The need for the use of gender audit of higher education institutions (HEI) is indicated. It is noted that the management system should be capable of greater integration of gender-sensitive components. A matrix of parameters of gender maturity of the organizational system of HEI is proposed. It includes five basic principles of gender equality defined by the World Economic Forum (“gender equality in the workplace”, “gender-balanced management”, “gender-equitable organizational processes”, “promoting equal participation of women and men in decision-making”, “promoting development of the leadership potential of women”). The contextual requirements for a gender-responsive educational management system are structured. G. Kerzner's project management maturity model was applied to improve the author's method of measuring gender activity in HEI. The solution to the problem is in the plane of ecologization all spheres of management, including logistics, which has a significant impact on the state of the environment. The change in the worldview paradigm led to the emergence of the ecologically oriented logistic system concept, by which it is proposed to understand the logistic system as a set of link elements interconnected in the process of management the direct and reverse logistic flows movement, taking into account the eco-destructive impact on the environment. The article proposes to consider the management of ecologistic systems through the prism of the project approach. The purpose of the article is to characterize projects of ecologistic systems. To achieve this goal, the following tasks were solved: specific features of ecologistic systems  projects were investigated; the place of ecologistic systems projects in the classification of projects was determined; a classification of ecologistic systems projects has been developed. The characteristics of the  ecologistic system project as a complex cybernetic system are given, the components of the project potential are determined. The place of  micro-, meso- and macro-ecologistic systems projects in the general classification of projects and the classification of investment projects has been determined. The article presents the author's classification of ecologistic systems projects. As a basic classification criterion, it is proposed to use the reason for the implementation or the purpose of the project: the creation, development or functioning of an ecologistic system. Creation projects are classified according to the product being created. Development projects are classified depending on the object or subject of management, kind and type of development. It has been established that critical infrastructure projects include projects related to the construction, reconstruction and operation of critical infrastructure facilities. Critical infrastructure projects can be hazardous to the environment, but the timely identification of the nature, intensity, degree of danger of the critical infrastructure project for the state of the environment and public health will be able to prevent processes of manifestation and accordingly promote successful implementation. The peculiarities of carrying out the procedure of environmental impact assessment and its importance as a factor of successful passage of the project throughout the life cycle are determined. It has been established that a comprehensive environmental impact assessment procedure will help to make environmentally sound management decisions that will benefit the environment. An algorithm for carrying out environmental impact assessment for critical infrastructure projects has been developed. A rapid assessment of atmospheric air pollution was carried out using the method of dendroindication based on the study of the stability of tree plantations at all stages of ontogenesis to identify hazards in projects of critical infrastructure. Practical application of the method of dendroindication will allow to improve the possibilities for the detection of sulfur dioxide in the atmosphere and to estimate the total value of anthropogenic load on plant organisms. It is established that the use of dendrology as an additional method in carrying out the environmental impact assessment will significantly increase the opportunities in the field of hazard identification for critical infrastructure projects, especially in the aspect of project activities for their reconstruction and operation. The necessity of realization of projects’ creation of forage provision cooperatives of family dairy farms is substantiated. The peculiarities of planning of projects for the creation of cooperatives for feed of family dairy farms are presented. The expediency of taking into account the changing characteristics of the project environment of projects for the establishment of cooperatives forage feeding of family dairy farms during their planning, which determine the risk of value, is substantiated. The models of projects’ planning for the creation of cooperatives for the provision of family dairy farms are indicated. It is proved that these models should be developed for each stage of their implementation, which necessitate consideration of various components of projects that are the objects of planning. The purpose and the main requirements for the models of projects’ planning for the creation of forage feeding cooperatives of family dairy farms, taking into account the risk are substantiated. Project’s value dependence on the main groups of their factors is presented. Проведено ґрунтовний аналіз проведених досліджень у сфері управління безпеко-орієнтованими проектами та ідентифіковано її невирішену частину. На основі використання міжнародних стандартів із управління проектами, програмами та портфелями проектів P2M, Prince, PMBok та застосовуючи сучасний прикладний інструментарій проектного управління розроблено модель – схему безпеко-орієнтованого управління інфраструктурним проектом, що в комплексі описує взаємодію ядра інфраструктурного проекту з агентами проекту та його середовищем. Запропонована модель-схема формування концептуальної «титульної» моделі управління безпекою при впровадженні інфраструктурного проекту, яка є ключовою при формуванні базового прототипу планування безпечних параметрів інфраструктурних проектів. Представлена модель – схема управління інфраструктурними проектами на стадії планування дозволила ідентифікувати можливі варіанти розвитку проекту з можливою біфуркацією етапів життєвого циклу проекту за умов впровадження безпеко-орієнтованого управління та за умов негативного впливу турбулентного середовища на проект, які стимулюватимуть невизначеність проекту і хаос. Представлено модель – схему параметрів безпеки інфраструктурних проектів, яка дозволила структурувати елементи інфраструктурного проекту із врахуванням параметрів безпеки. Розроблена модель-схема взаємодії елементів віртуального офісу планування параметрів безпеки при реалізації інфраструктурних проектів передбачає створення спеціалізованого програмного забезпечення з управління інфраструктурним проектом на стадії планування та кризового управління в умовах невизначеності. The features of the formation and development of requirements in projects of different directions on the basis of the requirements engineering methodology are considered. Analyzed the main types, groups and types of requirements in projects. A comparative analysis of existing requirements management systems and methods for their modeling has been conducted. Approaches to modeling the requirements management system in the project are considered based on the application of object-oriented simulation methods with the required level of detail in the development of model objects that are accepted as the most optimal for building a model of the system while ensuring its informativeness and effectiveness. The most effective for managing requirements is the approach in which they operate with the minimum number of requirements (groups of requirements), mainly those that will provide the greatest benefit to the consumer. Given this approach, the necessary and sufficient model objects that can be adopted for most projects are defined. To represent the interrelationships of objects, actions with them and results, as the most obvious, a graphic method of ARIS simulation modeling was adopted, which can be implemented as graphical diagrams (visual models). Relationships of the model objects have been proposed to be represented by a scheme that provides for the definition and formalization of requirements for making decisions on their coordination, changes and implementation, preservation of information and replenishment of the knowledge base. To concretize and transform objects, their detailing is carried out to the level necessary for decision-making in the process of planning and implementing a project. The systematization and assessment of the importance of requirements is carried out by forming a formalized list in the form of a QFD matrix, which will then be used to make decisions on the project and its product. When developing design solutions, standardized or system requirements and consumer requirements it is advisable to harmonize and form a single consolidated list of requirements. The proposed approach to system modeling allows: minimizing the total number of requirements; systematize a significant amount of information; identify sets of requirements related to a specific project; consider requirements in relation to both the group level and the level of individual requirements. With the accumulation of information on managing the requirements of such projects, the considered approach will make it possible to assess the achieved level of project requirements management depending on the management objects that make up the model.","PeriodicalId":185781,"journal":{"name":"Bulletin of NTU \"KhPI\". Training specialists not only fluent in IT technologies, but also those who know how to manage people and resources, is one of the main tasks of the IT university. This article focuses on teaching project management for IT students. The course covers the necessary set of knowledge and skills required for IT project managers. The main goal of the course is to teach students to focus on the organizational and managerial aspects of program projects. Along with various methods of project management (planning, budgeting and risk analysis), the main project management tools are considered; leadership principles; customer relations; liability issues; intellectual property issues; privacy issues. The article discusses the modern approach to teaching as a blended learning technology. This approach, combining traditional forms of education with elements of e-learning, is well applicable for a project management course. The features of the teaching of this course presented in the article are based on the personal responsibility of students for their own learning results. This also includes training based on mastery, an environment of high achievements, learning by doing. Actual methods in education as learning by doing, inverted learning and gamification are considered. The work also highlighted the role of “Project Management” in the student’s general educational trajectory. In addition, the article presents the experience of implementing and teaching this course at the International University of Information Technologies. Data on implementation of large investment projects are provided in various industries of agricultural production. Advantage of application of methods of project management in the agrarian sector of economy is proved. Results of researches confirm possibilities of application in agriculture of Kazakhstan of methods and instruments of project management. Actions for application of methods of project management will allow to reach key indicators of the State program. On the basis of the analysis performed, the necessity of automatization of the methodology selection problem’s solution is established. The method for choosing a project management methodology based on fuzzy concepts was used as an approach for solving the problem. The method uses a questionnaire with questions regarding the number of people involved in the project, the customer’s working experience with the team, the assessment of the project team’s competence by the project manager, project reporting, and the likelihood of risk events. For each situation specified in the questionnaire, with the help of the survey of experts, the membership functions of all considered project management methodologies are defined, i.e. their applicability to a specific situation. In accordance with the answers to the questions of the project questionnaire, the membership functions of the project evaluation for each of its parameters are formed. For all considered methodologies, their total weighted distances from the evaluation of the project by the questionnaire are calculated using Hamming and Euclidean distances. The approach, for which the calculated distances are minimal, is chosen. A web application PMGuide has been  developed to solve the problem of choosing a project management methodology with fuzzy input data. This web application is used to select a project  management methodology for developing PTCQR Optimization software to optimize the scope of the project. Based on the results of calculating, the Euclidean and Hamming distances from this project to each of the seven alternatives (PMBOK, PRINCE2, ISO21500, SWEBOK, SCRUM, XP, and KANBAN), the flexible SCRUM methodology was chosen as the best alternative for the conditions of the considered project. Показано, що в літературних джерелах недостатня увага приділена аспектам проактивної взаємодії з зацікавленими сторонами в проектному управлінні, не враховується специфіка проектів підвищення муніципальної енергоефективності. В цій статті запропоновано ввести поняття базису проактивності, визначені ролі зацікавлених сторін проектів підвищення муніципальної енергоефективності та сила їх впливу на прийняття управлінських рішень. Запропонована модель зацікавлених сторін таких проектів з урахуванням здійснення на них проактивного впливу. В моделі визначені зацікавлені сторони, їх ролі в проектах підвищення муніципальної енергоефективності, та запропоновані відповідні базиси проактивності. Сформульовані принципи здійснення проактивної комунікації команди проекту підвищення муніципальної енергоефективності із зацікавленими сторонами: принцип спільних цінностей, принцип пріоритетності, принцип постійного моніторингу, принцип ефективності зворотного зв’язку, та принцип стратегічного партнерства. Також розроблено метод проактивної комунікації системи управління проектом, що дозволить здійснювати проактивне управління проектами підвищення муніципальної енергоефективності. Метод визначено десятьма кроками, які: виділяють стейкхолдерів та формують множину найбільш впливових зацікавлених сторін, моделюють взаємозв’язки у виділеній групі, та формують систему взаємозв’язків на основі співпадіння інтересів, впливів на цільову функцію, щодо їх поведінки та раціональних сценаріїв діяльності зацікавлених сторін.","PeriodicalId":185781,"journal":{"name":"Bulletin of NTU \"KhPI\".
