Each program can be independently encoded or jointly encoded resulting thus in a more efficient way to distribute the available channel bandwidth. This paper presents a combined coding scheme for multi-program video transmission in which the channel capacity is distributed among the programs according to the program complexities. A complexity bit rate control algorithm based on the structural similarity index (SSIM) is proposed. SSIM metric is presented under the hypothesis that the human visual system (HSV) is very specialized in extracting structural information from a video sequence but not in extracting the errors. Thus, a measurement on structural distortion should give a better correlation to the subjective impression. The proposed method uses extrapolation technique with PSO (ePSO) for solving optimization problems. By considering the basics of the PSO algorithm, the current particle position is updated by extrapolating the global best particle position and the current particle positions in the search space. The position of the particles in each iteration is updated directly without using the velocity equation. The position equation is formulated with the global best (gbest) position, personal or local best position (pbest) and the current position of the particle. The proposed method is tested with a set of five standard optimization bench mark problems and the results are compared with those obtained through three PSO algorithms, the canonical PSO (cPSO), the global-local best PSO (GLBest-PSO) and the proposed ePSO method. The cPSO includes a time varying inertia weight (TVIW) and time varying acceleration coefficients (TVAC) while the GLBest PSO consists of global-local best inertia weight (GLBest 1W) with global-local best acceleration coefficient (GLBestAC). The simulation results clearly elucidate that the proposed method produces the near global optimal solution. It is also observed from the comparison of the proposed method with cPSO and GLBest-PSO, the ePSO is capable of producing a quality of optimal solution with faster convergence rate. To strengthen the comparison and prove the efficacy of the proposed method, analysis of variance and hypothesis t-test are also carried out. This design also supports the puncturing schemes defined in the above wireless standards. An area efficient VLSI design for trace back unit has been proposed in this paper. Synthesis results targeting FPGA and ASIC are included. It continuously tests the analog input signal and makes correction when necessary. The resulting digital equivalent of the analog input signal is continuously updated. The least significant bit (LSB) of this converter jumps up and down to track the analog input. The digital output therefore permanently jumps between two subsequent bits, Bn and Bn+1. To overcome the problem of instability in the digital output the 12-bit tracking ADC is modified by introducing the test bit B0. The test bit is designed to have a voltage equals to that of the LSB. It always sets or resets in tracking the analog value. Using this technique the digital output B1 to B12 of the converter is maintained stable. Since EEG signals contain a wealth of information about brain functions, there are many approaches in analyzing EEG signals with spectral techniques. In this study we have investigated the EEG background activity in Autism disorder using a number of frequency analysis techniques. We have used fast Fourier transform (FFT), short time Fourier transform (STFT) and STFT at bandwidth of total spectrum (we named its STFT-BW) for 19 channel is of EEG. Coefficients of the EEG in 10 Autism disorders and 7 age matched control subjects were measured. These coefficients were assessed with variance analysis. We find no significant different between Autism disorders and control subjects EEGs with STFT. On the other hand, Autism disorders had significantly difference FFT value (p<0.01) at electrodes FP1 and F3. STFT at bandwidth (STFT-BW) had excellent different. FP1, F3 and T5 with (p<0.01) and F7, T3 and O1 with (p<0.05) had significantly differences. Web browser is used by remote operator to control and monitor the devices via Internet and these applications are widely utilized in tele-operation, space exploration and tele-training systems. Such devices often have very limited CPU and memory resources and may not be able to run a complete TCP/IP protocol suite. This paper described an implementation of embedded Web server for a mobile robot using minimal TCP/IP stack. The minimal TCP/IP stack has to minimize the standard TCP/IP, in terms of code size and resources to be embedded into minimal systems such as small mobile robots. Increasing demands on productivity and quality with the increase in global competitiveness have necessitated development of sound predictive models and optimization strategies. This paper presents the modeling technique and prediction of cut edge quality for 2.5 mm Manganese Molybdenum pressure vessel plate by Hybrid Intelligence, namely, adaptive neuro-fuzzy inference system (ANFIS). The non-traditional laser machining, was used in the modeling investigation as this machining process requires controlling of more than seven critical parameters and to date, no researchers has used ANFIS to model this exact phenomenon. The modeling technique has been successfully developed to predict the cut edge quality with excellent degree of accuracy. Being vector quantization is lossy compression technique, the quality of the decompressed images is degraded. In order to achieve trade off between quality of compression along with good compression ratio, the vector quantizer must be designed optimally. In this paper, we have designed an enhanced vector quantizer (codebook) by selective training of self-organized feature maps network with different images for quality improvement. The performance is analyzed using various quality measures along with conventionally used PSNR. The vector quantizer is designed for different color spaces such as RGB, HSI, HSV, YCbCr and performance is tested for quality determination.
