Their electronics industries contribute significantly to their respective economies. This paper offers a longitudinal comparison between the duo's development in their electronics industries. It shows that the duo's electronics industries development had similar beginnings, but then diverged because of government actions and external circumstances. MBP is relevant and useful in the manufacturing industry as it provides an ideal multi-project environment for MBP to be implemented. The organisational activities are viewed as a network of internal and external projects. The projects are interrelated and implemented at different levels within the base organisation. MBP is built on modern project management concepts and methods, but it also represents a new management paradigm which helps organisations to transform and in turn its implementation is enabled by such transformation. Complexity, while a compelling reason for a team, is also a hindrance. Concurrent with the increased complexity of software development and the reduced time to market is the drive for higher quality which is increasingly being measured by process assessments. This paper describes research that is examining indicators of volatility in organizations and the stabilizing mechanisms that organizations have developed to cope with this volatility. Less visible are planning for an uncertain future, decisions which make the best use of limited resources, and the implementation of these plans and decisions. The benefits of the research are to avoid risk to drinking water surrounding the Citarum river, and especially during the rainy season, analysis of relevant health and environmental aspects. The method used comparative studies of real world systems, modelling and simulation. Simulation together with improvement of computer-based tools and methods are carried out. The modelling cycle of setting up a verbal, mathematical model, reduction of the mathematical model, solving the equations, parameter sensitivity modelling, experimental design and parameter optimization are described. Another motivation for utilizing TQM in healthcare is the success that TQM has had in other service industries.
