A New Vision for Education Towards Fraternal Humanism 面向兄弟人文主义的教育新视野

The first perspective is the need to build a new civilization and the idea that ”the world suffers due to lack of thought.” The second perspective is the idea that ”there is no true humanism but in the opening to the Absolute.” The third perspective is the idea that at the origin of injustice there is a lack of fraternity. The second Vatican Council stated that ”true education should promote the formation of the human person both in view of its ultimate purpose and for the good of different societies.” This invitation of the Council Fathers is still very current and is directed especially to those who have positions of responsibility in the world of education. The article is adapted with minor modifications from an address at the closing session of the OIECWorld Congress held in New York in June 2019. T he title of OIEC’s World Congress, Educatio Si, is inspired by a document of our Congregation. It evokes the encyclical letter Populorum Progressio in which St. Paul VI (1967 ), who visited the United Nations on October 4, 1965, suggested an alternative path for the realization of a new humanity that would avoid falling into the temptations of sterile oppositions between countries and barbaric warfare. The Holy See, in its diplomatic activity at the service of reconciliation, peace and integral development, has ever since been inspired by that message. In the context of growing interdependence, the path of dialogue and subsidiarity is preferable to that of conflict. In the words of Paul VI, 1 Congregation for Catholic Education A New Vision for Education 257 some activities of the Church and the State are, in a way, complementary, and the good of the individual and of the community of the peoples requires an open dialogue and a sincere understanding between the Church on the one hand and the states on the other, to establish, foster and strengthen the relations of mutual understanding, coordination and mutual collaboration and to prevent or to remedy any disagreement, in order to reach the realization of great human hopes, of peace between nations, of internal tranquility and of the progress of each country.1 This approach extends to multilateral diplomacy and international cooperation, as discussed in the documents of the Social Doctrine of the Church, in particular following the Second Vatican Council. Gravissimum Educationis (Paul VI, 1965) emphasizes in its conclusion the need for collaboration of educational entities at the diocesan, national and international levels, including with international organizations. There is a profound convergence between Populorum Pprogressio (Paul VI, 1967), the encyclical Caritas in Veritate of Benedict XVI (2009 ), and the magisterium of Pope Francis. However that was not the common situation encountered by laborers throughout most of the nineteenth century. The proclamation of the social encyclicals: Pope Leo XIII’s Rerum Novarum (1891) and Pope Pius XI’s Quadragesimo Anno (1931) elevated the status of the worker, endorsed worker associations and placed the Catholic Church as an advocate of worker’s rights. But for the worker to clearly understand this change as well as his rights and duties education was vital. For workers in Pennsylvania, especially in Pittsburgh and Philadelphia, the formation of Catholic labor schools was the catalysis for education and guidance in labor-management issues. Eventually their programs expanded to include anti-communist instruction. This article examines the historical narrative of the Catholic labor schools in Pennsylvania and the curricula and policies developed mutually by the laity and clergy to educate workers (both Catholic and non-Catholic) about their rights and duties and how to apply Christian social teachings in the workplace. The first trend is the shift of enrollment in K12 Catholic education towards the global south and especially Africa in terms of the sheer number of students enrolled in schools. The second trend relates to the deepening learning crisis in K12 education affecting much of the developing world, and again especially Africa. These two trends have implications for university research and programs in support of K12 Catholic schools on the continent. This study analyzes published reopening plans from 136 Catholic schools in 18 different states to explore how schools reopened and how they communicated their plans. Results showed that Catholic schools mostly did not decide to reopen virtually, consistent with local health data trends and public school decisions. Rather, Catholic schools offered in-person education with health and safety protocols in place. Most schools in the sample did not communicate their plans in full on their websites. Dimensions of that framework include the educator’s relationship to the Church, interconnected processes of prayerful reflection and personal encounter, formative experiences with the lives of students, and formation in service as an outward expression of Catholic school identity. Participants also identified how occurrences of disruptive transitions and crises can unite and galvanize Catholic school communities in support of a common faith. These are practices that have been developed to address the needs of all students, particularly learners who are considered at-risk as well as their peers with an identified disability. Over the past two decades, educational reforms and corresponding effective practices have evolved to correspond with the growing expectation that all students should be given the opportunity to participate in the general education experience. Applying the evidence-based practices presented in this article can provide Catholic educators with the needed support and strategies to help ensure the successful inclusion of students with disabilities, if not all students, in Catholic schools.
