Besides the classical problems of conduction, polarization and breakdown in polymeric insulators, interesting for the electric and electronic industry, new aspects are being considered by more and more research groups in the field. One of these is the application of the dielectric method, especially the depolarization technique, for studying molecular mobilities, i.e., multiple phase transitions in polymeric systems. Combined with mechanical relaxation, thermal analysis, magnetic resonance and with some additional techniques dielectric spectroscopy is becoming a powerful tool for studying the phase-structure of such complex polymer systems as blends, filled, and reinforced materials. The subject is of enormous practical interest to vacuum interrupter development and involves a variety of physical processes the interactions of which provide fertile ground for novel experimental and theoretical investigations. The vital question concerns the Jeckyl and Hyde character of the vacuum arc anode junction. At low currents the anode is diffuse and passive with the anode terminal acting largely as a charge collector over its entire exposed area. At high currents the anode end of the arc may contract causing a high concentration of energy input to the electrode surface. This transition results in severe melting and violent ejection of anode metal. The separation of sections is generally self evident but for Conduction and Electronic and Ionic Phenomena, the division is less well defined. It will be found that topics involving carrier velocity and mobility have, for the most part, been included in the conduction section. Included in this review are papers presented at the IEEE International Symposium on Electrical Insulation held in June 1978, in Philadelphia, PA and the Conference on Electrical Insulation and Dielectric Phenomena held in October 1978 in Pocono Manner, PA. Also held in July of 1978 was the Sixth International Conference on Conduction and Breakdown in Dielectric Liquids, Rouen, France. The incidence of the latter conference, in addition to those held annually, may have been responsible for the reduction in the amount of conduction and breakdown material appearing in the literature. The intended coverage of this cryogenics chapter is just about coextensive with the subject areas which were treated at these meetings, so far as they concerned dielectrics. Contributions to LT15 (1) or ICEC7 (2), the latest of two major conference series will be referred to under practically all the different subheadings of the chapter. Cryogenic space engineering was given some prominence at ICEC7 amongst the more usual topics. The ICMC symposium (3) was the first such meeting to deal exclusively with non-metallic materials at low temperatures. The major topic was low temperature structural materials, and especially composites, with thermal and electrical insulating materials as important minor topics. We shall also be referring to the proceedings of a Lattice Dynamics conference (4) and of dielectric conferences not specifically concerned with low temperatures (5,6). If the contacting materials are identical, electrification is observed when the two bodies are asymmetrically rubbed together. Electrification is also obtained if a dielectric material, such as mica, is simply cleaved into two parts. Since dielectric materials are good insulators, charge accumulated on a dielectric body decays very slowly. Charge retention on dielectric materials usually represents a nuisance (shocks, dust collection, etc.) or a hazard (explosion of fuels, powders, etc.). On the other hand, the motion of small dielectric particles can be controlled via an electric field if the particles acquire an electrostatic charge by contact and separation from other materials. This session was chaired by Professor H. P. Schwan of the University of Pennsylvania and was organized by the present writer on behalf of the Dielectrics Society which co-sponsored it. The introductory paper concluded that while dielectric measurements on biological materials can be very sensitive and non-invasive they are seldom specific in a chemical or biological sense. The most important of the recent trends in dielectrics is towards combining the high sensitivity of dielectric measurements with the specificity of some other physical or chemical measurement made on the same system. There are a number of such examples to be found among the papers listed in this chapter. The most difficult overall problems are those of electrode effects with the highly conducting materials encountered and the difficulties of measuring an effective geometrical shape of the specimens. Professor R. H. Cole continues to make progress with the former problem and Professor H. A. Pohl and Dr. R. The principal sources of information were the Annual Report - Conference on Electrical Insulation and Dielectric Phenomena, published by the National Academy of Sciences, Washington, D.C., and the publications of IEEE and of IEE (London). It is eight years since the authors produced a literature survey on this topic and it is interesting to note, on the one hand, an apparent decline of interest in the problem of intrinsic electric strength and in the breakdown of thin films. On the other hand, strong interest has emerged in the effects of morphology on various aspects of the electrical breakdown of polymers.
