This study wants to see about the Covid-19 pandemic in Indonesia. There are two problems examined in this study. First, regarding the policies issued by the local government in overcoming the Covid-19 pandemic, especially in the city of Surabaya. Second, researchers want to see the impact of the policies issued by the Surabaya city government in dealing with the Covid-19 pandemic on the people's economy. The theory used to analyze these problems is Merilee S. Grindle's theory of public policy implementation. The research method is descriptive qualitative and the type of research is a case study. From the data analysis, it can be seen that the first finding, there are several policies issued by the Surabayacity government in dealing with the Covid-19 pandemic, namely, 1) Circular of the Mayor of Surabaya to Increase Alertness Against Covid-19 in Surabaya. 2) Population Mobility Control Protocol Based on Surabaya Mayor Circular. 3) Regulation of the Mayor of Surabaya Number 16 of 2020 concerning Guidelines for Large-Scale Social Restrictions in Handling Covid-19 in the City of Surabaya. 4) Decree of the Mayor of Surabata regarding the Task Force for the Acceleration of Handling Covid-19 in the city of Surabaya. 5) Regulation of the Mayor of Surabaya Number 28 of 2020 concerning Guidelines for the New Normal Order in the Conditions of the Covid-19 Pandemic. Second, regarding the impact of the policies issued by the Surabaya city government in handling the Covid-19 pandemic on the economy of the people of the city of Surabaya. To obtain comprehensive data, observation, documentation, and in-depth interviews were conducted with informants as primary data sources. and secondary data, including processed data or officially, published data obtained from media news, literature, previous research articles, documentation, and archives of BOS funds in this study. Analysis of the research data, namely: data reduction, data presentation, and concluding / verification. The results of the study can be described that the use of  School Operational Grant funds at SD Negeri 004 Tanjung Palas cannot be categorized as good as can be seen specifically in the indicators of program evaluation criteria used, namely effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. In this case, two indicators have not been assessed for optimal implementation, namely in terms of effectiveness because schools do not prioritize student needs while focusing more on school support equipment, and in terms of equity, it cannot be said to be good because the provision of learning needs, namely text books cannot be felt by all students and must complement independently. This is an evaluation material for the school. Reporting on the use of BOS funds at the 004 Tanjung Palas Public Elementary School has been running well and based on the prescribed standard procedures, and also the monitoring process of the use of BOS funds in SD Negeri 004 Tanjung Palas so far can be categorized as good. This means that the principal's performance is a very determining factor for the quality of learning / education which will have implications for the quality of education output. Schools that are developing and advanced and have excellent graduates are usually led by a principal who has a good performance as well. The principal has a big responsibility to make it happen. Therefore, a principal who is professional and has productive behavior is needed to overcome the various problems that come to the world of education. This demand leads to the importance of productive behavior that must be possessed by school principals. The principal has an important role in the implementation of school education so that teachers can work optimally to achieve educational goals. This study aims to analyze the productive behavior of the Principals of Public Elementary Schools in Pakal District of Surabaya based on their Psychological Capital (PsyCap) as well as the current organizational culture. This study uses a quantitative approach. Data obtained through a questionnaire that measures the variable Psychological Capital (PsyCap), Organizational Culture and productive behavior. This questionnaire was given to all school principals in Pakal District, totaling 6 people. Data were analyzed statistically with the Multiple Linear Regression Analysis technique. Fundamentals of Public Services are: 1) Public services are the rights of citizens as a mandate of the constitution, thus it becomes the government's obligation to administer them either by themselves (by the government bureaucracy) or in collaboration with the private sector; 2) Public services are carried out with taxes paid by citizens state. The renewal of the delivery of public services can be used as an entry point and at the same time as a major driver in driving changes in Good Governance practices in Indonesia. Simplification of the bureaucracy can encourage government bureaucracy to return to its main mission of ensuring citizens' access to basic services, the need for collectivity, and other strategic services that are beneficial for a decent and dignified life. (Dwiyanto, 2018) Public Service Reform through System Development and Management of Public Services is very urgent, given the decentralized Unitary Republic of Indonesia (NKRI), so the service system must be able to guarantee equal access of all citizens to public services wherever they live. The system must be able to make the region able to respond to the diversity of the needs of goods and services as a result of regional diversity. Gresik and to find out strategic recommendations to improve the service quality of PDAM Kab. Gresik. The background of this research is the number of complaints from customers to PDAM Kab. Gresik as these complaints have the same point but have not been resolved optimally. This study uses a qualitative research method with a descriptive approach. The research location is at the Head Office of the Giri Tirta Regional Drinking Water Company, Gresik Regency. Data collection techniques through interviews, documentation, and observation. The focus of the research is the service quality strategy, while the research dimension used is the quality of service by parasuraman with 5 dimensions, namely Direct Evidence, Reliability, Responsiveness, Assurance, and using SWOT Analysis. Testing the 5 dimensions of Empathy which has a weak point from the dimensions of reliability, responsiveness, and empathy that many customers complain about and the results of the SWOT analysis, namely Strength includes the availability of online services so that you don't have to come to the office. The weakness is that the complaint service information system has not functioned optimally. The opportunity is not having the competitiveness of any party, whether private or government. The threat is that there is a slow response given by the complaint service officer so that the level of complaints is getting higher. The location which was previously a place of prostitution with the largest income in Southeast Asia was later turned into the largest MSME center in Surabaya. The Surabaya government continues to provide assistance to residents of EX Localization in order to create a better image, namely by inviting local community members to become MSME actors. DS.Point (Dolly Saiki Point) is a silent witness to the dark history of the City of Surabaya, but has now been designated by the Surabaya City Government as an area for commercial, economic, and tourism activities. DS.Point (Dolly Saiki Point) is under the auspices of the Surabaya City Food and Agriculture Security Service, which makes it a souvenir center that accommodates processed products or products from MSME activists from residents of EX Lokaliasai Dolly. The research method used is descriptive qualitative which refers to the identification of distinguishing traits or characteristics of a group of people, objects, or events in order to provide an overview of the Implementation of the Pentahelix Model Collaboration in the Context of Improving the Empowerment of MSMEs Ex Dolly Localization During the Covid-19 Pandemic. Data collection techniques were carried out through the process of observation, interviews and documentation. The theory used is Collaborative Governance. The results of the study show that the roles played by the penta helix actors are quite good and the collaboration created between them has been going well, this can be seen by the inability for the actors to stand alone in increasing the empowerment of SMEs Ex Dolly Localization. People who experience burnout / burnout at a high level are mostly inclined to withdraw from their work so that the results of the work done are not optimal and have an impact on performance. The research method used in this research is Exploratory Research using a Quantitative approach, the focus of this study is to determine the Effect of Burnout with Performance. The sampling technique in this study used a Purposive sampling technique with a sample size of 71 respondents. After testing the validity and reliability. Then the data obtained were analyzed using simple linear regression. This study found a strong and significant negative effect between Burnout and employee performance at the Surabaya Command Center 112 Surabaya. This is proven by the t value of (-15.268) while the t table is 1.99495 with Sig 0.000 at a Significant level of 5%. This study also found a coefficient of determination of 0.878.
