Universities play the role of innovation centers in regions and industries. The interests of the state, business and the higher school are integrated in the course of creation, development and commercialization of new knowledge. Process of commercialization is continuous as innovative search. It begins along with the beginning of developments. Process of commercialization will begin when the higher education institution has a problem of generation of profit from scientific activity. At the same time various commercializations of forms can be used: as with full alienation of laws of estate of intellectual property, as with maintaining the rights of use of development behind the university. Perspective model of commercialization of university research and development at which the Higher Education Institution remains the owner of the values created in his walls, this creation of the small innovative enterprises. In work results of a research of application of this form are given in the Russian universities. Creation of the small innovative enterprises has a number of positive aspects, both for the university, and for economy of the region and the country in general. Article contains research results of development a transfer infrastructure of higher education institutions technologies to real production. It revealed formation of high innovative capacity of regions. Infrastructure of commercialization of high school research and development is defined as a complex of the interconnected serving departments of higher education institution. They accompany realization of research activity of workers of the university and provide a possibility of commercialization of results of innovative activity. The novelty of the offered approach consists in development of the complete theory and practical mechanisms of transformation of administrative, technological and logistic processes at the level of the separate enterprises with use of the latest information technologies (processings of large volumes of information, foggy calculations, digital avatars, technologies a blockchain, etc.) that will provide cardinal change of business processes at the enterprises and technologies of preparation and decision-making. The cross-disciplinary character of the offered research has caused a problem of inclusion in a scientific turn of new sources, reconsiderations of development of a scientific thought, the principles and mechanisms and also regularities of economic development on micro, meso – macro – and megalevels of management. Within the further researches it is offered to develop mechanisms of realization and to support the initiatives of formation of pilot projects (testbet) for development of the concept of digital factory (plant) (clever factory, virtual factory) regarding interaction of technologies of digital design and modeling. Introduction of results of the offered research in practice of management will allow to provide the general growth of economic and innovative activity of the industrial enterprises, reduction of average duration of realization of life cycle of investment and innovative projects and also increase in their quality. The relevance of the study conducted in this article is due to the fact that in the context of globalization of segmentation of markets, toughening of competition, the requirements to the survival of enterprises increase. In the coming years, leadership will belong to enterprises with the predominant development of digital technologies. The purpose of the study is to identify factors that affect economic growth, both at the enterprise level and at the level of the national economy. The subject is the study of the processes of development and transformation of industrial enterprises in the digital economy. In this regard, this study identifies trends in the development of industries in the level of digitalization, a forecast and prospects for the digitalization of industrial enterprises; a multifactorial model of the economic growth of the economic sectors due to digitalization as well as ways to increase the operational performance of enterprises in these conditions. The empirical base of the study was the materials of the Boston Consulting Group (The Boston Consulting Group), the World Bank of Development. The practical significance of the results of the research is that the correct interpretation of drivers of development, the definition of the main directions of industrial enterprises in the conditions of the development of the digital economy will allow choosing the right instruments of influence on increasing the efficiency of enterprises and the economy as a whole. At the same time, the improvement of legislation and the introduction of strict control over the activities of financial institutions lead to the complication of such schemes, including an increase in the number of entities in the financial sector involved in the process of legalization. Now criminals are increasingly using non-credit financial organizations. Subjects of the insurance sector fall into the zone of critical risk of involvement in criminal schemes. At the end of2018, aplanned event will be held inRussiawithin the framework of the fourth round of inspections, which will be carried out by the Financial Action Task Force on Money Laundering (FATF). FATF will assess Russia not only in terms of the performance of the Central Bank of Russia and the Federal Service of Financial Monitoring, but also in the effectiveness of its functions and the interaction of all links in the national system of combating legalization: from financial institutions that provide information on suspicious transactions to judicial bodies that issue confiscation orders proceeds from crime.The insurance sector inRussiais represented by its three main entities: insurance organizations, insurance brokers, and mutual insurance societies. A significant quantitative share of the market is occupied by insurance organizations, whose services are in turn an increasingly popular tool for legalization.The article is researched the insurance sector in Russia, analyzed the main trends of the sector development, suggested a methodological basis for record the participation of the insurance sector in the money laundering, also identified the problems associated with process of implementation of internal control in the field of AML/CFT. The main problems hindering the dynamic development of innovative activity of enterprises of thermal power industry in the region are considered. The hierarchy of the basic levels of infrastructure of heat power engineering of economic system is offered. For each level of heat power infrastructure of the region certain tasks providing the necessary level of efficiency of functioning of system have to be solved. One of the most important tasks of thermal power enterprises is the introduction of energy saving and innovative technologies, energy efficiency, analysis of the balance sheet structure, economically justified tariffs and the introduction of new mechanisms for the implementation of innovation and investment programs. The key objectives and principles for the effective functioning of the infrastructure of the power system. The key tasks of thermal power companies are their technical controlling and audit, allowing timely detection of defective areas, reducing energy efficiency in the industry and creating the possibility of risk situations that can cause damage to the organization. A limiting factor in the interactions between the elements of the infrastructure are the consumers of heat energy, which include industrial enterprises and enterprises of sphere of services, social services, state enterprises, marketing and management companies, private persons etc. An important condition for solving many of these problems in the infrastructure of heat power industry in the region is to improve the efficiency of its innovation and increase the responsibility of management for the state of process equipment and heating networks. Taking into account the specific living conditions of the population and economic activity in the Arctic, the methodology for estimating the production, financial, human and infrastructural potential of the Arctic regions for 2013–2016 is chosen.As a result of the analysis, it was determined that strong differentiation is observed in the components of the industrial potential in the regions of theArctic. Tendencies of change of separate indicators by regions for 2013–2016 have been revealed.Ranking of the Arctic regions by the integral index of development of industrial potential allowed to determine that the best indicators are characteristic for the Yamal-Nenets Autonomous District and theMurmanskregion. Chukotka AD on industrial potential takes the last place. The importance of assessing the level of industrial potential for the innovative development of the Arctic regions is shown. Further research is required to improve the methodology for assessing the industrial potential of the territories. The assessment allows to correct strategic directions of innovative development of specific regions. The study proposes the development of a model tool for territorial development based on the formalization of the principles of interaction between different-level economic agents and the mechanisms for managing their behavior with a view to forming an agreed vector of strategic development of territorial socio-economic systems. A general scheme for the functioning of the territorial socio-economic system from the point of view of forming and realizing the interests of agents is proposed, and key stages of this process are highlighted. The characteristics that make it possible to classify interests are considered. The review of approaches to the coordination of interests of economic agents is carried out, their opportunities and restrictions are revealed.A conceptual model of coordinating the interests of economic agents based on ranking the priority and degree of realization of the key interests of agents using the fuzzy logic apparatus is proposed and allows to formulate an acceptable set of solutions of varying degree of consistency («soft» solutions) in the situation when counterparts can not reach an unequivocally agreed decision. Within the framework of implementation of fuzzy logic methods, appropriate linguistic variables and interval values are proposed to determine these terms. An approach is proposed to determine the degree of coherence of counterparties’ interests. Based on the results of assessing the level of coherence of interests of economic agents, two decisions can be obtained: 1) the level of coherence of interests is sufficient for the realization of interests; 2) the level of coherence of interests is insufficient and requires the adjustment of some parameters. The most interesting is the option, implying the formation of concessions, since it is in this case that there is a direct coordination of the interests of economic agents. The criteria for the formation of the corresponding fuzzy rules are proposed. They require constant development and improvement of the organization of the enterprise, development of new, progressive forms and management methods that can minimize and neutralize the impact of negative factors on the indicators of their development. Especially it concerns the industrial enterprises. The problems of low competitiveness of industrial enterprises, the limited resources necessary for their effective functioning, and the low level of human resources require changes in economic activity through effective management methods, high efficiency of business processes and increase the competitiveness of business entities, which should become the basis for the formation of a new model of economic activity of industrial enterprises on the basis of the constructed model for choosing the optimal outsourcing, providing to increase the efficiency of the industrial process of an industrial enterprise. The development of modern economy is based on the effectiveness of business processes, therefore research of business processes of industrial enterprises, are based on it, deserves special attention. Accelerating the pace of modernization, the speed of creating new knowledge and competition need not just the use of more advanced technical and technological solutions, but the introduction of management methods based on the model of choice of optimal outsourcing. The effectiveness of staff involvement largely depends on determining the motivational attitudes of candidates, identifying the dominant motivators of the applicant, which will save effort and time in dealing with many candidates, hire a specialist focused on achieving goals that do not run counter to the company’s policies. The article outlines the main aspects of assessing the motivation of potential employees. The measures on attraction of necessary quantity of the personnel from external and internal environment are offered. Research of motivational installations of candidates and employees of the industrial enterprise «Signal» Engels Design Bureau named after A.I. Glukharev Joint-Stock Company, on the basis of the data obtained, the values of candidates were determined depending on various parameters: age, position, on a territorial basis. The corporate values that are common to the employees of the enterprise and candidates in search of work are defined: decent wages, comfortable workplace, leadership professionalism, competent company policy, these factors were included in the corporate motivator map. In the area of staff incentives, knowledge of a variety of incentives is required, the ability to link incentives with motivations, and to receive evaluation information on the perception of incentives by candidates and employees to increase the efficiency of staff involvement and enrich the motivation system.
