This study aims to evaluate the implementation of granting permits to establish minimarkets in the Garut Regency. The method used in this study is a descriptive method with a qualitative approach. The research location is the Integrated Licensing and Investment Office (DPMPT) of Garut Regency. The data were obtained using library research and field studies in observation, interviews, and documentation. The results of this study indicate that the evaluation of the implementation of the Policy for Giving Permits to Establish Minimarkets in Garut Regency is following existing regulations. But in its performance, there are still problems in additional rules and lack of supervision. The variables that affect are limited to only three, namely FDI (Foreign Direct Investment) or foreign direct investment, exports, and foreign debt. Meanwhile, the variable that causes the decline is the failure to understand the development economic theory approach to fail to apply it in the field. The type of research used is explanatory research with a quantitative approach. The location of this research was conducted at the World Bank. This study's population is the entire time-series data from FDI, exports, foreign debt, and Indonesia's economic growth. The sampling technique collects time-series data for ten years (one decade), namely the years 2009-2018 so that there are 40 samples. The data analysis used is multiple linear regression analysis. The data analysis results in this study indicate that the variables consisting of FDI, exports, foreign debt simultaneously have a significant effect on Indonesia's economic growth. Partially FDI Indonesia's economic development is being impacted significantly. Indonesia's economic development is strongly driven by exports. This vision does not incorporate the relational and cooperative dimension of the encounter between the professional and the person in the framework of a helping relationship. From second order cybernetics, that of observing systems, what professionals believe, think and value (as professionals and as people), influences the vision that we are going to build of the person / family. If subjectivity occurs, what prevents the assessment of the problem situation from being able to co-construct it collaboratively between the professional and their clients? From this perspective, we can speak of collaborative diagnosis. The work collects the results of the practical application, under experimental conditions and in the daily practice of professionals, of the criteria to develop a co-diagnosis. Fatigue can be defined by compassion as a state of exhaustion and biological, psychological and relational dysfunction, the result of immediate or prolonged exposure to compassionate stress and as the final result of the progressive and cumulative process resulting from pro-longed, continuous and intense contact with clients or clients. patients, the use of oneself and exposure to stress. \u0000 The maintenance of the wear can lead to severe pictures typical of secondary traumatization or the onset of Burned Professional Syndrome (Burnout). In any case, if a social work professional experiences this phenomenon, their ability to empathize, connect and help their clients is severely diminished.
