Current harmonics are the most common power quality problem, while the voltage sag is the most severe. This paper introduces new functionalities for the unified power quality conditioner (UPQC), which never introduced before by one mitigating device (UPQC). This device can suppress current harmonics and compensate the current unbalance, which might be produced in the distribution system. It also mitigates different voltage sags, which might result from different faults in the system. The performance of the proposed UPQC is verified by digital simulation results PSCAD/EMTDC.","PeriodicalId":182269,"journal":{"name":"2001 IEEE/PES Transmission and Distribution Conference and Exposition. It was impossible to establish the replacement criterion for field operating surge arresters because conventional aging test was only focused on the aging of ZnO elements. In general it is possible to replace the aged arresters before the failure in the field using the leakage current measurement because it must be increased by the aging. But we cannot use this method because we don't know the characteristics of the surge arresters installed in the field. Therefore in this paper we applied operating voltage and accelerating cycle which consists of temperature and humidity to the arresters. Then we measured the variation of total and resistive leakage current and found out the characteristics of the aged surge arresters.","PeriodicalId":182269,"journal":{"name":"2001 IEEE/PES Transmission and Distribution Conference and Exposition. The scope of the work presented in this paper includes: (i) critical awareness on the importance of characterization and impact of voltage sags, (ii) identification of a suitable algorithm for voltage sag analysis, and (iii) demonstration of the chosen methodology on a practical power system case study. The ability to estimate voltage sag characteristics offers an opportunity to evaluate alternate configurations. The overall methodology proposed utilizes the standard software packages of load flow analysis, short circuit studies and interface modules developed specifically for this problem. Methodology for sag analysis includes the characteristics of sag, like magnitude, duration, phase angle jump, sag frequency, some of the important factors affecting sag magnitude, and area of vulnerability for radial distribution systems.","PeriodicalId":182269,"journal":{"name":"2001 IEEE/PES Transmission and Distribution Conference and Exposition. The functional need to isolate local regions of the transmission grid is expanding and, as a result, a new class of cost effective and reliable switching devices is needed. This paper discusses some applications where the capabilities of a transmission class switching device are employed. The SF/sub 6/ interrupter solves transmission class switching reliability concerns by utilizing a single break interrupter for voltages of 72.5 kV through 242 kV. The new design configuration increases the ampacity ratings available in cost effective transmission class switching devices. Several application descriptions and cost comparisons are included in the paper.","PeriodicalId":182269,"journal":{"name":"2001 IEEE/PES Transmission and Distribution Conference and Exposition. A progressive approach to power system data retrieval, interpretation and information dissemination is presented offering significant time savings and enhanced utility of monitoring devices through dissemination of generated information. Supervisory control and data acquisition (SCADA) alarms are retrieved and interpreted to identify incidents and events. This information is then further enhanced by the automatic retrieval and interpretation of digital fault recorder (DFR) records and travelling wave fault locator data records using intelligent systems employing knowledge based systems (KBS) and model based diagnosis (MBD) reasoning paradigms.","PeriodicalId":182269,"journal":{"name":"2001 IEEE/PES Transmission and Distribution Conference and Exposition. Instead of expanding existing substations, building new transmission lines, and building new substations, DG can be used to accommodate new load growth and provide relief for overloaded components. Additional attractive features include: low capital cost, low fuel cost, low O&M cost, modularity, ease in siting and short lead times. This paper presents a successive elimination algorithm capable of identifying the number, size and location of distributed generators needed to optimally defer T&D expansion. This algorithm is applied to a utility test system and results are discussed.","PeriodicalId":182269,"journal":{"name":"2001 IEEE/PES Transmission and Distribution Conference and Exposition. First, a nonlinear feedback law is found which linearizes the system model. Then, the interaction between FACTS and excitation system is treated as parameter uncertainty and solved by robust control theory. The proposed coordinated controller is designed based on local measurements. An example power system with the installation of TCSC is employed to explore the effectiveness of the proposed approach. The control objective is to achieve both voltage regulation and system stability enhancement. Real-time simulation is carried out by means of RTDS (Real Time Digital Simulator) to get more practical results. Simulation results show that both voltage regulation and transient stability enhancement can be achieved regardless of the system operating point, and compared to other kinds of controllers, the proposed controller gives better dynamic performance and robustness.","PeriodicalId":182269,"journal":{"name":"2001 IEEE/PES Transmission and Distribution Conference and Exposition. Traditional versus automated approaches to reliability 可靠性的传统方法与自动化方法

The traditional methods such as tree trimming, shield wire, lightning arresters, and different types of line construction address the root cause of distribution circuit faults. The automated approaches mainly reduce the duration of the outages through the addition of remote control. More robust applications of automation can reduce the number of customers interrupted as well as the duration of the customer outages. As deregulation in the electric utility industry expands, state utility commissions are looking to measure and control the reliability of electric service to all customers in their state. Automated approaches have been presented as a quick fix to reliability problems. The focus of this presentation is to set appropriate expectations for each approach to improving electric distribution reliability.","PeriodicalId":182269,"journal":{"name":"2001 IEEE/PES Transmission and Distribution Conference and Exposition. The lack of national interconnection standards and tests for interconnection operation and certification, as well as the lack of national building, electrical, and safety codes, are understood and resolving that needs reasonable lead time to develop and promulgate consensus. The IEEE P1547 interconnection standard should prove to be a benchmark milestone for both the IEEE standards consensus process and as a model for developing further national standards dedicated to the ongoing success of our nation's electric power system. Based on a fast-track timeline, the P1547 working group voted unanimously to complete a final P1547 draft so it could be ready for submittal to the IEEE Standards Association Standards Board for no later than their December 2001 meeting. The working group met its target of March 2001 for a balloted P1547 draft.","PeriodicalId":182269,"journal":{"name":"2001 IEEE/PES Transmission and Distribution Conference and Exposition. This study examines the impact of arrester spacing on the lightning performance of a 12.5 kV distribution system. Sixty of the worst performing circuits, based on historical lightning performance, were analyzed with half of the circuits upgraded to the test arrester configuration and the other half left alone for comparison. After the arrester upgrades were completed, three seasons of lightning and interruption data were collected to compare the two groups. The lightning data analysis was performed with the use of FALLS/sup TM/. To compare the performance of the two groups, the number of interruption/length (km)/ground strike density was used.","PeriodicalId":182269,"journal":{"name":"2001 IEEE/PES Transmission and Distribution Conference and Exposition.
