{"title":"A Study on the Influence of Civic Organization and Interest Group on Policy Decision of Local Government: Focusing on the Living Wage","authors":"Taecheon Lee, Taeho Eom","doi":"10.20484/klog.27.2.7","DOIUrl":"https://doi.org/10.20484/klog.27.2.7","url":null,"abstract":"본 연구는 지방정부의 정책 결정에 시민단체와 이익집단이 미치는 영향력을 확인하기 위하여 생활임금제도를 이용해 분석을 시행하였다. 정책 결정의 영향요인을 분석한 연구 중에서 시민단체와 이익집단을 고려한 연구는 부족한 상황이며, 정책의 도입 여부만을 분석한 점 역시 선행연구의 한계이다. 이에 본 연구에서는 지역별로 집행수준에 있어 차이가 존재하는 생활임금제도의 결정에 시민단체와 이익집단이 영향을 미칠 것으로 예상하며 분석하였다. 기초자치단체를 대상으로 2013년부터 2021년까지 패널데이터를 활용하였으며, 공공의 이익을 우선시하는 시민단체 요인은 시민단체 수로, 특정 집단의 이익을 중요시하는 이익집단 요인은 사업체종사자 수로 설정하여 다른 정치･경제･재정･사회･외부적 요인과 함께 생활임금 시간당 급여액에 미치는 영향을 분석하였다. 분석 결과 시민단체와 이익집단이 지방정부의 정책 결정에 유의미한 영향을 미치고 있음을 확인하였으며, 구체적으로 시민단체는 생활임금 시급액을 증가시키는 반면, 사업체종사자 수는 감소시키는 것으로 나타났다.","PeriodicalId":179777,"journal":{"name":"The Korean Journal of Local Government Studies","volume":"18 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135989726","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

{"title":"Policy Partnership in the Making: The Puzzles of the Relocation of Water Sources in the Nakdong River Basin","authors":"Chang Soo Kim","doi":"10.20484/klog.27.2.20","DOIUrl":"https://doi.org/10.20484/klog.27.2.20","url":null,"abstract":"지역상생의 파트너십을 구성하는데 있어서 정부수준의 파트너십 형성으로 충분한가? 이 연구에서는 협력적 정책파트너십 분석틀을 구성하여 지역주민과 환경단체의 반대에 직면한 정부주도의 지역상생 파트너십으로 인한 한계의 원인을 분석하고, 진정한 사회적 합의를 형성할 수 있는 지역상생의 파트너십 구축방안을 제안하고자 했다. 첫째, 행위자들은 공식기관과 비공식기관, 찬반집단으로 나뉘어 결집하고 있지만, 합의형성을 위한 응집성은 약한 것으로 나타났다. 둘째, 공식기관과 비공식기관의 입장차이가 명확한 것을 알 수 있으며, 지역주민과 시민단체가 배제된 형식적 수준의 참여와 연계망이 확인되었다. 셋째, 갈등영향분석을 통해 대구와 구미 행위자들의 목표의 공유도와 연계의 강도가 비교적 낮기는 하지만, 부산 경남 지역에 비해 상대적으로 합의형성의 가능성이 높은 것을 확인하였다. 울산의 경우 대구와 구미의 합의형성 여부에 의존하는 성격이 강한 상태이다. 넷째, 반쪽짜리 정책파트너십을 바탕으로 하는 낙동강통합물관리방안, 정부관계자들 간의 신사협정, 그리고 낙동강수계법의 개정 등 제도에 대한 정당성이 취약하여 수용성이 낮은 것으로 나타났다. 이는 폭넓은 참여, 연계망 형성, 신뢰의 상호작용에 부정적 영향을 미친 것으로 나타났다.BR 결론적으로 맑은 물 공급과 취수원 이전을 위한 지역상생의 파트너십은 반쪽짜리로서 저조한 것으로 나타났다. 정책주체가 지역주민과 시민사회의 충분한 동의를 구하지 않는다든가 시민사회를 동등한 협력자로 인정하지 않을때 성공적인 파트너십 형성이 가능하지 않고 갈등은 지속된다는 교훈을 얻을 수 있었다. 그러므로 낙동강 취수원 이전 및 다변화의 성공을 위해서는 무엇보다 행위자들의 신뢰의 회복이 중요하지만, 대구광역시장이 바트나를 선택하여 안동댐으로 방향을 돌리면서 기존 합의형성의 틀을 깼기 때문에 새로운 국면을 맞이하고 있다. 그리고 2023년 4월 낙동강수계법 개정을 통한 지역상생기금의 확보는 물이용 부담금의 인상을 염두에 두고 있기 때문에 상･하류간의 공정한 협력모델의 제안이 필요하다.","PeriodicalId":179777,"journal":{"name":"The Korean Journal of Local Government Studies","volume":"71 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135989720","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
