Such challenges, which unite different sciences at the present stage, include the issue of multifaceted countering of terrorist threats. The peculiarity of such threats is that terrorism is currently an interstate phenomenon. Therefore, to protect civil aviation from terrorist threats, it is necessary to establish jurisdictional mechanisms, which have previously been used mainly under criminal law. Mechanisms of particular importance include the issue of universal jurisdiction. The universal jurisdiction, which first emerged to counter the criminal offenses of the Nazi regime, is now much more widespread. The article analyzes real cases of investigation of criminal offenses in the field of civil aviation, in situations where different countries have jurisdiction over these violations. The types of bullers, witnesses to bullying, and places where bullying occurs were examined. Further consideration was aimed at the analysis of the socially dangerous act from different sides (from teachers and children). The research methodology is composed of such methods as a theoretical generalization for further clarification of the conceptual apparatus of railway transport economic security, a legalistic method for analysis and systematization of legal bases in the field of Ukraine’s national security, an abstract-logical method for theoretical generalization and formulation of research conclusions, etc. Taking into account the dynamics and nature of railway freight transportation, conclusions about the strategic place of the industry in ensuring sustainable development of the state and, accordingly, the need to protect its economic security were drawn. The authors outline the legal principles of economic security of railway transport in the system of legal regulation of Ukraine’s security policy. This is the implementation of a system of organizational measures and procedural actions defined by criminal procedure legislation and international treaties as their integral part. The study reveals that the system of actions counteracting these crimes in the course of cooperation at international level takes forms provided by law. These are international legal assistance; extradition of a criminal suspect; transfer of criminal proceedings; transfer of persons sentenced to States of their nationality or permanent residence in order to serve his/her sentence; international search; exchange of information. International engagement in these forms is subject to strict observance of all human rights, and in particular of the citizens of own State, in the course of criminal procedure in a foreign State. The focus is on new promising forms of international cooperation against corruption-related offences: covert investigations and investigations of international joint investigation teams. It is emphasized that measures cooperation at international level in detecting, investigating and preventing corruption-related crimes are systematically implemented, comprehensive and aimed at achieving the common objective of identifying, detecting and investigating corruption-related criminal offences, ensuring the judicial consideration of the case, as well as creating conditions for the subsequent implementation of preventive activities, that is, eliminating the causes and conditions that have facilitated the commission of crimes.
