The city of Surabaya, with a population of 2,893,698 people, certainly faces various dynamics of population administration problems that require the government to be able to overcome these problems effectively and efficiently through the e- Government system. One of them is by launching a Digital Population Identity application which contains KTPs and Family Cards with a centralized system under the auspices of the Ministry of Home Affairs starting in 2023. The aim of this research is to determine efforts to optimize IKD activation services in supporting the digital transformation of population administration in Kalisari Village. City of Surabaya. In this research, the author used a qualitative method with a descriptive approach model and utilized primary data obtained from observations, interviews and documentation directly at the research location. Meanwhile, secondary data was obtained through literature studies by searching for references in the form of books, scientific articles, data graphs, and previous research. The Provincial Regional Government as the provincial government administrator can provide social assistance and grants based on Minister of Home Affairs Regulation Number 32 of 2011 (Permendagri Number 32 of 2011) concerning Guidelines for Providing Grants and Social Assistance sourced from the APBD. The People's Welfare Bureau is a distributor of grant aid for institutions or agencies that have applied. However, in real terms, there are still several related institutions or agencies that are still having problems in their administrative processes. The research method used is a qualitative method which aims to determine the role of the Eastern People's Welfare Bureau for national development in Indonesia, especially the construction of selected places of worship and completing procedures in accordance with the existing system. By using indicators of the characteristics of providing social assistance as stated in East Java Governor Regulation No. 44 of 2021 article 30, namely: selective, meeting the requirements for aid recipients and being temporary and not continuous, unless in certain circumstances it can be sustainable, and in accordance with the intended use. In this research, the research method chosen is the library method. This means that the research is focused on reviewing and analyzing literature relevant to the research topic, namely a critical review of interpersonal communication theory and its implications for social relationships in the digital era. This research results in this critical review confirming that interpersonal communication theory remains relevant in the digital era, but must undergo adjustments to be able to face the reality of continuously developing social relationships. Population administration services are one form of government public services with implementation at the village office in population administration services. The presence of the Klampid New Generation application is to assist the community in submitting population administration applications, one of which is the transfer service. In reality, several problems were found in population administration services. The existence of this research aims to analyze the quality of service of population transfer documents in Pacarkeling Village, Surabaya City using descriptive qualitative research methods with data analysis techniques referring to the Miles and Huberman model, namely analyzing data, namely data reduction, data presentation, and conclusion drawing and data collection techniques through interviews, documentation, observation, and literature study. This research uses five dimensions of public service quality theory according to Parasuraman, Zeithaml, and Berry, namely 1) Tangible, 2) Reliability, 3) Responsiveness, 4) Assurance, and 5) Empathy. The quality of teachers needs attention because it determines the quality of the teaching and learning process. This research aims to create a system that is able to classify performance as Very Good, Good, and Fair as seen from Pedagogical Competency, Personality Competency, Social Competency, Professional Competency using Naive Bayes Classifier calculations. Implementation of the Naive Bayes Classifier classification using numerical calculations. Based on a dataset divided into 80 training data and 20 testing data, the final test calculation achieved an accuracy level of 85% with precision results of 60% then recall of 57.14%. After carrying out calculations and obtaining test results, they will be distributed into the system using PHP and MySQL which are designed to carry out teacher performance assessment classifications. The prediction results obtained from the system are consistent with the results of manual calculations. In the implementation of the waste management program in Kemantren Village it has not been effective and efficient so an evaluation of this program is needed. This research aims to evaluate the household waste management program in Kemantren Village, Tulangan District, Sidoarjo Regency. The type of research is descriptive qualitative by collecting data using observation and interview techniques. This research uses a program suitability model by David Korten. The results of the research show that the problem of household waste in Kemantren Village has not been resolved optimally, so a household waste management program has been implemented since 2018 by the village government.
