Moreover, these public-private partnership (PPP) projects can be a major and effective catalyst for significant social and commercial development in the public sphere.

This article is devoted to an analysis of recent changes in the legislative base concerning PPP in the Russian Federation.

We intend to identify pragmatic approaches toward assessing the economic effects of PPP involvement for potential stakeholders, as well as constructing models of financial frameworks for mapping the PPP project implementation. This article presents the result of testing the financial model that we propose. The ultimate intention is that this model can be used in the preparation of concession agreements and negotiation in the preparation of PPP projects.

To achieve this, we analyze the legal framework and development trends of public-private partnership projects, both theoretically and practically. We consider and evaluate PPP from the point of view of 3 aspects: organizational, methodological and managerial. To achieve this, we must identify the interests of the various stakeholders who are directly or indirectly interested in the practical results of the project in both a material and a sociopolitical sense.

For each of the stakeholders, we identify areas for them to evaluate in the process of analyzing potential PPP projects.

This includes the potential quantitative and qualitative results of a project that can be identified and, as a rule, measured, which allows for a standard approach to political and commercial evaluation. As a result, we present an algorithm for building a financial model which accounts for material and seemingly immaterial variables

It is suggested that this approach to building a financial model and evaluating the effects of PPP projects provides a uniquely useful perspective on the field. We utilize the most modern methods for assessing risks, benefits and effects for various stakeholders of projects implemented in the form of PPP, and as a result this paper provides ample opportunity for further development of research. The presentation of the evaluation algorithm for PPP stakeholders takes into account the complex structure of the partnership participants and will be useful for academic, commercial, and administrative parties.","PeriodicalId":241506,"journal":{"name":"ERN: Partnership Form (Topic)","volume":"45 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-11-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122957741","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Earlier findings from an evidence review were reported that. Partnership improve, develop, and enhance efficiency of an organization. The focus on partnership was given an extra boost for an organization achievement. The research explored divers areas of partnership. The item studies were very varied, and this paper produces the main findings across the cases in three coherent subdivisions: defines the concept of partnership, significance's of a partnership and the role of a partnership in enhancing organizational progress. Finally, comparing both studies, the findings reveal that sharing experiences, decision making, continuity are some of the secret tips that partnership contribute to an organization.","PeriodicalId":241506,"journal":{"name":"ERN: Partnership Form (Topic)","volume":"54 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2018-12-12","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127052307","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This has an impact on how firms are organized and allocate tasks across workers. To reduce mobility, a profit maximizing firm may inefficiently allocate talented workers on tasks that reduce their outside option. In the existing literature, asymmetric information about workers' talents makes this retention strategy profitable, although inefficient. In this paper we let workers' skills be observable across firms, but task allocation to be non-contractible. Inefficient assignment of tasks to workers persists in this environment. We show that by organizing a firm as an equity-partnership, in which the total profit is shared, the efficient task allocation can be implemented and profit increased. This result is attained through shifting control rights to workers that become partners and decide over task allocation. Both partners and workers are retained in equilibrium. This paper provides a new rationale for the widespread presence of partnerships in human-capital intensive industries.","PeriodicalId":241506,"journal":{"name":"ERN: Partnership Form (Topic)","volume":"192 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2017-04-04","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115432064","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We focus, in particular, on one type of knowledge transfer between the two realms, namely, academic consulting to the private sector. We argue that academics do not understand the value their expertise, methodological approach and soft skills can have for industry. We also argue that industry actors are not fully aware that rigorous, evidence-based advice can be obtained from academics and that, in some cases, advice from academics will either exceed or compare favorably with services obtained from leading consulting companies. The paper is organized as follows: part I surveys the different forms that collaboration between academia and industry can take. Part II examines the empirical data on how much collaboration is actually happening. Part III explores the reasons for the broad disconnect between industry and academia. Parts IV and V argue that the lack of such collaboration results in missed opportunities for both academics and industry and thus constitutes a market failure. Part VI raises suggestions for increasing collaboration.","PeriodicalId":241506,"journal":{"name":"ERN: Partnership Form (Topic)","volume":"6 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-12-14","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114884714","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Spectacular things can however happen when these firms dissolve and the firm’s former partners, creditors, and even retirees fight over the assets – even defining the assets of the law firm can be challenging and can implicate the attorney-client relationship.This updated paper discusses in more detail issues facing a law firm contemplating dissolution as a result of the departure of rainmakers and the duties (fiduciary and otherwise) of the recently-departed and the remaining lawyers. This also discusses the continuing saga of litigation surrounding the dissolution of Heller Ehrman LLP and the question whether hourly fees should be included in the \"unfinished business doctrine\" certified by the Ninth Circuit to the California Supreme Court.The updated paper also discusses risks that migratory lawyers leaving a law firm as lateral hires and their new law firm should consider where the departed law firm is left considering remedies such as dissolution..","PeriodicalId":241506,"journal":{"name":"ERN: Partnership Form (Topic)","volume":"62 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-08-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"128949408","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In situations where the quality, quantity and price of the good or services being provided continue to increase over time, they are likely to be highly effective. While it is important that agreements be structured in ways that maintain competition and protect firms from renationalization for profit, such agreements are generally sustainable and beneficial for all parties. This success cannot, however, be generalized to all types of PPPs. When improvements in the quality or quantity of a good or service are limited, then private sector partners run the risk of obsolescence bargaining and are prone to generating over-priced and elite-focused consumer products. When minimal levels of a good or service must be provided and prices are constrained, then the government runs the risk of private sector partners underproviding the quality or quantity, in turn leaving the government stuck with providing side payments, subsidization or renationalization. Worst of all, perhaps, is the situation of environmental goods and other services that are valued for their existence benefits. In such circumstances, both the private and public partners have an incentive to underprovide the resource because their constituents or customers will continue to pay for the good or service over time. Indeed, these constituents will pay more over time if the good or service is underprovided.Caveat Emptor: The benefits and risks of public private partnerships will shift among the private sector partner, the public sector partner, and the public at large depending on changes in price and value over time. Public private partnerships work best for services that are commercially viable. They work less well when providing social or environmental goods. When existence benefits are at stake, PPPs are at their worst. In such circumstances, PPPs will likely continue to provide benefits their public and private partners while underserving the public at large.","PeriodicalId":241506,"journal":{"name":"ERN: Partnership Form (Topic)","volume":"82 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2015-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127461362","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We pay attention to Public – Public Partnerships (PuP), a term coined for public alliances in the early 2000s although arguably building upon community-based natural resource management (CBNRM) and disaster risk reduction (CBDRR), as well as other cooperative initiatives. In many respects PuPs became known as a counterpart of PPPs and quickly spread in public water and health service provision. While the concept of PuPs match to some extent the European Union’s efforts to expand horizontal cooperation and collaboration, it appears too narrow to capture the sense of European initiatives. In particular, the strict exclusion of business and commercial undertakings in the essence of PuPs by early scholars is not compatible with the call for truly cooperative multi-governance arrangements. The paper examines the concept of PuP, its objectives and defining characteristics, partners involved and relationship tying them. It then moves to understand to what extent partnerships meant to improve cooperation and coordination have permeated the EU legislation and policies, focusing especially on the role of inclusive governance and territorial cooperation. The analysis is complemented by examples of PuPs addressed in the ENHANCE case studies in which disaster risk reduction plays a role.","PeriodicalId":241506,"journal":{"name":"ERN: Partnership Form (Topic)","volume":"44 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2014-10-20","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124543460","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We examine how the university achieves its goals to improve and advertise its offerings while recruiting a cohort of students from the developing region and maintaining a sustainable relationship with the region and its students. We show that mutually beneficial partnerships can arise, particularly when both the university and the region exhibit strong preferences toward cohort students returning to work at home. We further show that such partnerships can induce developing regions to invest in domestic opportunities for returning students.","PeriodicalId":241506,"journal":{"name":"ERN: Partnership Form (Topic)","volume":"21 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2013-09-04","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124776952","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
