The authors define all basic concepts used in the implementation of crypto-currency technologies, study the existing experience of regulation of the Blockchain system in certain foreign countries, as well as elements of responsibility and taxation of transactions and revenues received through Blockchain technologies. The aim: to study all the main elements of the Blockchain system in terms of modern legal approaches of the Russian Federation, as well as the basis of its legal regulation in world practice. Methods: formal-logical, comparative-legal (comparative), analysis, sociological. Results: Currently, the Blockchain system is actively developing both in general and in its individual directions. It is important to understand that attitudes towards this system are becoming increasingly positive in society, despite existing problems. The most promising, according to the authors, is the issue of production tokens with due legal formalization, as it is this form of the issue of crypto that solves the tasks of developing the economy of the state by means of attracting the necessary funds for the implementation of any project. At present, there is a need to develop common approaches and adopt international acts defining the foundations of the legal status and regime of circulation of crypto and the implementation of the Blockchain system, both at the national and international levels, which allow to ensure the proper level of security, both for States and for participants in these processes. Undoubtedly, in the future, certain registration of Blockchain projects will be required, which will ensure a proper level of transparency and as a consequence of the legality of these projects. A digital economy renders special importance to the issue of education, since a regular upgrade of electronic programmes and introduction of new gadgets demands that personnel have special skills and experience. The constantly changing economic environment demands that heads of organizations pick their employees more meticulously, meaning hiring A-rate professionals capable of adjusting to work in the constantly changing environment. Today supply and demand on the labour market are equally high. Workers are now more demanding of their employers than ever making corporate benefits programmes more important than before. The goal of introducing a benefits package in a company is its higher competitiveness among peer companies and, as a consequence, attraction of highly qualified personnel. Besides that, benefits plans can also include different types of educational programmes, training programmes and such. Entrepreneurs from all over the world see a benefits package as one of the most efficient ways to motivate their employees to work better. Russian businessmen, working in an economic model aimed primarily at tax collection to the budget see the benefits package as a way to reduce the taxation base for the profit tax. The objective of the paper is to develop technical task pattern for PIMS of LISP projects with the emphasis on launching models and appropriate selection procedure for participatory projects that are to obtain the interbudgetary transfer in the form of grant. The article gives more accurate definition of the term “participatory project” in the area under study. The study demonstrates the best examples of IT use during the launch and selection of regional participatory projects. The paper sets out the key requirements to the participatory projects data management system. The subject of this study, along with information policy, is its legislative regulation – the impact on information policy with the help of laws. Such an impact is exercised both by special entities that adopt laws (federal legislative bodies, legislative bodies of entities and municipal entities), and by entities that enforce them. The objects of legislative regulation are citizens, their groups and society itself. Legislative regulation of the information policy is carried out in two ways – direct (by establishing legal rules and observing the rule of law in society) and indirect (through the activities of executive authorities, which is also based on law). One of the ways to accelerate the development of agricultural production is the extensive commissioning of unused agricultural land. A project has been approved in Penza region providing for the introduction of 181 thousand hectares of such land plots for the period of 2017-2020. To control the project performance in a monitoring mode, it is recommended to use unmanned aerial vehicles (UAVs). Due to the objective difficulties facing regional agricultural producers, primarily the lack of financial resources, it is recommended to use public resources in the form of grants, subsidies, private-state investments to create UAV stations. According to the results of the research, it was concluded that Industry 4.0 brings great opportunities for innovative manufacturers, system suppliers, and entire regions. But, as in the previous modernization stages, Industry 4.0 also poses a serious threat to companies and regions that are not keeping pace with modern challenges. The authors assume that problems are steadily reproduced and are of a general nature. The most important of these ones relate to a lack of interoperability and institutional resistance against implementation of the healthcare information systems by healthcare providers. This article also indicates that implementation of the healthcare information systems can lead not to enhancing but to decreasing the effectiveness of medical care providers work. The authors uses the reinforcement theory by K. Kraemer and J. King as an explaining scheme. This theory claims that the main impact of IT application has been to reinforce existing structures of authority and power in organizations and D. Collingridge’s model under which there is a tendency in ambitious projects to highly centralized decision making, dominated by large organizations, which are able to exclude many legitimate stakeholders, particularly, end-users. The context of digital economy and digital technologies development in Russia is considered on the basis of the report by Freedom House.
