The modernization of agricultural machinery, as well as the search for new ways of pre-sowing seed treatment, will increase the germination of seeds and provide agricultural livestock with high-quality fodder legumes. The paper considers an experimental scarifier of legume seeds, which makes it possible to scarify the seeds of legumes, thereby increasing their germination. The article describes the theoretical basis for the movement of seeds along a conical surface, considers the method of discrete elements, which underlies the Rocky DEM software package, which allows modeling complex systems of models. Laboratory studies were carried out, during which the angle of repose was determined for two varieties of alfalfa seeds (Sarga and Vega) and eastern goat’s rue seeds. Currently, only 12% of Russian regions (the leading group) are fully included in the innovation agenda. It is rather difficult to strategize innovative changes within a large country, since the regions are largely differentiated in the context of social and economic development, innovative activity, and the state of scientific and technological potential. The ability of each region to designate its own “window of opportunity” in priority activities, taking into account the imperatives of neo-industrial development, is especially in demand, as it will make innovation processes more manageable. This is especially important in the context of the tightening of sanctions restrictions and the actualization of the request to achieve sustainable technological sovereignty of Russia. The goal of decomposition of the factors of innovative development of ROPS implemented in the study is, in fact, a key preparatory stage for an integrated approach to the subsequent development of regional innovation strategies. The three-level hierarchization of factors and their substantiation by subject areas in the methodological aspect is universal both for local ROPS and for regional control systems. A detailed study of the indicated factors is the starting point for positioning the innovative profile of the ROPS and directly affects the effectiveness of the implementation of innovative scenarios in industries and the agro-industrial complex. The formation of a comprehensive understanding of the innovation situation in the regions contributes to focusing efforts on stimulating the innovation activity of the ROPS, taking into account regional specifics, which fully corresponds to the goal-setting of the Concept of Technological Development of Russia until 2030, which is scheduled to be approved this year. The experiments were carried out on microplants of narrow-leaved lavender (Lavandula angustifolia Mill.), cv. The number of plants in each subcultivation - n=10 pcs., 3-fold repetition. Microplants with well-developed shoots and roots were planted in a mixture of peat and perlite (1:1) and grown at illumination of 2–3 klx, photoperiod duration of 16 h, temperature of 24 ± 2°C, air humidity of 70%. The frequency of adaptation of microplants, depending on the number of subcultivations, varied slightly and amounted to 83...100%. On the 60th day of adaptation, the length of the shoot was significantly higher by 21...28% in microplants after 8 subcultivations (206.73 mm) compared with 14, 15 and 16 passages. There were no differences in the length of additional shoots depending on the amount of subculturing. According to the number of nodes on the main shoot, a tendency to their decrease with an increase in the number of passages was observed. A significant increase in the content of chlorophyll a with an increase in the number of subcultivations on the 14th day of adaptation was revealed, however, later these differences leveled out. On average, the in vitro viability index for passages was 1.45 and increased up to 30 days of adaptation to 1.75. The revealed features of changes in morphometric and physiological parameters indicate a good adaptive ability of the analyzed plants, while micropropagation in vitro during 16 subcultivations did not significantly reduce their adaptive potential. The study was conducted to assess the development of the agro-industrial complex and measures to stimulate its investment activity. The largest area of the agro-industrial complex is agriculture, the sustainable development of which is a priority for the state to ensure the country’s food security. Thanks to state support, the agro-industrial complex is demonstrating steady growth. However, problems remain in the industry, the solution of which will strengthen the role and quality of the main directions of the state agrarian policy of the country. Creating a favorable investment climate in the agro-industrial complex is an effective way to develop the industries included in its structure. Measures to stimulate investment activity include: modernization and replacement of production facilities; provision of preferential terms for lending and leasing for participants in the agro-industrial complex; tax incentives; grant support for agricultural producers, agricultural consumer cooperatives, peasants, farms, individual entrepreneurs producing agricultural products; creation of agro-industrial parks. The practice of applying the unified agricultural tax for 2011-2021 in Russia, including in the context of federal districts, showed that, despite the reduction in the number of those applying this taxation regime, there is an increase in the amount of tax calculated. When implementing it, it is not necessary to completely crumble the surface layer of the soil, but only to break up its clods, which is achieved by introducing a spring into the design of the ploughshare. During translational movement, a force arises directed in the opposite direction, which compresses the spring. When the force acting on the ploughshare decreases, it expands, and when it increases, it contracts. The resulting vibrations are transmitted to the soil clods and, with sufficient force, their destruction occurs. Vibrations of the share lead to a change in its kinetic energy. Instantaneous energy increases and decreases, while the average energy remains constant. More complete information about the interaction of the ploughshare with the surface layer can be obtained through mathematical modeling. The purpose of the study is to determine the compression coefficient of the spring. The simulation is based on solving Lagrange equations of the second type in the Cartesian coordinate system with initial and boundary conditions determined by the design of the ploughshare. When compiling a mathematical model, the following were taken into account: – the gravity of the ploughshare; – gravity of the soil layer; – the elastic force of the spring, which creates additional vibrations; – cutting force of the soil layer; – the friction force of the soil layer on the surface of the ploughshare, – the normal reaction of the supporting surface of the ploughshare and the angle of its entry into the surface layer. Modeling made it possible to determine changes in the instantaneous value of kinetic energy, which ranges from 0 to 3.6 J. The optimal amplitude of oscillation of the share during forward motion at a speed of 6 km/h was 0.02 m. For the period from 1990 to 2021, in general, throughout the Russian Federation there was a reduction in the number of cows by 12 773.3 thousand heads or 62.1%. Despite the increase in milk productivity of cows in farms of all categories in the Russian Federation by 2257 kg or 82.7%, milk production in 2021 amounted to 58% of production volumes in 1990, and in Kostroma region, milk production in farms of all categories decreased by 249.7 thousand tons or by 68.9%. According to the Federal State Statistics Service, consumption of milk and dairy products per capita in the Russian Federation in 2021 compared to 1990 decreased by 146 kg or 37.7% and amounted to 241 kg per person per year, which is below the recommended consumption rate Ministry of Health of Russia. The level of self-sufficiency in milk and dairy products (in terms of milk) in 2021 was 84.2% (with a food security threshold of at least 90%). Kostroma region, subject to the effective use of vast land resources, the use of innovative technologies for keeping and feeding animals, can significantly increase production indicators in dairy cattle breeding. It includes knowledge, skills, production experience, patents, databases, software, trademarks used in the activities of economic entities. Intellectual capital, first of all, is inherent in knowledge-intensive activities, in which a significant place belongs to the activities of universities. Despite the unfavorable geopolitical situation, universities in our country remain participants in Russian and international rankings, based primarily on data on their intellectual capital. At the same time, not only its financial, but also its image component depends on the place of a university in the ranking. In this regard, objective disclosure of information about the intellectual capital of universities becomes an urgent task. The formation of ratings is currently carried out under conditions of presentation of incomparable data, which is explained by the lack of an adequate information base for their formation. In this regard, in the presented study, the management accounting system of universities is positioned as an information base for preparing information about their intellectual capital. It is proposed to include the block “University Intellectual Capital” in the management accounting framework of Russian universities, which accumulates information about its components - human, client and organizational capital. The study substantiates a system of indicators to be included in this block both at the stage of formation of university management accounting and during its subsequent development. Adding the “University Intellectual Capital” block to the university management accounting system will not only increase the reliability of information about the university’s intellectual capital, but will also ensure greater objectivity in conducting rating assessments of their activities. Digital services and tools significantly change the principles of interaction between the admissions committee and the applicant, the teacher and the student, the higher education institution and the regulatory authorities. The process of introducing the super service “Admission to university online”, which began in 2019, was supposed to change the mechanism for submitting applications to universities. It was assumed that applicants would be able to upload the necessary documents to the service and enroll in the selected educational institution without the need for a personal visit. In the future, the super service was supposed to replace traditional forms of filing documents. However, by 2022, the submission of paper documents directly to the university is still the main and most popular mechanism for interaction between the applicant and the admissions committee. This work is a continuation of a study conducted since 2020 at Kazan State Agrarian University, the purpose of which is to identify the main obstacles to the effective use of the superservis “Admission to university online”. The paper presents and compares with last year’s results the data of a newly conducted survey of applicants who visited the university in person. The identified main reasons for refusing to use the digital service are the same, but the share of applicants who used this mechanism for submitting documents to the university is growing. The result of the study was proposals for the university’s admissions committees to more effectively implement digital tools and obtain the necessary competencies when interacting with applicants through superswervis. The proposed activities include the use of educational computer classes to access the super service, online counseling of applicants by university teachers, a chatbot for automatic answers to the most popular questions and the holding of various competitions and quizzes to raise awareness of the possibilities of the super service in social networks and in career guidance work. Digital services and tools significantly change the principles of interaction between the admissions committee and the applicant, the teacher and the student, the higher education institution and the regulatory authorities. The process of introducing the super service “Admission to university online”, which began in 2019, was supposed to change the mechanism for submitting applications to universities. It was assumed that applicants would be able to upload the necessary documents to the service and enroll in the selected educational institution without the need for a personal visit. In the future, the super service was supposed to replace traditional forms of filing documents. However, by 2022, the submission of paper documents directly to the university is still the main and most popular mechanism for interaction between the applicant and the admissions committee. This work is a continuation of a study conducted since 2020 at Kazan State Agrarian University, the purpose of which is to identify the main obstacles to the effective use of the superservis “Admission to university online”. The paper presents and compares with last year’s results the data of a newly conducted survey of applicants who visited the university in person. The identified main reasons for refusing to use the digital service are the same, but the share of applicants who used this mechanism for submitting documents to the university is growing. The result of the study was proposals for the university’s admissions committees to more effectively implement digital tools and obtain the necessary competencies when interacting with applicants through superswervis. The proposed activities include the use of educational computer classes to access the super service, online counseling of applicants by university teachers, a chatbot for automatic answers to the most popular questions and the holding of various competitions and quizzes to raise awareness of the possibilities of the super service in social networks and in career guidance work. The work was carried out in 2020-2022 in the Republic of Mordovia. The scheme of the experiment provided for the study of the following options: basic application of mineral fertilizers (factor A): without fertilizers (0), N30P30K30, N60P60K60, N90P90K90; foliar top dressing with liquid complex fertilizers (factor B): without top dressing (0), housing 2 l/ha, housing 4 l/ha, housing 6 l/ha. The soil of the experimental site is alluvial medium humus (5.5 %), slightly acidic (pHKCl 5.3), in the arable layer was characterized by an average content of mobile (Kirsanov method, GOST 54650.) phosphorus (91 mg/kg) and manganese (53.7 mg/kg), high – potassium (170 mg/kg), zinc (1.6 mg/kg) and boron (1.9 mg/kg). During the growing season, the best weather conditions were in 2020 and 2022, and 2021 was less favorable for the growth and development of plants. The application of mineral fertilizers on average for three years increased the productive bushiness of plants by 0.38...0.66 pcs./rast. (by 19.0...33.0 %), the number of grains in the ear by 1.1...2.6 pcs. (by 6.8...16.0 %), grain weight per ear by 0.08...0.15 g (by 13.1...24.6 %), barley yield by 0.46...0.77 t/ha (by 15.3...25.7 %). The best parameters of the crop structure and grain yield are noted in the N60P60K60 variant. A further increase in the level of mineral nutrition to N90P90K90 did not lead to a significant change in the studied indicators. Non-root fertilizing of plants of the housing and communal services “Agris” of “AzotKaliy” brand did not have a significant impact on the productive bushiness of plants. Its introduction at a dose of 4 l/ha provided an increase in the number of grains in the ear by 7.3...12.8%, the weight of grain from the ear by 0.08...0.11 g (by 12.7...17.5 %), the yield of barley by 0.37...0.50 t/ha (by 11.7...15.9 %). A further increase in the dose of LCU to 6 l/ha did not lead to a significant change in the studied indicators. Thus, the most favorable conditions for the development of plants in the experiment were formed in the variant with the introduction of mineral fertilizers at a dose of N60P60K60 and foliar top dressing of the housing and communal services “Agris” of “Azotkaliy” brand in the amount of 4 l/ha.
