During the past decades, the EU attempted to develop a comprehensive energy policy based on three pillars – competitiveness and internal market principles, security of supply, sustainability and environmental protection. Starting in the 1990s, liberalization efforts dominated the electricity and natural gas markets. It did not take long for energy security and environmental protection to gain attention. Enlargement of the European Union and occasional problems with external suppliers prompted new measures regarding the security of supply, while a growing body of legislation is also present in the field of environmental protection. The three objectives of the EU energy policy are not always complementary, and some tension and even confliction between them can’t be excluded. Although the European Union and its institutions attempt to embrace all three pillars under the sustainability umbrella, this hasn’t brought a desirable outcome yet. With the skillful, lightning-fast and daring engagement of its military forces and special services, Russia captured and established itself in Crimea in a short time, to the surprise not only of official Kyiv, but also of the entire international public. By taking place on European soil and mainly between Russia and Ukraine, it really indirectly affects several countries united in two important entities, the European Union and NATO. In this paper, we will deal with the analysis of the impact of the war in Ukraine on the countries of the Western Balkans, which are in a significant geopolitical position and have developed relations with Russia in the fields of foreign policy, security, and energy. The work aims to contribute to the understanding of the implications that are happening and that may arise in the domain of internal and foreign policy of the Western Balkan countries, and especially regional relations, as a consequence of the war in Ukraine. In the first part of the paper, attention is paid to a theoretical explanation of war and realism in international relations which could be implied to this war. Popović","doi":"10.22182/pnb.2322022.1","DOIUrl":"https://doi.org/10.22182/pnb.2322022.1","url":null,"abstract":"The People’s Republic of China’s (PRC, China) unflinching stance throughout the ongoing Russian-Ukraine conflict has raised many eyebrows and provoked diverse reactions. The lingering question in different quarters is why China acts as it does and with what intentions. Once again, one troubling international turmoil was laid at the Chinese doorstep, almost turning into “China’s dilemma”. The starting assumption is that PRC’s conduct shows an unswerving strategic orientation toward “building a community with a shared future for mankind” (建设人类命运共同体) through persistent diplomatization. Diplomatization is a distinct process of containing grave security problems by making them a matter of diplomacy. Current analysis falsifies this starting proposition through conceptual inquiry into key actions and documents in China’s diplomatic and political relations with Ukraine in the period from the establishment of the strategic partnership in 2011 up to the head-start of diplomatization of the convoluted Russia-Ukraine conflict by the Global Security Initiative in April 2022. A strong diplomatization pattern is found, showing that China’s stand regarding the Russia-Ukraine conflict is a case of diplomatized security concerns as a trigger for the head-started diplomatization of global security. China consistently pursued conceptualization and persuasion to dispel insecurities and contain warfare and ensuing global disturbances through conversation and deliberation focused on boosting major joint leaps for transforming obsolete modes of governance structures to becoming aligned to the manifest direction of epochal change. The Chechen presence in the conflict has nourished the jihadist propaganda in the Russian language and created a debate in the Russian North Caucasus and among the Russian Muslim umma (community) regarding the legitimacy of fighting with or against the Russian Federation. Some of the fighters subsequently decide, for one reason or another, to repatriate back to Europe. This creates a security dilemma for many states that need to be addressed. The goal of this paper is to identify the best strategies for dealing with foreign fighters and their relatives. In order to achieve this, the paper examines how individual countries around the world have dealt with the repatriation of foreign fighters and their families and how they have followed up with their reintegration into society. The study found that few countries choose to let ex-combatants return and not persecute them. Teplov","doi":"10.22182/pnb.specijal2022.10","DOIUrl":"https://doi.org/10.22182/pnb.specijal2022.10","url":null,"abstract":"Numerous terrorist attacks, mass shootings, war crimes and less brutal instances of deviant behaviour such as commitment to radical Islamism or hatred against other nations often tend to be the manifestation of one of the last stages of radicalization. There is no single scenario, according to which radicalization proceeds. Absolutely different reasons can encourage a person to renounce normal values and accept the idea that the world can and should be fundamentally changed, sometimes even by force and violence. This is the main reason why OSCE adopted a “Whole-of-Society” approach to counter radicalization and its brutal results throughout the OSCE area. The adopted strategy is highly comprehensive and tackles not only different aspects of radicalization (e.g. gender, war, post-conflict, etc.) but also numerous institutions (e.g. families, churches, mosques, schools, scholars, etc.) that can detect and prevent radicalization of a person and integrate him or her back into the society. This article provides an analysis of OSCE efforts in this field by studying OSCE reports on extremism and radicalization and evaluating achieved outcomes. It finds out that despite being highly inclusive and all-pervasive with various successful instances in different regions, a bulk of member states do not have a platform that would facilitate communication between all actors involved to provide early warning and rehabilitate radicals. Efforts to develop a comprehensive framework are too costly, leading to limited projects and initiatives. Inasmuch as people are driven by fear and grievances during uneasy times, it can often open doors to populism and demagogy as tools for power seeking groups – an unfortunate reality from the last century. Such political strategies have nowadays taken new shapes in the age of social medias, and due to the series of ongoing crises the European Union is facing, it can have far reaching consequences if it follows the current tendencies present in its member states. The aim of this paper is to observe on a case study of Slovakia, how such far-right tendencies can achieve a representative breaking point from marginal extremist groups into the mainstream political discourse. Accordingly, an ontological approach is adopted in order to assess how either a refugee crisis, a pandemic or a war at the border represents influential factors under which fear and grievances are shaped by the local political elites during the last two decades.
