Due to the spread of modern information technologies, the gradual development of non-cash payments and the displacement of cash from many areas of economic relations continues. World experience confirms that developed countries with highly efficient economies use highly developed technologies and have been making serious efforts to develop non-cash payments for more than fifteen years. The purpose of the study is to study the existing system of non-cash payments in the Russian Federation and identify areas of development. Tasks. Since in the current situation, the increase in the number of non-cash settlements is a natural process concerning the interests of many business entities, it is necessary to analyze the problems and prospects for the development of non-cash settlements. Methodology. The research uses the methods of evolutionary and institutional theory, the theory of industrial and technological balance and techno-economic structures, world-system and political-economic analysis, historical approach, analytical and expert assessments. Results. The retrospective analysis of the problems and specifics of the organization, that hinder the most effective development of the non-cash payment system in the Russian Federation, allowed us to formulate certain proposals for improving non-cash payments. The implementation of these measures will contribute to the improvement of the system of non-cash payments. Conclusions. Speaking about the trends in the development and improvement of the organization of non-cash payments in Russia, the primary task is to eliminate the identified problems both in the settlement system as a whole and in the context of its individual segments. The transition of the economy of each constituent entity of the Russian Federation to an innovative development path is a priority task, which is reflected in the framework of legal acts regulating the conditions for socio-economic development both at the regional and federal levels (strategies, programs, etc.). One of the stages of its solution is to take into account the economic specifics, which largely determines the conditions for the implementation of innovative activities in a particular territory. The study is aimed at developing directions for the development of innovative activity in regions with a single-industry structure of the economy. Its relevance is justified by the fact that the single-industry structure, which is typical for many Russian regions, especially the northern ones, acts as a factor that «slows down» the development of innovative activity. To achieve this goal, it is necessary to solve the problems associated with identifying approaches to the essence of the single-industry structure of the economy, as well as disclosing the features of its impact on innovation activity in the region. The research methodology is based on the use of system analysis, documentary and sociological methods. As part of the discussion, the results of in-depth interviews with experts on innovative development in the region are presented. Three different models of the «mobilization economy» are considered, with different objectives, different tools and different variants for its implementation: the economy of resource mobilization; anti-crisis mobilization economy; the mobilization economy of wartime. The advantages and disadvantages of the mobilization economy are analyzed. The object of the study is the normativemethodological, legal and socio-psychological foundations of the formation of a production safety culture of industrial enterprises. The subject of the study is the system of production safety culture. Goal. The purpose of the study is to systematize and characterize the structural and substantive aspects of the modern model of production safety culture of industrial enterprises. Tasks. The objectives of the study are to substantiate the key provisions that ensure the formation and development of a production safety culture of industrial production, including, industrial safety culture, occupational safety culture, quality culture, environmental culture. Methodology. The research methodology is based on a systematic and process approach to managing the production safety culture. Results. The main results of the study are the actualization and systematization of conceptual, normative and axiological aspects of the formation of a production safety culture. Practical aspects of the formation of a production safety culture are presented on the example of PJSC «Gazprom». Conclusions. The importance of the conceptual foundations and practical aspects of the formation and development of a production safety culture is determined by modern trends in the sustainable development of industrial production. Based on the example of the Federal State Statistics Service (Rosstat), according to the subsection «Production and Consumption Wastes», a cost estimate of environmental damage from the generation, disposal and disposal of waste was carried out. Calculations have shown that the amount of such harm on an annualized basis is trillions of rubles. It is shown that the monetary value will visually see the real scale of the environmentally unfavorable impacts of the production and economic sphere. The subject of the research is the analysis of prices on the oil market due to the conduct of «energy wars» as a potential element of the geopolitics of states that are the main players in the oil market. Goals/tasks. Using numerous statistical sources, the opinions of oil market experts, and the work of scientists in the field of ensuring economic security and stable economic development of our country, the causes of crisis phenomena in the oil market were analyzed and the role of the main participants-states in the conduct of «energy wars» was revealed. Methodology. The methodological basis of the article consists of modern achievements of the theory of knowledge. During the research, event and statistical analysis, system analysis methodology, as well as expert and structural analysis were applied. Results. The article analyzes the economic crises from the end of the 20th century to the present, their relationship with the geopolitics of the oil market, reveals the main reasons for conducting «energy wars», the goals and objectives of individual states. Based on expert analysis, available statistical and scientific publications in the field of pricing in the oil market, the author's views and recommendations for conducting the policy of our state on pricing in the oil market are given. Conclusions/significance. The study revealed significant differences between the causes of the sharp drop in prices on the oil market in 2008, 2014 and 2020 and the role of OPEC, OPEC+, and the main oil market participants. The article substantiates the need for a consolidated decision by all countries that produce oil in large volumes, for a gradual exit from the current situation as a result of the «energy war». Application. The basic factors determining the dynamics of energy intensity of GDP are analyzed. Possible scenarios of changes in the energy intensity of GDP depending on the level of GDP and domestic primary energy consumption are presented. The problem of achieving the set goals is considered. It is shown that the unattainability of the target (desired) level of energy intensity of GDP in the declared (designated) terms with the specific impact of instruments of a particular economic policy is the result of many factors. It is concluded that the set goals in energy saving were not achieved in the planned time frame, and the possibility of their implementation in the current trends of economic development (even taking into account their revision in the medium term) is not obvious. The article describes what measures banks and development banks are taking to increase the volume of «green» financing, including the development of new products and services, the development of «green» financing standards and investment in environmentally friendly technologies. Examples of «green» instruments used by central banks and development banks are considered and their effectiveness is analyzed. The article also draws attention to the role of regulatory authorities and international organizations in stimulating «green» financing and creating a favorable environment for the development of «green» markets. In general, the article provides an overview of the role of banks and development organizations in «green» financing and shows how they can contribute to the fight against climate change and sustainable economic development, as well as recommendations on how they can interact to develop the practice of «green» financing.
