E-government processes are started forming in many countries to provide better public service, faster government function and easier collaboration between government agencies. E-government project are carried out by almost all countries in the world however some are in advanced level and some are still in struggling stages. The objective of this research is to study situation of Singapore and Myanmar e-government regulatory body. By studying the situation of Myanmar e-government process and future master plan, the study is to find out strength, weakness, opportunities and threat of regulatory body in e-government process of Myanmar. The reason we choose Singapore is to study lesson learned from Singapore success stories Singapore is considered having successful e-government and receiving high rank from major e-government organizations. The method of study is using the secondary data from United Nation’s e-government survey, academic publications of Singapore e-government and focus group interview with stakeholders of Myanmar e-government. Study found that the role although the national level e-government authority was proposed to setup in Myanmar, there are some challenges and difficulties to establish that committee in terms of human resource, leadership support, budgetary issue, regional and federal government power sharing. We focus on the case of Italy, where all levels of government, along with a number of public institutions, are involved in procurement and are subject to the same EU regulation. We find that i) municipalities and utilities, which currently award the largest shares of contracts, perform worse than all other institutional categories; and ii) decentralization implies lower performance only when it comes with weak competences of procurement officials. Analysts from a wide variety of perspectives make this presumption. We contest this presumption. In this paper, we ask whether rule of law is an equilibrium in the absence of private ordering. To address this question, we rely on the what-is-law model of Hadfield and Weingast (2012). Most legal theory has asserted that legal attributes are characteristic of legal orders, such as generality, clarity and neutrality. In contrast, we show that they can be derived from a minimal normative premise about what constitutes law in a setting where all enforcement is decentralized and private. That premise is that anything we want to productively define as law must, at a minimum, have the capacity deliberately to adapt the content of the rules without disrupting equilibrium. We then consider whether a regime that has the capacity deliberately to adapt the content of rules but is not dependent on private enforcement must implement the rule of law in order to secure equilibrium. We argue that it does not. Even as a relatively prosperous locale in China, Zouping County is not spared from budgetary pressures. Public organizations must “self-finance” — that is, generate a portion of their own incomes and staff benefits. How do they go about self-financing? Are they free to generate revenue in any manner? Or is their self-financing behavior regulated by certain rules, and if so, which rules? My investigation finds that strategies of administrative self-financing in local China are bound by rules, specifically rules made by an intersecting matrix of vertical and horizontal authorities within the state. High quality official data from the Survey on Equipment and Use of Information and Communication Technologies in Households (ICT-H) of the National Institute of Statistics are used. The dataset is a cross section of 16,209 individuals for 2016. Theoretical demand models, grounded in a standard neoclassical utility maximization framework, are adapted to these services. Logistic regression techniques allow quantifying the impact of the socioeconomic characteristics of the individual on the adoption of each service. The resulting models are statistically significant and with a high predictive power. Age, education and levels of internet and computer skills are all significant in explaining the adoption of any of the three services; as are gender and income, but just for eCommerce and eBanking. Interestingly, the level of trust in internet is only significant to explain participation in eCommerce. Multiple factors explain how administrative justice has come to occupy a particular place in French administrative law. Administrative justice has not only settled disputes between administration and private persons, but as well, built the French administrative law. One of the main tasks during 19th and 20th century consisted in strengthen the independence from the executive branch and the efficiency in order to satisfy the idea of good justice. Many reforms have been led since the 1990’s. That is why we propose to depict the French system and evaluate the activity of French administrative justice concerning the judicial organization, its jurisdiction and the remedies before the administrative judge. During that time the City has had five different mayors, hosted the Winter Olympics, and expanded the C-Train from 25 platforms to 45. Calgary’s Metropolitan Area has grown too, with Airdrie, Chestermere, Okotoks and Cochrane growing into full-fledged cities, ripe with inter-urban commuters.* And with changes to provincial legislation in the mid-’90s, rural Rocky View County and the Municipal District of Foothills are now real competitors for residential, commercial and industrial development that in the past would have been considered urban. In this metropolitan system, where people live, their household structure, and their place of work informs the services they need to conduct their daily lives, and directly impacts the spatial character of the City and the broader region. In sum, Metropolitan Calgary is increasingly complex. Calgary and the broader metropolitan area will continue to grow, even with the current economic slowdown. Frictions within Calgary, between the various municipalities in the metropolitan area, and the priorities of other local authorities (such as the School Boards and Alberta Health Services) will continue to impact the agendas of local politicians and their ability to answer to the needs of their residents. How resources – whether it is hard infrastructure, affordable housing, classrooms, or hospital beds – are allocated over space and how these resources are funded, directly impacts these relationships. This technical paper provides my perspective as an urban economist on the efficient allocation of resources within a metropolitan system in general, with reference to Calgary where appropriate, and serves as a companion to the previously released “Reflections on Calgary’s Spatial Structure: An Urban Economists Critique of Municipal Planning in Calgary.” It is hoped that the concepts reviewed herein effectively expand upon and supplement the discussion in the former paper. The urban economic perspective adopted in this paper is itself not inconsistent with the public economics perspective but it pays more attention to space, and metropolitan transportation and land use policy, and less to tax policy and intergovernmental fiscal arrangements.
