Bu dogrultuda, kapsamli bir alanyazin taramasi ile elde edilen bilgiler ve Badrul Khan’in 2005 e-Ogrenme Cercevesi adi altinda sundugu kontrol listesinin calisma amaclari dogrultusunda ilgili bolumleri arastirma sorusuna uyarlanarak, 6 demografik, 2 kullanim sikligini olcen, toplam 24 maddelik 3’lu Likert yapida bir olcek gelistirilmistir. Hazirlanan olcegin gorunus ve kapsam gecerliligi saglanmis ve 2014-2015 egitim-ogretim yili Anadolu Universitesi Azerbaycan Programlarina kayitli ve Azerbaycan Acikogretim burosuna kayit ve akademik danismanlik icin gelen ve gonullu olarak olcegi yanitlayan 305 ogrenciye uygulanmistir. Yapilan analizler, Azerbaycanli ogrenenlerin ders materyallerini kullanma tercih ve sikliginin, akademik etkinliklerle, programla ilgili idari konularin cozumunde tercih ettikleri iletisim yontemlerinin kulturel farkliliklardan kaynaklandigini gostermistir. Bunun yani sira e-Ogrenme ortamlarini kullanma durumu ve sikliginin, calismada ele alinan bazi kulturel unsurlara gore farklilik olusturdugu gorulmustur. Ayrica, katilimcilar tarafindan, e-Ogrenme portalini kullanip kullanmama gerekceleri ile ilgili veriler elde edilmistir. Arastirma sonuclarinin ve gelistirilen olcegin farkli kulturlerden ogrenenlerin yer aldigi cevrimici ogrenme ortamlarinda etkili ve verimli ogrenmelerin saglanmasi icin, kulturel faktorleri dikkate alan ders tasarim ilkelerinin belirlenmesine katki saglamasi ongorulmektedir. The purpose of the study is to explain the term cyberbullying, to analyze the frequency of cyberbullying attempts among students in Turkey and to discuss the causes and effects of the concept. For the puposes of the study a literature research was conducted using Ulakbim-DergiPark database with the key word cyberbullying. As a result, 31 journal articles were analyzed with content analysis in terms of the limited scope. The research illustrated that cyberbullying has been increasing among students in Turkey. It is revealed that knowledge and awareness level of students, parents, teachers and school administratives is influential on this rapid increase. Reflections of social hatred are evident in the reader's comments in the online newspaper news are evident particularly in the new environment that allows users to create content, in which hate speech continuously increases. It is possible to identify the aspects of social hatred in these interpretations of intolerance that focus on prejudice, belief and denomination, and discrimination against foreigners and immigrants. In this study, an investigation was conducted by analyzing the news in the online newspapers and the discourse about the readers' comments about the event related to the terror attack against Istanbul's night club, Reina, at night of 31 December 2016. The sampling rates of the newspapers included in the sample group were taken into account and it has been aimed to determine the means of expressions of hate speech which increased the social hatred. No doubt online newspapers are the communication media that have emerged at the end of such a process and that take advantage of the opportunities that the system provides that the news production/consumption processes are conducted through computer and network technology and that it is based on it. Technological developments make news production/consumption fast, easy and cheap, while causing the produced content to be consumed very quickly. Rapid dissemination of news content is accompanied by some violations and risks in terms of journalistic ethics. Copyright infringement and plagiarism are at the forefront of the problems facing online newspapers. Content produced with great effort is used on the site, which has dozens of online publications, without permission, with cut/copy/paste commands online. With the widespread use of the İnternet and declining age of use it each day, along with other online risks, cyberbullying cases are seen to be both larger in quantity and more harmful. This situation increases the academic and political interest in the subject and there are a lot of studies to analysis the cyberbullying in all dimensions in order to be able to develop effective methods of fighting and dealing with cyberbullying. The primary aim of this study is to bring together findings from different field surveys by reviewing the related literature on bullying and trying to be a source for both future researches and public policies which will be created. The other aim of the study is to draw attention to the risks to the digital environment, especially from the perspective of children, and the need for new media literacy education in this context. At the end of the study, ıt has been observed that in many countries, including Turkey, there are a number of quantitative studies on children's Internet and social networking habits and cyberbullying experiences, some of which are similar and some differ depending on the sample and questionnaire. The study was conducted with 259 health professionals working at a university hospital in Ankara province via survey forms. It is found that the health professionals participating in the study have low mean scores of serious and minor cyberloafing behaviors and quite high mean scores of work productivity. Medium negative relationships were detected between serious and minor cyberloafing behaviors and work productivity. The regression analysis results indicate that as health professionals’ mean scores of serious and minor cyberloafing behaviors increase, their work productivity decreases. Asymmetrical surveillance which is defined by panopticon metaphor in modernism, has transformed to omniopticon that is the last point of surveillance in postmodernism. In panoptic surveillance, control function of power is based on external pressure and coerce, but in synopticon and omniopticon, it is based on individual consent and volunteerism. The 'boring control' function of the power in panopticon has turned into a 'hedonist and entertaining' attribute when it comes to the omniopticon. In this study, the structural transformation of surveillance in the process of modernism and postmodernism has been examined by using literature review method, and it is aimed to determine differences between the concepts of panopticon, synopticon and omniopticon. The theoretical infrastructure has been based on the thoughts of the leading figures working in this context. The aim of this study is to explain of the changing surveillance practices with postmodernism in the axis of the postmodern cultural motifs. In this respect, it has been determined that today's surveillance practices develops in harmony with the dynamics of postmodernism.
