based on the detection and localization of the points in the image of the Harris editor and the global method that Local Binary Models (LBP) on the thumbnails built around operating points extracted from the image, in order to construct the feature vectors. It is important to note in this regard that the classification is carried out using the famous classifier of large margin separators (SVM). In this huge repository of musical data, current music information search and indexing systems do not allow users to return the songs that correspond to their needs expressed by a query due to the used indexing techniques. To improve the relevance of the music information search, we propose in this paper firstly an approach based on the use of domain ontology to index a collection of songs and the use of semantic links in order to allow the inference of all relevant songs. In addition, we propose a query refinement algorithm to find songs. This approach is tested and validated in the domain of Algerian songs in the context of the semantic web. The application of the instantaneous P-Q concept in wind energy conversion system (WECS) is introduced. The planned WECS is formed by permanent magnet synchronous generator (PMSG) wind turbine connected to the electrical network through shunt active filter. SAF uses the generated wind energy to feed loads connected at the point of common coupling (PPC), compensates current harmonics and injects the excess of this energy into the electrical network. Firstly, the controller designed according to Fuzzy logic rules is such that the system is fundamentally robust. In the second case, the optimal adjustment of the membership functions and normalization gains are realized by using Ant Colony Optimization. Indeed, each visit center operator can violate the professional rules and positively modify the measure values taken (braking, suspension, emission rate of CO2 gas ...) of a vehicle at the origin unfit and provide it a positive authorization for circulation. Authors of this work propose an efficient solution based on a Cloud architecture to prohibit any human intervention in the process of vehicles control. The measurements performed by each control machine are sent directly to a national cloud which holds the database of all vehicles subject to a technical control.
