In response, the federal government implemented the Emergency Rental Assistance Program, transferring nearly $47 billion to state and local governments to provide financial assistance to vulnerable renter households. Programs varied on several dimensions, including in novel policies such as use of self-attestation and proxies in lieu of documentation in applications. We merge household microdata from the Household Pulse Survey with data on state-level ERA programs to examine the relationship between policy variation and take-up of assistance. Using sequential logit models, we consider receipt as a series of stages (application, decision, receipt). Policies aimed at reducing administrative burdens and policies prioritizing specific groups were associated with increased likelihood of applications for and receipt of assistance, especially for the lowest-income households. Findings aid in understanding the unique policy regime of the pandemic and identify promising practices for post-pandemic assistance.</p>","PeriodicalId":17420,"journal":{"name":"Journal of Urban Affairs","volume":" ","pages":""},"PeriodicalIF":2.7,"publicationDate":"2026-06-23","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC13506125/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"148818839","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"经济学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This perspective overlooks the dynamic agency of urban residents in shaping their own governance structures. Recent research challenges this binary thinking by revealing how communities actively manage flood risks. However, the intricate interplay between government absence and community-led actions, and their role in everyday governance, remains underexplored. Drawing on scholarship in flood vulnerability and community-led governance, this paper examines the experiences and management strategies of flood-prone residents in Dansoman, Accra, using interviews, focus groups, and “follow-along participant observation.” Three key themes emerged: “anticipate and navigate,” “collaborate and compensate for,” and “rupture and replace.” These themes illustrate how residents acquiesce to, reconfigure, or challenge government roles in flood management, establishing self-governance through community-led initiatives. These efforts often legitimize and strengthen community resilience, sometimes even usurping and replacing state authority. The findings underscore the need to recognize community agency in managing flood risks and compensating for insufficient government support through solidarity and self-help. Policymakers can enhance flood management by incorporating these community-driven insights, fostering more effective, inclusive, and sustainable strategies that reflect the fluid, evolving relationships between government and communities.","PeriodicalId":17420,"journal":{"name":"Journal of Urban Affairs","volume":"48 2","pages":"535-550"},"PeriodicalIF":0.0,"publicationDate":"2024-10-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"147917441","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"经济学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Data from the U.S. Department of Housing and Urban Development Annual Longitudinal Files 2005-2018 is used to measure household compositional change and mobility for subsidized householders in the Public Housing and Housing Choice Voucher programs. Householders are 67% more likely to move when a change in household composition occurs. Members entering the household induce larger estimated mobility effects than members exiting the household. Although the odds that a householder move are associated with a household compositional change is greatest in the Housing Choice Voucher program for tenant-based vouchers, there is still a strong association with household compositional changes and mobility in Public Housing and for project-based voucher units where options for mobility are limited. The results have implications for future research on program design factors such as occupancy standards in subsidized housing in the United States.</p>","PeriodicalId":17420,"journal":{"name":"Journal of Urban Affairs","volume":" ","pages":""},"PeriodicalIF":1.9,"publicationDate":"2024-07-29","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC12356108/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"144873743","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"经济学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
