Often, there is a need to combine several frameworks together. However, it is challenging for quality managers of IT service provider organizations to get a big picture on which frameworks should be used to govern services in addition to IT Infrastructure Library (ITIL) and how these other frameworks supplement the core IT service management (ITSM) processes. This paper discusses the current trends and challenges of IT service management from IT service provider organizations' perspective. The research problem of this study is: What is the role of IT service management and IT service governance within IT governance? The main contribution of this paper is to present results of case study with five IT service provider organizations. It includes two types of trips: first level trips serving from one of the central distribution centers to a set of regional distribution centers, which are to be located, and second trips supplying end customers from these regional distribution centers. The design of the distribution network of a “COD” company in urban areas is a relatively new research direction which can be modeled as a two-echelon location routing problem (2E-LRP). A simulated annealing (SA) algorithm efficiently combining the sub-problems is presented. Experimental results are reported for 30 2E-LRP instances from Prodhon's benchmarks. In a comparison with three recently published metaheuristics, only one (ALNS) does better. Structural knowledge is represented by ontology and formalized by OWL, resulting in well-defined semantics. Rule knowledge is represented in SWRL, a rule language based on OWL. In addition, rule knowledge is aquired by LCNN and rulex. It bulid revenue model through simplifying the model of cooperation between 3PL and 4PL in Wang nan's paper, using supply and demand relation under conditions of modern market economy, and demonstrate the feasibility in of Taobao's implementation of 4PL. {"title":"Impacts of carbon emission policies on the supply chain based on system dynamics","authors":"J. This paper builds a supply chain (two-echelon supply chain, one producer and one retailer) carbon emissions model based on the theory of System Dynamics. We introduce the carbon emission polices of carbon caps and carbon trading into the model, and observe the impacts of the changes of policies on the supply chain under several different scenarios. The results show that only the carbon caps policy is set reasonably, can prompt supply chain to reduce carbon emissions, and also realize the increase of total profits at the same time. In the model of carbon trading policy, the supply chain will make different decisions when the carbon-trading price changes.
