In addition, it provides a research agenda for the e-service delivery of OGD.\u0000\u0000\u0000Design/methodology/approach\u0000A literature review pertaining to e-service quality with special reference to e-government was delivered to deduce the key dimensions of e-service quality for OGD.\u0000\u0000\u0000Findings\u0000Five e-service quality dimensions of OGD are identified in the study; website design, fulfilment, service provision to the user while interfacing with the OGD Web portal, service provision to the user during and after the value-creation and innovation period and security/privacy. To further OGD re-use for value creation and innovation, it is important that the e-service quality dimensions are built into all OGD programmes by public authorities.\u0000\u0000\u0000Originality/value\u0000Hitherto, extant research has focused on the data quality dimensions of OGD, but the dimensions linked with e-service have not been explored. These methods waste patient and hospital resources. The purpose of this study is to evaluate the traditional deficiency management system and determine the requirements of an electronic deficiency management system in settings that currently use paper records alongside electronic hospital information systems.\u0000\u0000\u0000Design/methodology/approach\u0000This mixed-method study was performed in three phases. First, the traditional process of medical records deficiency management was qualitatively evaluated. Second, the accuracy of identifying deficiencies by the traditional and redesigned checklists was compared. Third, the requirements for an electronic deficiency management system were discussed in focus group sessions.\u0000\u0000\u0000Findings\u0000Problems in the traditional system include inadequate guidelines, incomplete procedures for evaluating sheets and subsequent delays in activities. Problems also included the omission of some vital data elements and a lack of feedback about the documentation deficiencies of each documenter. There was a significant difference between the mean number of deficiencies identified by traditional and redesigned checklists (p < 0.0001). The authors proposed an electronic deficiency management system based on redesigned checklists with improved functionalities such as discriminating deficiencies based on the documenter’s role, providing systematic feedback and generating automatic reports.\u0000\u0000\u0000Originality/value\u0000Previous studies only examined the positive effect of audit and feedback methods to enhance the documentation of data elements in electronic and paper medical records. The authors propose an electronic deficiency management system for medical records to solve those problems. This study aims to assess human resource capabilities in supporting digital records preservation in Tanzania, with special reference to the Records and Archives Management Department (RAMD) and Registration, Insolvency and Trusteeship Agency (RITA).\u0000\u0000\u0000Design/methodology/approach\u0000This study employed a descriptive case study design with multiple cases to generate insights into the topic under inquiry. Simple random and purposive sampling methods were used to select study respondents. Data were collected using questionnaires, interviews and documentary review. Qualitative data collected were subjected to content analysis, whereas quantitative data were analysed using international business machine-corporation-statistical packages and service solution.\u0000\u0000\u0000Findings\u0000RAMD and RITA have minimal human resource capabilities, as they contend with a shortage of qualified staff and technical personnel for digital records preservation. The shortage of funds, lack of management commitment to preserving digital records, lack of staff awareness on digital records preservation and inadequate participation of records practitioners in digital records preservation emerged as pressing challenges the two agencies contended with.\u0000\u0000\u0000Practical implications\u0000This study’s recommendations include finding alternative sources of funding, employing digital records specialists and provision of training on digital records preservation. Corujo, Maria Miguel Duque Perdigão","doi":"10.1108/rmj-06-2022-0014","DOIUrl":"https://doi.org/10.1108/rmj-06-2022-0014","url":null,"abstract":"Purpose\u0000This study aims to examine the archives’ role in Portuguese public policies from 1976 to 2021, based on an analysis of decision-making and support mechanisms, as well as other legal and normative instruments (diplomas) associated with relevant policies and legal actions in government programs, major planning options, sectoral programs and legislation.\u0000\u0000\u0000Design/methodology/approach\u0000The investigation was based on a qualitative methodological framework that follows the document analysis method, consisting of four phases: research; first reading; critical reading and data collection; and analysis and interpretation.\u0000\u0000\u0000Findings\u0000Survey results identified the presence of the archives on government agendas and supported tracing an evolution in the development and application of measures in this area. Additionally, it was possible to relate these measures to socioeconomic and political contexts and to previously identified reference studies. Patient safety is a vital component of an established patient safety culture (PSC).\u0000\u0000\u0000Design/methodology/approach\u0000This study was conducted among nurses who also work as patient safety champions/link nurses from hospitals in Central Malé area, in the Maldives, by using focus group discussions. A purposive sampling technique was adopted, and five nurses from each hospital participated in the discussion.\u0000\u0000\u0000Findings\u0000Key findings included poor usability of EHRs; importance of training to use EHRs; and importance of information sharing.\u0000\u0000\u0000Research limitations/implications\u0000The implications for positive social change include establishing an EHR, which has the capacity to collaborate with the National Health Information Network while providing access to every patient in the Maldives.\u0000\u0000\u0000Practical implications\u0000EHR systems can help in collaboration among health-care professionals resulting in better patient outcomes which can contribute to establishing a PSC. Most of the patient documentation is done as paperwork in this clinical area; EHRs can contribute to minimizing paperwork and contributing quality time for better patient care. Out of a population of 177, the study targeted a sample size of 123 respondents. Using proportionate random sampling, data were obtained from 104 usable questionnaires. The researchers applied Statistical Package for Social Scientists (SPSS) to test all the four hypotheses. The results are presented in terms of hierarchical regression analysis models.\u0000\u0000\u0000Findings\u0000Records creation, records maintenance and records disposal are significant predictors of administrative staff performance in chartered private universities in Uganda.\u0000\u0000\u0000Practical implications\u0000This study is relevant to heads of private universities, as it will guide them to set up and implement records management policies and practices, which are relevant for improving staff performance at work. They will be able to closely adhere to efforts that imply appropriate management of records to promote decision-making, cost reduction and information processing. Data was collected at three study sites, namely, Mzuzu University, Malawi University of Science and Technology and the Malawi University of Business and Applied Sciences. A purposive sample of three officers per institution (and nine in total) comprising executive officers, deputy university registrar, records clerk, information and communication technology (ICT) directors and ICT manager was attained. The researcher personally conducted the interviews with the research subjects with the aid of interview guides. Observations were also done, whose findings were recorded in the observation protocols. The data collected was transcribed in MS Word, coded and analysed thematically.\u0000\u0000\u0000Findings\u0000This study concluded that e-records are at high risk in public universities in Malawi. Irrespective of this situation, this study found that there were some areas for e-records to potentially thrive in public universities in Malawi.\u0000\u0000\u0000Research limitations/implications\u0000This study covers three of the six public universities in Malawi. Although public universities in Malawi have similar governance structures, there are some noticeable differences that distinguish one institution from the other. It is, therefore, possible that findings made in this study may not completely represent the prevailing situation in all public universities.\u0000\u0000\u0000Originality/value\u0000Studies of this nature have not been done before in public universities in Malawi. There exists a paucity of theory-driven research addressing how information technology vis-à-vis electronic health records (EHR) may supply a managerial mechanism for increasing bottom-line hospital performance, thereby attaining competitive advantage.\u0000\u0000\u0000Design/methodology/approach\u0000A systematic interdisciplinary literature review motivated by resource advantage theory (RAT) offers a conceptual foundation for analyzing the financial, informational and physical workflows that are core elements of supply chain management in a hospital.\u0000\u0000\u0000Findings\u0000RAT links how EHR impacts profitability, competitive advantage and macromarketing factors in hospital supply chains. The literature review provides a research synthesis of the implementation and adoption of EHR to reveal its impact on a hospital’s competitive advantage. It set out to establish to what extent digital preservation policies have been implemented in South Africa’s public sector, to determine the related skills and competency of public sector staff, and to make any necessary recommendations of the basis of the results.\u0000\u0000\u0000Design/methodology/approach\u0000A content review of Southern Africa literature dealing with the preservation of digital records, its importance and related factors over the past 20 years was conducted.\u0000\u0000\u0000Findings\u0000The current state of preservation of South African digital records suggests serious consequences of existing knowledge and training gaps. Addressing those gaps may provide the knowledge needed to support new ways of working. Records management professionals in the South African public sector at the national department level are currently ill-equipped to adequately preserve digital records. This complicates the application of tools offered by the information and communication technologies that have resulted in increased creation of digital records.\u0000\u0000\u0000Research limitations/implications\u0000The study was limited to only the public sector of South Africa.\u0000\u0000\u0000Practical implications\u0000The study makes practical implications concerning the policy framework for improving the state of digital preservation in South Africa so as to ensure long-term preservation of digital records. For instance, government departments are recommended to formulate and implement in-house policy frameworks, guidelines and plans that address digital preservation of records.\u0000\u0000\u0000Social implications\u0000Sufficient funding and resource allocation ought to be provided to advance electronic records management programmes.
