This issue has been largely ignored by researchers in this field. This paper will focus on and present the consistency problem, which is a important aspect of knowledge base effectiveness analysis, of knowledge base systems. The 'classical' definition for consistency of a formal system is inadequate for many cases under knowledge base system context. The earlier work by others have roughly defined the consistency problem of knowledge base systems, and given some simplified results. We will develop a qualitative model for the knowledge base systems, and investigate some properties of the rule set of the knowledge base. This model can be used for specification and analysis of the behaviors of the knowledge base systems. Based on this model, we will further identify and clarify the consistency problem of knowledge base system and propose a model-based methodology used for checking and analyzing the consistency of a given knowledge base system. Such software can learn from experience and adapt to changing situations and requirements. In addition, such software can refine its knowledge-base, perhaps leading to a level of expertise beyond that of human experts. This paper describes NETMAN, a knowledge-based program that uses a machine learning technique, Knowledge-based Learning, in the domain of Network Traffic Control. NETMAN's task is to maximize call completion in a circuit-switched telecommunications network. NETMAN learns from its own experiences and by observing the actions of other agents. NETMAN is one of the components of ILS (Integrated Learning System), which contains implementations of several learning paradigms working together to improve problem-solving performance. The approach of the so called second-generation or deep-knowledge expert systems extends the idea of numerical modelling. It proposes the construction of software systems which implement complex models (with quantitative and qualitative attributes) and functions able to reason about the model structure and behaviour. These models and reasoning functions can support human activities like the fusion of information, diagnosis, explanation and forecasting. The aim of such systems is not to substitute the expert, but to extend the expert's ability to deal quickly and efficiently with complex problems. This tool, the Personal Computer (PC) Thermal Analyzer, was developed for reliability and electronic design engineers for use during the computer-aided design (CAD) phase. The PC thermal Analyzer was developed through the combination of two technical areas, thermal analysis and expert systems. This intelligent analyzer is a more effective verification tool because traditional tools require much time and knowledge of thermal analysis, while the PC Thermal Analyzer is quick, requires no expertise in thermal anlaysis, and provides useful results during the CAD phase.
