{"title":"Comparative analysis of the efficiency of firefighting administrative services before and after the operation of the volunteer fire brigade","authors":"Jae-Myung Jung","doi":"10.20484/klog.27.2.14","DOIUrl":"https://doi.org/10.20484/klog.27.2.14","url":null,"abstract":"본 연구는 17개 광역소방본부들의 소방행정서비스에 대한 정태적･동태적 효율성을 의용소방대 인력의 포함 전후로 나누어 비교･분석했다. 이를 위해 2015년부터 2021년까지 7개년 6기의 기간 동안 효율성 변화추이를 맘퀴스트-루엔버거 생산성지수 모형을 활용해 분석하였으며, 2021년 단일연도의 상대적 효율성을 측정했다. 연구 결과, 2015년부터 2021년까지의 의용소방대 인력을 포함해 소방서비스 효율성을 측정한 결과는 1.67%가 증가한 것으로 나타나 의용소방대 인력을 투입변수에 포함시킬 시 ML 평균은 더 높아지는 것으로 분석되었다. 둘째, ML 지수의 세부구성 요소들을 측정한 결과, 의용소방대 인력을 포함했을 시 EC에서는 0.14%, TC에서는 1.52% 각각 증가해 의용소방대 인력을 포함한 경우는 정규 소방공무원들만을 대상으로 한 경우보다 EC에는 긍정적 영향을 미쳤으나 TC에서는 부정적 영향을 미친 것으로 나타났다. 셋째, SE의 세부 구성요소들을 분석한 결과, 의용소방대인력을 포함할 경우 PEC에서는 0.34%, SE에서는 0.2%의 감소가 나타나 순기술효율성과 규모효율성에서 감소가 일어나는 것으로 나타났다. 넷째, 2021년 단일연도의 초효율성 모형에서 소방공무원만을 대상으로 측정했을 시전체평균은 1.0261이었으며, 7개 소방본부가 효율적인 것으로 평가되었다. 반면 의용소방대를 포함한 효율성은 1.0254로 큰 변화가 없었으며, 경기도가 기존의 효율성에서 의용소방대를 포함할 경우 가장 큰 폭의 효율성 하락을 경험했고, 대구는 가장 큰 폭의 효율성 상승을 나타냈다. 규모효율성에 대한 영향요인 분석에서는 의용소방대 포함시 재정자립도와 관할면적이 정(+)의 영향을 미친 반면, 인구밀도, 주민1인당 세금납부액, 소방1인당 담당면적, 인구수, 아파트 거주비율, 인구밀도 등에서는 역(-)의 효과가 나타났다.","PeriodicalId":179777,"journal":{"name":"The Korean Journal of Local Government Studies","volume":"34 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135782839","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
