This study aims to analyze the implementation of management policies of the management of the new scheme of study groups at the Open University of UPBJJ-UT Bengkulu and UPBJJ-UT Padang. The number of respondents in this study were 445 Bengkulu students and in Padang. The research data analysis used was the independent sample t-test. The collected data was analyzed using Statistical Package for Social Sciences (SPSS) software version 16.0 for Windows. The results of the first study, show that obtained F-count value 42,808 and sig value. 0,000 < 0,005. Second, the implementation of management policies has a t-count value of 6.872 and a sig value. 0,000 < 0,005. And finally, the implementation of management policies has a t-count value of 7.404 and a sig value. 0,000 < 0,005. Based on the results of the study indicate that the two regions still need supervision of the performance of the study group administrators at the Open University. Student satisfaction is considered to be lacking in POKJAR's performance. The collected data have been described and studied in depth in order to obtain a greater understanding of research purposes. The research approach is a qualitative and quantitative approach. Merging the two approaches is the best way for each approach will be complementary. The data used is a questionnaire with closed questions and interviews. The development of subject matter practice in the government science study program at Universitas Terbuka has a significant urgency with the needs of the people in Indonesia. This article aims to analyze the development of practical courses in government science study programs, in Universitas Terbuka.This article is the result of a research with a qualitative approach. Primary data obtained from interviews with experts, students, and graduate users. Secondary data includes the results of the literature review, the results of previous studies, and documents relating to practical subjects. The research findings are: 1)Mastery of students in understanding governance as science and art implies not only at the level of mastery of theory and concepts, but also the importance of prioritizing attitude skills and behavior in dealing with government phenomena. 2)The subject matter which has the potential to be developed into practice material is a course related to development, village government, the legislature, and the methodology of governmental science. This plagiarism can happen anywhere, by anyone, and in various forms of writing. This plagiarism is referred to as academic crime, so it must be avoided by all parties. This article will examine ways to prevent plagiarism. The scope of this study is in the Indonesian online tutorial at Universitas Terbuka. This article is written based on observations and practices in tutorial activities. In the context of this discussion, plagiarism means writing the same answers from several students during the learning activities. The similarity of answers may be obtained from similar sources. The similariries occur because there is no attempt to write with the correct citation, or paraphrase it. Therefore, it demands creativity and innovation from the tutor in conducting the learning or tutorial, both during discussion time and tutorial task. Creativity is applied in selecting and designing the problem form in discussion activities. This creativity is also related to the skills of the tutor in higher order thinking skills to the students. The concept of innovation is applied in the dynamics of the problem in the tutorial task. Dynamic tutorial will be an indicator of professional educator in performing his duties as tutor. Through the creativity and innovation of tutors, students are indirectly required to answer honestly, thoroughly, and comprehensively. Besides, students are also required to always open the material and questions, because the tutor creates the tutorial class to be dynamic, not static. However, the public lecture has many obstacles if it would be implemented in distance education, because they are the limited number of charismatic figures, and the time constraints of the charismatic figures. With the development of information and communication technology (ICT), the public lecture presentation can be conducted through the use of ICT. In this way, the number of the target recipients become very large and can be spreaded out in many areas at once than if occurs in the face to face meetings. This study aims to: (1) develop a learning media prototype of a lecture-based ubiquitous learning (u-learning) or multi studio-based learning. The media is expected to show enlightenment from the charismatic figures that allow asynchronous learning, (2) empirically evaluate the validity and effectiveness of the use of the substance based learning media model u-learning. In accordance with the purpose of the study, the results of this research produce: (1) a learning media prototype containing lecture-based u-learning; (2) quantitative results of testing on the new student orientation activities (Orientasi Studi Mahasiswa Baru = OSMB) in the distance education regional office in Bandung (UPBJJ Bandung) which shows that all students responded positively. About the quality of media performance, 71.13% of the students commened good, while the students who answered good for the layout of the media are 68.25%, and the students who answered good for the systematics of public lectures are 70.38%, (3) results of qualitative data showed that the public lecture media is useful and accepted by the new students but not by the students of the last semester. In addition, the availability of electrical appliances and other technical equipment it should be considered if we would like to use this kind of media in remote areas. This study aims to analyze, first, the characteristics of students UT-Online users; second, knowledge of the existence of UT student-Online for each service provided in the UT-Online; Third, the behavior of the students in the use of UT-Online; and the fourth assessment of the benefits of UT student-Online. Survey is the method used in this study that managed to capture the information of 904 students through electronic mail. From this study found important matters as the following, first, the characteristics of students UT UT-Online users related to intensity of use UT-Online is the ease of accessing the internet, age, and sex, and there is a tendency that the number of UT-Online users increases with increasing student enrollment year. Secondly, each facility UT-Online has recognition rate, the use, possession, and diverse training needs. Third, each facility UT-Online can be classified based on the number of users, frequency of use, and time of access by students. Fourth, the benefit of UT-Online scores assessed the level of positive attitude of students toward the facility in the UT-Online. Related to the findings, the researchers recommend the things that can improve the quality and usefulness of UT-Online for students. \u0000 \u0000UT-Online merupakan salah satu layanan mahasiswa berbasis internet yang ditawarkan oleh Universitas Terbuka (UT) kepada seluruh mahasiswa. Penelitian ini bertujuan untuk menganalisis, pertama, karakteristik mahasiswa pengguna UT-Online; kedua, pengetahuan mahasiswa terhadap keberadaan UT-Online untuk tiap layanan yang disediakan dalam UT-Online; ketiga, perilaku mahasiswa dalam pemanfaatan UT-Online; dan keempat penilaian mahasiswa terhadap manfaat UT-Online. Survey merupakan metode yang digunakan dalam penelitian ini yang berhasil menjaring informasi dari 904 mahasiswa melalui surat elektronik. Dari penelitian ini ditemukan hal-hal penting sebagai berikut, pertama, karakteristik mahasiswa UT pengguna UT-Online yang berkaitan intensitas pemanfaatan UT-Online ialah kemudahan mengakses internet, usia, dan jenis kelamin, serta terdapat kecenderungan bahwa jumlah pengguna UT-Online meningkat sejalan dengan meningkatnya tahun masuk mahasiswa. Kedua, setiap fasilitas UT-Online memiliki tingkat pengenalan, penggunaan, penguasaan, dan kebutuhan pelatihan yang beragam. Ketiga, setiap fasilitas UT-Online dapat digolongkan berdasarkan jumlah pengguna, frekuensi penggunaan, dan lama akses oleh mahasiswa. Keempat, kemanfaatan UT-Online dinilai dalam skor tingkat sikap positif mahasiswa terhadap fasilitas dalam UT-Online tersebut. The research method is correlational descriptive and it includes different means of data collection, such as questionnaire, observation, and in-depth interview. Total of 206 sample students were selected through purposive sampling from the three locations. The data gathered was analyzed indescriptive statistics and inferential statistics, specifically regression test. The results of the study show that the implementation of billing system registration can minimize cases and problems of registration; and the information about registration together with the role of the study group board (pokjar board), service UPBJJ-UT, UT service center, bank services, and registration monitoring significant affected on the student registration process through the billing system. \u0000 \u0000Penulisan artikel ini menyajikan hasil studi tentang implementasi registrasi dengan billing system serta faktor-faktor yang mempengaruhinya. Studi deskriptif korelasional ini mendeskripsikan data berdasarkan perbedaan rata-rata yang diperoleh melalui kuesioner, observasi dan wawancara mendalam. Responden mahasiswa dipilih melalui purposive sampling berjumlah 206 orang. Data yang diperoleh dianalisis dengan menggunakan statistik deskriptif dan inferensial (uji regresi). Hasil penelitian menunjukkan bahwa billing system dapat meminimalkan masalah-masalah registrasi yang terjadi.
