For the effective usage of this information viewer responses and transmission of corresponding messages are necessary. The interest of information sources in return channels is pointed out. The importance of the study is related to the construction of new interactive TV systems having hundreds of thousands of return narrow-band digital channels connecting TV viewers and TV data users with sources of information. It is reported that up to now the tendency to use cable TV and telephony for these purposes has dominated. A new complex approach to interactive TV systems construction, taking into account the potentialities of cable TV, telephone networks, cellular networks, low orbital satellite systems, etc., is proposed. The possibility of using receiving antennas as transmitting ones while providing TV viewers with low power digital radio transmitters as elements of TV sets and mobile radio tranceivers is also stressed. Zvonar","doi":"10.1109/ICSC.1994.523106","DOIUrl":"https://doi.org/10.1109/ICSC.1994.523106","url":null,"abstract":"The ELECON-STIR multipurpose satellite system is developed to solve the following tasks: to track mobile transport vehicles, including maritime vessels; to monitor a consignment integrity; and to provide telecommunications services. To control a transport vehicle by the ELECON-STIR system, an automatic radio beacon with autonomous power supply is installed. On-ground stations of the Regional Control Center defines the plane coordinates of the transport vehicle using data acquired from the radio beacon through the satellite. These data in connection with the timing scale and container's identification (ID) are transmitted to the Traffic Control Center (TCC). Data transmitted to the TCC are organised and distributed to the appropriate sectors and directions. To check the container integrity, a radio beacon and container integrity registration sensors are installed in the container. The system will provide operations for both existing customers and new customers having advanced equipment. TSK is to perform the following tasks: definition of the location of an unlimited number of mobile customers in any region of the globe independently of weather; maritime vehicles and aeroplanes location definition in an emergency; support the ELECON-STIR system: consignment monitoring and traffic control. The orbital constellation consists of seven satellites which are located within seven orbital planes equally distributed along the equator in longitude (circular orbit height is about 1,000 km; orbit inclination is 83 ang. degrees). The ground switching system is based on special radiocommunication, radiorelay and optical-fiber communications lines and locking elements, and is development for switching computers and local computer networks. Geostationary satellites and low-earth orbit satellite systems are introduced into the data system combinations. These systems are: Potok-1 (GEO), Kupon (GEO), Courier (LEO). The key element of the low noise amplifier is an AlGaAs-GaAs HEMT with a 0.3 /spl mu/m gate length and a gate width of 60 /spl mu/m, that was designed and manufactured in SRI \"Pulsar\" technology. The HEMT has shown a minimum noise figure of 1.7 dB and an associated gain of 4.0 dB at 37 GHz. These additional signals can be graphic and facsimile information and can be received in every point within TV broadcasting coverage areas in this country and abroad by ordinary TV sets or simplified receivers. Data transmission through such TV channels make it possible not only to save expensive and deficient telephone channels, but also to speed up data provision for remote and inaccessible regions. Tests of this new and original system (teleinform), developed by the Radio Research Institute of the RF Ministry of Communications, proved its advantages while transmitting information to places where Russian TV programs are available. An interesting project entitled SAPS (Solar Activity Patrol System), developed by the Space Research Institute of The RF Academy of Sciences, can play an exceptionally important role in the implementation of the Solar Ecological Security Programme. The solar storm warning signals, generated by SAPS and included in the above described information system, besides its main humanitarian and economic function substantially improve commercial characteristics of the system.
