The interaction of the main indicators and changes in the degree of diversification of the commodity export basket was investigated. The changes in the structure of Russian export in the period 2006-2016 was analyzed in 76 regions. The results of the study showed that the unemployment rate in Russia will not change. Conclusions about the structural dynamics of the export basket of remote regions are made. The dependence of the change in the share of products of the fuel and energy complex in the export structure on oil prices was analyzed. The article substantiates the need for a detailed study of the dynamics of diversification of individual product groups. The need for structural transformations in the development of the Russian economy, including consumer markets, is associated with the formation of a new economic structure new industrialization. The authors analyze the dynamics for the main macroeconomic indicators of the Russian regions in order to assess their factor influence on the consumer market of goods and services. The article gives the estimation to the modern development of the consumer market in the region, taking into account the current economic condition of the Russian Federation and the current trends of its formation. The result of the study was the author's view concerning the definition of the current economic situation within the consumer market. {"title":"HR-Departments of Organizations: Scope of Activity and Prospects in the conditions of new industrialization","authors":"Alena Vankevich","doi":"10.2991/sicni-18.2019.136","DOIUrl":"https://doi.org/10.2991/sicni-18.2019.136","url":null,"abstract":"The article discusses current trends in the development of HR-management activities at the micro level and identifies the tasks to be addressed by the HR-departments of organizations in Belarus in the context of new industrialization and development of innovative economy. On the basis of a survey conducted among HR specialists in Belarusian organizations, the personnel problems of organizations and their identification by HR specialists were formulated, the potential of HR specialists of organizations and the interaction of HR-departments with management and other departments in the organization were assessed. Personnel problems are not evident to all HRdepartments (only 44.1% of surveyed enterprises) and HRspecialists do not link the organization's business strategy to the strategy of human resource management. HR management activities in organizations of Belarus fail to meet the new industrialization requirements due to the following reasons: lack of highly qualified specialists in the field of HR management (only 6.9% of organizations have specialists trained in HR management); detecting personnel problems at the lowest level in the hierarchy of organization's problems; imperfect regulatory framework, no link with the organization’s strategy. The following problems are identified as the most critical personnel problems: professional qualification structure of HRdepartments; low status of HR specialists in organization; narrow functional saturation of HR management activities; lack of methodological support, use of outdated techniques in HR work. It is worth to note a weak consolidation of the efforts of various departments in resolving HR issues. The analysis of authority distribution showed that a part of the HR functions were actually not carried out (management of personnel costs, analysis of prospective demand for personnel and competencies), and HR departments kept to perform paperwork and workflow management functions. For Belarusian organizations to be successful in the new industrialization, it is necessary to link their business strategies with HR management strategies, to develop guidelines and software for the implementation of modern technologies for HR work, and organize training of specialists for HR-departments of businesses in national educational institutions. It describes pharmacological characteristics of its ingredients and their synergetic qualities and how they produce prolonged antioxidant body protection. The innovative production technology of the supplement pelletized form allows to release tablet active substances in the certain order. The daily intake of one tablet twice a day provides the following essential nutrients consumption (percentage of dietary recommended intake): В1 67, В3 50, В5 100, В6 100, В9 100, В12 33, tocopherol acetate – 133, B-carotene – 140, vitamin C – 111, coenzyme Q10 – 17. The supplement efficacy and functional properties were confirmed by clinical trials where people with stressful jobs (medical doctors, teachers, middle and top managers) as well as people who work night shifts volunteered to take it. It is known that nutrition is practically the only means of increasing a person’s life expectancy by 25–40%, while the range of specialized products for this social and age category is very limited. The aim of the study was to identify the level of consumption of certain food products by people of old age and to constitute its correspondence to the physiological norms of consumption. The developed survey questionnaire used the model of measuring the latent variable. The analysis revealed qualitative nutritional problems of the studied social-age category, associated primarily with the level of income, attitude to the country of origin and the quality of food, physiological features of consumers. In the questionnaires the respondents indicated the volume of their average daily consumption of certain products, which made it possible to identify deviations from the physiological norms of consumption, which were of both kinds: abuse and undersupply of certain foods. The dependencies between the level of the average monthly income of elderly people and the consumption of cheap (potato and bread) food have been revealed. Some suggestions and recommendations for improving the quality of nutrition are, therefore, increasing the life expectancy of people in the elderly age and as a result improving the health of the nation and the quality of life in the country. The concept of digital interaction and the construction of multi-level structures of complex topology have caused the urgent need to develop algorithms to manage integrated flows in such networks. The solutions, which are built on these algorithms, form the basis of software for servers that control all business processes. To develop them, it is necessary to use mathematical modeling and methods of optimization theory, taking into consideration the stochastic nature of working conditions. The enterprise economic efficiency is one of the main criteria. A special feature of this task is the implementation and information anisotropy of commercial networks, as well as the heterogeneity of distribution and autonomization of resources. Today, most of the networks are among the transnational corporations. Although the exchange of business data takes place in real time, the material flows of goods or raw materials are regullated by various national laws. This leads to customs procedures, a number of restrictions in moving across borders, and it requires taking into account the distribution of processes in space and time. The paper considers the conditions for forming optimal algorithms of digital interaction in the nodes of a commercial network. The authors proposed the methods to solve this problem with the help of the complicated bulk-service algorithm multiserver system QS. They showed the practical application in the conditions of the industrial Internet of things, and mathematically calculated algorithms as a basis of the software to manage the operating distribution centers. They gave an example of practical application in the conditions of the industrial Internet of things and the mathematical algorithms that underlie the software to manage existing distribution centers.
