The circular economy as a significantly different model is focused not only on reducing the consumption of natural resources, but also on using them more efficiently in the longer term, recycling and reduction of waste, which generally makes it possible to achieve the Sustainable Development Goals. The most developed countries of the world and the EU Member States have already gained the necessary experience in applying the basic principles of circular economics, which allow not only to improve the environmental situation but also ensure high economic efficiency in implementing measures at interrelated levels (national, corporate, personal). Ukraine develops strategies for broader implementation of the circular economy principles, while lagging behind other countries. It was stated that for a long time in Ukraine there have been numerous cases of illegal pressure on business caused by certain officials of these government agencies and resulting in material and moral damage to citizens and violation of their rights and legitimate interests. The current legislation of Ukraine provides the possibility of restoring violated rights, compensation for damages and bringing to justice officials of state bodies. In the course of the study, three most acceptable adaptation options were formed: passive, active and dynamic. The choice of one of the adaptation options occurs in accordance with the results of assessing the level and characteristics of financial security management of an industrial enterprise in the context of taking into account all the components and nature of exogenous and endogenous changes. In accordance with the principles of a systematic approach, in the course of the study, mechanisms for adaptive management of the financial security of an enterprise were formed. It is determined that in the structure of the mechanism of adaptive management of the financial security of an enterprise, the most significant elements are such elements as security subjects, security objects and an adapter. The methodological basis of the study have been represented by general and special legal methods, including dialectical, comparative law and statistics, which studied the problems of implementation of international law in the national law of Ukraine, analyzed analytical indicators of the number of aviation events and incidents in recent years, and objective preconditions for reforming the domestic legal framework under the influence of international standards and recommended practices of the International Civil Aviation Organization have been identified. Based on the analysis of regulations, the legal status and scope of competence of the National Bureau for Investigation of Aviation Events have been determined, as well as the prospects for further research in this area and ways to improve the legal regulation of aviation accident investigation have been outlined. The digitalization of the banking sector has been stimulated by a number of factors, which has led to the need to improve and innovate the banking sector; the spread of the mobile Internet. It should be noted that the rapid development of information technology is constantly creating new types of services, including in the financial sector, as a result of which, criminals have financial or other material benefits in the form of illegally obtained income, which in turn leads to completely new fraudulent online schemes. One of the main factors contributing to cybercrime is the low level of digital literacy of the population regarding personal cybersecurity, especially when using banking products. Some people do not have simple computer skills. Therefore, it is possible to manage profit through clear accounting record and indirect costs regulation. This is especially relevant for enterprises engaged in innovative activities, the organizational and managerial structure of which acquires the features of project oriented structure, which has the main characteristics of flexibility and lack of hierarchy. The purpose of this study is to reason the use of a modified process-oriented approach (TDABC) to the profit formation of innovative enterprises when making management decisions in the field of financial management. The analysis concluded that the use of the ABC approach to profit formation is appropriate when the group of costs is divided between processes attributed to different levels of the hierarchy, when costs are formed by different projects and can be attributed to a certain object, it is better to use TDABC approach.
