This regulatory gridlock is due to resistance from current institutional framework, decision making political economy, and misconception of commons. Industrial, Scientific and Medical (ISM) applications, International Telecommunication Union (ITU) primary allocation for mobile service in the 5 GHz for the implementation of WLAN applications, and operation of Cognitive Radio Systems (CRS) in the TV white spaces have initiated changes to the current framework. The driving forces for CRS deployment are ITU indirect support, pressure on regulators to face the growth in data demand, and benefits to the industry. On the other hand, the undermining forces are the ITU concerns, regulators' constrains, broadcasting deployment, and manufacturing issues. This paper argues that the CRS trigger has initiated a new wave of changes within the current spectrum management framework towards spectrum commons where DSA is enabled in other services' spectrum bands rather than broadcasting. The new spectrum management paradigm would accommodate a new kind of secondary operators that deploy CRS to dynamically access the licensees' spectrum. However, it would be difficult for this new paradigm to evolve towards the spectrum commons paradigm. The spectrum regulators are preparing for flexible spectrum use and the implementation of new technologies. To make the appropriate decisions, the regulators need to identify and evaluate the different alternatives. In this paper, we examine a systematic classification of the spectrum access models that can be used together with suitable auctions in order to evaluate and decide between the different models. The basic idea of the taxonomy is to distinguish the different forms of spectrum sharing. For example, multiple systems may coexist in the same frequency band so that the low priority systems may transmit only if the high priority systems are not occupying the band. The hierarchy of the systems can be implemented by using a variety of technologies like centralized databases or distributed sensing devices. The taxonomy clarifies the regulatory alternatives and highlights the differences in ownership and usage rights. The issues of how to utilize sparse frequency spectrum and limited energy resource pose challenges to the design of sensing and power allocation strategies that affect both throughput and energy consumption. In this paper, we first construct an utility function that incorporates throughput as reward and energy consumption as cost for a time slotted multi-channel cognitive radio network. An optimization problem to maximize the utility function is formulated involving optimization of both sensing parameters (sensing duration and local test threshold) and power allocation strategy. The problem is non-convex, however, we decouple it into two separate convex problems and propose an iterative algorithm to obtain a suboptimal solution. Within this use case, there has been much discussion on which enabling technology would be appropriate to allow secondary use of the TV band. There seems to be a growing consensus that a geolocation database can successfully enable White Space Devices (WSDs) to make use of the TVWS without harmfully interfering with incumbent services, even though many issues still need to be resolved. Regulators across the globe have also been showing a preference towards this type of cognitive enabler for use in the TVWS-case. This paper argues that both the technology and the use case chosen for CR are firmly interlinked, but that other use cases and applications than TVWS exist where a geolocation database can be of use. It therefore sets out to identify distinct categories of wireless applications and match them with the appropriate geolocation database requirements, from the assumption that these may highly diverge from current database conceptions. In order to do so, a classification of database requirements, based on essential characteristics, will first be constructed. In a following section, the resulting framework of database- and corresponding application requirements will be applied to two use cases; broadband through TVWS and a wireless conferencing system. This paper aims to fill this gap by proposing a universal taxonomy of CR applications. Based on a thorough review of existing literature we offer a conceptual proposal of universal CR taxonomy made of two classification planes that use respectively the application utility and technological factors to describe the hierarchical branching. The two complementary schemes are suggested to accommodate all the many CR applications proposed today, and can be easily expanded in the future to incorporate any newly proposed applications. DD spectrum represents total of TVWhite Space (TVWS) and the released spectrum in our paper. Since spectrum measurement is the most effective method to evaluate the capacity, we use measured TV UHF band data from 470 MHz to 798 MHz from diverse locations to acquire a quantitative DD capacity. Our results confirm the existence of at most 168 MHz DD capacity in urban areas which will provide good opportunities for Dynamic Spectrum Access (DSA) applications. We observe that during the transition period introducing DTT to rural areas tends to provide less spectrum compared with purely ATT broadcasting. Hence, rural areas have less DD capacity compared with urban areas, which totally contradicts previous measurement findings. Our data validates the practicality of fixed power level threshold rules for idle TV channel detection. We find field strength is another threshold choice for determining TV channel states. Frequency hopping (FH) provides an effective method for rendezvousing without relying on a predetermined control channel. FH rendezvous protocols have mainly targeted pairwise rendezvous, using fixed (non-adaptive) FH sequences and assuming a homogeneous spectrum environment, i.e., all nodes perceive the same spectrum opportunities. In this paper, we address these limitations by developing three multicast rendezvous algorithms: AMQFH, CMQFH, and nested-CMQFH. The three algorithms are intended for asynchronous spectrum-heterogeneous DSA networks. They provide different tradeoffs between speed and robustness to node compromise. We use the uniform k-arbiter and the Chinese remainder theorem (CRT) quorum systems to design our multicast rendezvous algorithms. We also design two “optimal” channel ordering mechanisms for channel sensing and assignment, one for AMQFH and the other for CMQFH and nested-CMQFH. Finally, we develop a proactive out-of-band sensing based dynamic FH (DFH) algorithm for online adaptation of the FH sequences used in the proposed rendezvous algorithms.
