The joint application of various kinds of processing permits us to overcome or to ease the number of basic restrictions which are inherent to separate methods and that application permits us to realize their potential possibilities. So, at the concurrence of the spatial spectrum of a useful signal and interference the efficiency of spatial methods of processing is low. Therefore interference suppression methods for signal processing using polarization distinction of a signal and interference are applied. Sokolov","doi":"10.1109/ICSC.1998.741347","DOIUrl":"https://doi.org/10.1109/ICSC.1998.741347","url":null,"abstract":"Intensive recent progress in computer technologies has stimulated new solutions for transmission of audio and video information in digital form, The transmission of digital video and audio signals through channels of restricted capacity, such as switched public telephone lines, mobile radio systems, local computer networks, Internet and satellite telecommunications attract a constantly growing interest. The bit rate in such lines available for transmission of audio and video information is limited dependent upon particular application in the range from 30 to 512 Kbit/s. In spite of the low bit rate digital coding itself requires significant computational resources and implies severe limitations on the performance of the real-time encoder. It should be also taken into account that for channels with low bit rate a codec must implement compression algorithms allowing us to achieve a large compression ratio and acceptable quality. The system objective is to serve all organizations in the world with responsibility for search and rescue (SAR) operations, whether at sea, in the air, or on land. The COSPAS-SARSAT system was jointly developed and established by Russia (formerly the USSR), USA, Canada and France. The cooperation of the countries involved proceeded under the Memorandum of Understanding, signed in 1979. Following extensive testing and operation, an \"International COSPAS-SARSAT Programme Agreement\" was signed on 1 July 1988 in Paris by the governments of Russia, USA, Canada and France. This agreement established a framework for long-term operation of the system. The COSPAS-SARSAT system is used by all member states of the International Maritime Organization and the International Civil Aviation Organization. It was founded in 1971 in order to provide services to any users without discrimination or limitation of rights including cases when a customer is a member or user of a different international satellite communications system. At present there are 23 member-countries and more than 100 users, state and private companies. INTERSPUTNIK provides satellite communication services, including television, telephony, data transmission, videoconferencing, VSAT etc., both in analog and digital modes. The Organization provides communication in global, regional and domestic networks, having South and South-East Asia, Russia and other CIS countries, Central and Eastern Europe as principal users. Broadcasting and telecommunication companies as well as service providers are among the principal users of INTERSPUTNIK. The INTERSPUTNIK system consists of a space segment, which includes communication satellites owned by the Russian Federation (like Gorizont, Express, Gals) and a ground complex, which includes Earth stations owned by states or recognized operators.
