This UVLS was designed as a technically-effective and economically-viable control-based countermeasure to prevent voltage instability and collapse for low probability events involving the loss of multiple transmission elements. In the case of linear systems, frequency domain measurements and subsequent system identification allows a practical way of obtaining models, which are directly compatible with EMTP-like simulation programs. The major challenges are pole identification, passivity enforcement, and accuracy of the resulting model. It is versatile and easy of implementing; besides, the solution gives explicit information to take decisions. Genetic algorithms are successfully employed to solve the posed problem, through the smart definition of chromosomes. Results are presented of the proposed methodology when it is applied to the power system of an actual utility. Italy has an independent regulator for electricity and gas, established by the Law of 14 November, 1995, no. 481, well ahead of the market opening. At the end of 1999, 32% of the previous monopolistic vertically integrated utility ENEL Spa, was sold and the company has been progressively unbundled. These harmonic-related losses reduce system efficiency, cause apparatus overheating, and increase power and air conditioning costs. Harmonic currents effectively de-rate existing systems and, when accommodated, add substantially to the capital cost of new distribution systems. The measurement and evaluation of transformer losses under linear and nonlinear load conditions will be discussed. (KEPCO), whose size is about 19 GW, belongs to the Western Japan interconnected power system of 110 GW. Its grid system is made up of 500 and 220 kV transmission lines in a looped configuration. When the KEPCO power system falls into a blackout, it will be restored from a small-scale power system to the extent that it cannot be compared with its grid size (110 GW) usually operated. First some prespecified hydro-generators will be started and interconnected with each other, and then a load will be added step by step to configure a small-scale power system. The governor type of those hydro generators to be used for a black start will be a mixture of PID governors and PD governors (proportional control with transient droop). However commercial and regulatory requirements create challenges for the deployment of DG in distribution systems. Due care must be taken during the planning stage to ensure that system security and quality of supplies are not degraded by the introduction of the new DG. It is also important, particularly in deregulated environment, that the DG scheme must be economically viable. The task of distributed generation planning is further complicated by many uncertainties and risks in today's power markets that render the traditional deterministic planning tools inadequate. An extensive investigation into what happened (and why) began immediately. The joint U.S.-Canadian task force led the effort, including support from the electric utility industry and several federal agencies, e.g. the U.S. Department of Energy. The North American Electric Reliability Council (NERC) supported the task force, including particularly the electricity working group. The overall blackout investigation team drew expertise from a large number of organizations, assembled into teams to address specific attributes of the blackout. This work describes the data management issues associated with supporting the blackout investigation, beginning with the immediate response in the days and weeks following the blackout, supporting the interim report, to the long-term plans for deriving lessons learned for implementing improvements in the overall process of outage disturbance reporting. The paper describes the phase shifting transformer (PST) model implemented in the CESI programs and the analyses performed, on behalf of the Italian ISO (GRTN), for assessing the installation of PSTs on the Italian east border interconnection. In this case, the control action of the PSTs aims at mitigating uncontrolled \"parallel flows\" and unbalanced sharing of power among circuits. Three different solutions with increasing number PSTs were identified and simulated.
